It directs that in all cases where private soldiers served out thoir time of enlistment, and were honorably discharged, the Secretary of War shall, on applies rion, remove any charge of desertion that may stand on the rolls against them, except where there has been a conviction for desertion by a court-martial.

Many soldiers who fought bravely *dh til the close of the war, hastened home on the declaration of peace without awaiting the duo formality of a muster out. Technically, they are deserters, but in reality, there is no good reason why that stigma should be attached to their names.
