THE N&W Constitution of Florida quires educational qualifications in persons offering to vote for tho first time in 1880. Tho time is sufficiently distant to enable all new votors to duly qualify
THE New York Freeman's Journal says that Chief Justice CHASE ought to be run as a bolter, and that if there is any manhood left in tho JOHNSON Eepublicans, they will do it. "That's what's the mntter." They left their "manhood" whon they started out with Andy.
IT IS said that the House refuses to order Wooloy to tell what he did with the $20,000, because it is afraid he will tell too much and yet the House has ordered him into imprisonment to compel him to tell all about it to the proper committee. This is a method of reasoning that Democracy may be able to appreciate. It is not, of course, addressed to any other class.
A GREAT reduction in the whisky tax 89ems now cortain to be agreed on by Congress. WE'fear there is an inclination, however, to leave the tax still too high. It would be far better to abolish it alto- I he ha to it a on in an the corrupt and corrupting system which has so long disgraced the country and/tf-
forded material aid to the operations of I partisan sermons delivered at the the enemy, with little or no advantage to "l"" tho revenue.
IT is uncertain whether the delay in getting up the proposed new Cabinet is for th's wunt of proper material, or for the lack of punctuality in tho Cabinet-maker, JOHNSON JS believed to be less prompt at this business than he used to bo with the shears and goose, otherwise, his custom* ers must have often presented a variegated appearance, with a bran new garment, and the rest of the suit incurably rent and threadbare.
THE Journal speaks of Oregon aa ''the first gun of the Presidential campaign."—
supplied "first gunp," in Democratic es-1 common courtesy. iimation—so fond are that sort of people
of.c.'uuliug unmatched chickens. But if I Oregon is a "first gun," it is a very small pistol—fired, apparently, to alarm the Democratic camp, and givo notice of the fact that tho host undor GRAN-T and COLFAX arc coming down upon it like an avalanche.
IT is stated by a Washington Correspondent, that Gen. MCCLELLAN has written a letter in which he begs that his name shall not bo presented to the 4th of July Convention but that a statesman, who will command the respect and admiration and enthusiastic support of the combined anti-radical element, be nominated.
An exchange suggests that this is, however, only the semblance of virtue.' MCCLELLAN
is wtak enough to suppose
that he ia a statesman, and he will take th6 nomination for President if ho can get it. -tJ-. I" IM III——
DEMOCRACY may anticipate a hot time of it at ZSTew York. Tho PENDLETON GUARD, one thousand mien in uniform (gray, we presume), will escort their favorite to tho metropolis, and manufacture enthusiasm for him. But Captain ISAIAH RYNDERS, the chief marshal of Tammany, who has the whole army of Dead-Rabbit Demociacy at his back, has recently declared for CHASE and the "Albany Reg«ncy." Mr. SEYMOUR being "particeps criminis,'' has resolved to work for CHASE'S nomination. The New York Democrats will not bo easily routed by any one thousand men from Cincinnati.
THE Impeachmont speculators tell a great deal of truth about each other in their evidence. WOOLLEY swore that SHOOK had the missing cash, but SHOOK swore that it was a lie. WEED swore that ADAMS proposed to him the purchase of thtir votes, and that he afterwards made the same proposal to SMYTHE. But ADAMS swears that
WEED lied, and that no
such proposal was made by him. Meanwhile the Democrats, bound to defend the vote jobbers at all hazzards, find it Tather difficult to determine which of them to prefer as the man of unimpeachable hone3ty.
THE Cincinnati Chronicle appropriates ly comments on tho fact that the Democratic Legislature of Ohio has cost the people, lor this year alone, $100,000 more than an}- preceding Legislature, for which the State has nothing to show but a series of partisan enactments in violation of the provisions of the State Constitution and of the decision of the Supreme Court—an illustration of what the modern Democratic party would do If it can get control in tho nation. The Visible Admixture and other disfranchising laws, it may be added, accomplish nothing beyond such illustration except to give the people a little additional expense and trouble to got the worthies.? rubbish branded at its true valuo by tho Courts.
Lawrence County Delegates to the Congressional Convention. -& The following is a list of the delegates olectcd by the Republicans of Lawrence county to tbu Congressional nominating Convention to bo hold at G-japort on the lath instant: Richard I'isher, Joseph Trainer, Wilson Anderson, Weelay Short, John P. Gainey, John Potter, John AY. Burton, Eli Burton, E. S. llclntire, A.
Munson, Milton N. Moore, John Dodson, James Smith, T. J. Beed, J. D. Thomasson, H. P. Braxton, E. 0. Peareon and Geo. W. Friedloy.
THE Cincinnati Times very properly regrets the misplaced confidence of the Sheriff of Dearborn county in allowing MCCOOLE

in their quarters. These scoundrels are provided with all the luxuries, are permitted to have a good social time with their fellows as often as they please. Bread and water, or such fare as is afforded to common malefactors, should be provided for them. This, bowever, might subject the Sheriff and Governor to the cry of persecution (!), and to denunciation for their barbanty—just such a cry as is raised, for party purposes, in behalf of WOOLLEY, Ibe impudent and contumacious agent of thn whisky ring. Still it would be well for ibe common people to remember that one of them, under similar circumstances, would get no sympathy—only cursee, "hit bim again,"
THE Missouri Democrat, in an editorial upon the late JAMES BUCHANAN, says ho was a thoroughly unscrupulous partisan, and withal a man too cautious and foxy ever to win the hearty aproval and support of any party in trying times. He left office, therefore, hated by the friends of Douglas—the majority of Northern Democrats—despised by the Democratic rebels of tho South, and denounced as a traitor by the Republicans.
It is certain that no other President ever left the TVhite House with so little of tho resoact of his countrymen, and, but for

The Freeman's Journal on Cbase.
The great organ of Democratic Catholics, the New York Freeman's Journal, does not enter into the achemo of VOOR HEES, and other Democratic leaders, to maka Mr. CBASE the nominee of their party.
The £laat issue of that paper says the idea of CHABK, as Democratic nominee "does not rise to the dignity of being ridiculous. It is entertained only by those that have their heads addled by the plan of gold for the bondholders, and paper money for tax-payers" It charges that CHASE, "as Chief Justice, in place of respecting the purity of the Judicial ermine, neglected his weighty duties to canvass the negro element of the South, in a political tour," and that he "permitted the infamous DAN. SICKLES, in the Carolinas to set at defiance the United States Courts, by military edict.1'
Of CHASS, as Secretary of the Treasury, this organ says he was "the man who devised the fraudulent plan of paying gold debts with greenbacks, not worth forty cents on the gold dollar. And now he is paying these usurious bondholders gold, principal as well as interest, for the bonds they bought at less than forty cents on the gold dollar."
The article concludes with the assertion that "Mr. CHASE certainly ought to run for President—but on his own hook, as a consistent Black Republican. The Democratic party, this time, are in earnest in meaning to have a candidate inside their party. They have been beaten often enough by trying to get the vast Democratic party, at the whistle of the managers, to run for somebody because he wasn't a Democrat.''
There is beautiful harmony in that beatific organization which has befouled our national history and is making desperate efforts to continue the operation under the name of "the great Democratic Party!" The New York Fourth of July Convention promises to be nearly as pacific an assembly as that which met at Charleston, South Carolina, in 1860.
GSNCBAL HALLKCK never liked General Grant, but in his official report he said concerning the great Vicksburg campaign: "Wecannot but admire the skill and daring ot the commander. No more brilliant exploit can be found in military history. It lg hardly necessary to remark that General Grant never disobeyed an order or in. struction, but always carried out to the be-t of his ability every wLh or suggestion made to him by the Government."
THE Republicans of Marshall county, West Virginia, have adopted the follow, ing resolution:
Resolved, That as far as we have any interest in Van Winkle, we cheerfully present him to the "Ku Klux" of the State, with the assurance that if there is among them any "Klan" which despicable meanness is especially required, he will bo found to suit them to a dot.

A Little Story About Grant. 4 A corresponScnt furnished tho following incideunt, illustrating ono of the leading traits iD the character of our future President
Duriug tho Petersburg campaign of 1861 teveral private** were eugaged in unloading barrols of "dalt horse" fruiu a transport at .City Point, and were in charge of a lieutenant of a New York regiment, who took every occasion to show his authority. To one of his abusive remarks, one of the privates made reply, whereupon the lieutenant administered severe kicks to the offender, who offered no resistance, but continued on with his work. A short, thick-set man, wearing ft slouched hat, and a rather eeedy officer's cloak, who had been standing by for some time, hereupon throw off his coat and proceeded to help to unload the transport. After the task was accomplished the officer donned his cloak and coat, and asked the lieutenant in very civil terms his name and regiment. "Lieut. of the New York volunteers. By what authority do you dare ask such a question '•Reportyourself immediately to your colonol under arrest, by order of General
Grant, for cruelty to your men and remember that the abuse of privates by officers is not tolerated by tiie present commander of this army,'1 replied the "thickset'' officer, lighting a cigar and walking away. •.
The War of tnc Roses.
The Democrats of this city are busy circulating a petition for the removal of David Garland Rose from the postmasterBhip, alleging among tber things, as proof of his incapacity for the position, that at the election a year ago he had the temerity to vote for General McGinnis against the celebrated substitute broker, Hogshire, and that during impeachment he expressed himself as in favor of the removal of his great patron, and that it now feared he may use his influence favor cf Grant and Colfax. The enormity of these offenses to the Democracy is absolutely fearful, and they demand that Rose soali be immediately pluckod from the official flower-bed, where he has been so long luxuriously vegetating. TbeSaUm Obterver says: By gentlemanly deportment, urbanity of manners, and his successful method of treating disease, he has gained for himself a large circle of friends who will welcome his return at any future period. We heartily recommend him to the afflicted wherever he may go.
The St. Johna Morning ifne* says: Few physicians who have ever visited our city, have so complete won the confidence and commendation of their patients as has Dr. Spinney. We daily hear him spoken of by his patrons in the most satisfactory tnrms. His treatment of diseases is effectual, and the afflicted have in him a real friend.
And the Montreal Herald remarks: Dr. Spinney, founder and proprietor oi of the Electric Medical Institute in this city, is aa educated physician, and a man of quick and strong perceptive faculties, well calculated to treat all complicated diseases.
Not having room to publish a long list of testimonials the Dr. would say to those who are not satisfied after perusing the following, call at tbe office where be will show others, and give reference to many who have received great benefit from his

To the Editor of the Evening Telegraph: DEAB SIB,—For five or six years Ihave been afflicted with dyspepsia in its most severe form. I have been treated for it by some of the most able physicians in Montreal. From time to time I placed myself under their treatment, and after using an enormous quantity of medicine, felt myself only growing worse. My disease increased, appetite failed, was troubled with a sensation of pain, weight and fullness at the ejjlgrastrium, costiveness became depressing, my spirits grew low, causing great dejection. 1 tried all kinds of advertised remedies to no purpose. My hopes of recovery began to fail, when at last I concluded to try Professor SPINNEY'S new method of cure. I am now a little over two months under the Professor's treatment, and am happy to say that I feel like anew man again, relieved of my distress, and enjoying life as in days gone by. 7

DB. SpitfNBY—Dear Sir,—I feel that I should be doing a great injustice to you, and falling far short of my duty to my fellow-sufferers, should I fail to acknowledge the benefit received by your skilful treatment. Before coming to you, I bad been suffering for about six years with a cough and affection of the lungs, which at last becamo quite serious, weakening, debilitating, and unfitting me for all tbe duties or pleasures of lue. It is about f»ur months since I placed myself under your treatment, and am happy to say that my cough is gone, my lungs feel Strong, and my general health ia restored. I can only say that I would -heartily recommend all who suffer with like afflictions to place themselves und*r your treatment without delay.. With heartfslt thanks for my fpeedy recovery and restoration to health, 1 am, most respectfully, yours, Ac. EUSABET*

Bead the following extracts from the Frets. The St Louis Dispatch says: Dr. Spinney, is one of the most accom« pliahed physicians in the country, treating lung complaints and chronic diseasea with a success that is almost miraculous. Wherever he baa practiced he has been remarkably fortunate, saving many thou* sands of sufferers from premature graves, and by his system of medical electricity, he has performed cures in an immense variety of the moat complicated diseases. We have been acquainted with the Doctor for many years, and can vouch for bis professional skill and ability to parform all that he promises, and to his being a humane and liberal minded gentleman.

Middle-Aged Men.
There are many men of the age of thirty to forty who are troubled with too fre* quent evacuations from the bladder, often accompanied by a slight smarting or burning sensation, and weakening the system in a manner the patient cannot account for. On examining the urinary depos its a ropy sediment will often be founds and sometimes small particles of albumen will appear, or the color will be of a thin milkish hue, again changing to a dark and turbid appearance. There are many men who die of this^difficulty, ignorant of the cause.
Dr. S. will guarantee a perfect cure in all such cases.

Cantion to tie Public.
Every intelligent and thinking'person must know that remedies handed out for general use should have their efficaoy established by well tested experience in the bands of a regularly educated physician, whose preparatory studies fit him for all the duties he must fulfill yet the country is flooded with poor nostrums and curealls, purporting to be the best in the world, which are not only useless, but always in* jurious. The unfortunate should be particular ia selecting his physician, aa it is a lamentable yet incontrovertible lac I, that many patints are made miserable with ruined constitutions by mal-treatment from inexperienced physicians in general practice. The experienced general practioner, having neither opportunity nor time to make himself acquainted with their pathology, commonly pursues one system of treatment, in most cases making an indiscriminate use ef that antiquated and dangerous weapon, Mercury.
All who have committed an excess of any kind, whether it be the solitary vice of youth, or the stinging rebuke of misplaced confidence in matarer years, seek for an antidote in season. The Pains and Aches, and Lassitude and Nervous prostration that may follow are tho Barometer to the whole system. Do not wait for the consummation that is sure to follow do not Wait to* uaslghtly Ulceit, for Disabled Limbs, Jor Losj ^Bjaaty and Complexion.
