We have never believed that the rate of interest obtainable on loans of mpney is affected by the usury laws in any other way than to increase it. The price chargeable for the use of money depends, like the price of any other commodiy, upon the ratio of demand to supply. It would do so if all usury laws were abolished' and the legal tender law wholly repealed. Indeed, usury laws, by increasing the risk at which the lender loans his money, cause him to charge a higher price when the market rates are above tho rates allowed by the law. We do not suppose it is the intent or effect of Mr. Sherman's bill to repeal or collide with the ufiury laws in any mUnher. If it would authorize a principal loaned in greenbacks to be collected in gold, even by agreement, it should be so amended as to prevent such a perversion of its .object. All that is needed is a law whereby loans of gold may be payable in gold.
