Republican ask.t why
the Senate may not, like a Connecticut jury, "carry the verdict around in its belly," if its troubled with doubts aud scruples? JOHNSON might be intimidated from giving lutUer trouble by thus knowing that the verdict could bo worked up or down to suit circumstances.
"The New York Tribwte says pertinently of th« New Yor). Vitxea (and the expression applies to other papers ui the game cast) "We challenge the right of the Times to apeak for the Republican party. It* oditor has beeu its moat dangerous lriend, and itE most unscrupulous and malignant enemy All be has ever done for the Republican party hae been to feed with it.'*
AN exchange cails attention to the noteworthy fact that whilo the General Government pays six per cent, interest in gold on her bonds Massachusetts can borrow unlimited amounts at four per cent, having recently negotiated a loan of three million in gold at that low rate of interest.
There are no repudiation schemes Massachusetts, bucauae Domocracy powerless there, and the credit of the Bay State stands nbovo that of the National Government.
Olilo Disgraced.
A gentleman writes from Onargo 111 nois to a friend in Columbus. "Thoro is one thing that I want to ask you and that in rognrd to the disfran chising of thos'.i poor, crippled soldiers Ohio. Them is considerable excitement in this town about it, Please give me all the information you cap, and oblige," &c
Tho Columbus Journal regrets to be comp&Uod with shumo to confess that the reports that have reached Illinois are too true. Soldiers covered with the scars wounds received in half the battles of the war, have boon doprived of all part or lot in a government they gave their best blood and risked their very existence save.
And such is modern "Democracy."
THE NOW York
Times says that the
Anti-Slavery Society goes on holding its annual meetings, pasting its resolutions, uttering its protests against th'o sin of Slavery, and denouncing the American Government., President, Congress and Supreme Court for its participation in tho sin, and reproaching tho American Church for tolerating the evil, in apparent ignorance of tho fact that Slavery has ceased to exist on American soil and the resolutions passed on Wednesday last, are almost echoes of those passed twenty years ago. Tho Cincinnati Chronicle ex plains the action of the Society by the supposition that the organization may think that although Slavery has ceased to exist on Amorican soil, the Times itself il lustrates the fact that its roots are still alive in the American soil-
Tilton on Erarts.
In tho last Independent there is a very sharp and witty roviow of Mr. EYARTS1 defense of the accused President. -Mr, TILTON says Mr. EVABTS is not a mere lawyor, but a recognized leader of a groat political party, and in some respects representative of sacred truths and that on more than one occasion he had expressed hitnst'lf in favor of the measure ha has now strenuously endeavored to detent. Mr. TILTON says, further, that it is some partial rolief to "kno^ that, even if Mr. EVARTS has grossly contradicted himself, on a subject, too, of terrible mo ment, h» may
!)ave
injured himself, 'but
he hag not greatly helped the bad man nnd th« bad cause that supplicated hi» protection tiis speech was facile, witty, imaginative, now and then keen, and once or twice eloquent but agreatspeach, in any other sonne than that of occupy uig four days, it was not. It meandered pleasantly along, and contained inciden tal remarks upon nearly all subjects except the one under consideration. It was a masterpieco of loquacity let loose. 'An admirable talker?' said
HAZLITT
of Cole
ridge. 'Yes, if you will let him start from no promises, and come to no conclusion.' "in steadfastly endeavoring to follow the thread of Mr KVARTS' discourse, we were reminded of RUFCS CHOATE'S description of the boundary line betweeo Rhode Island and Massachusetts. 'Why, its like starting at a bush, from tnonce to a blue-jay, from thence to a bive of bees in swarming time, from thonco to three hundred foxes with fire orands in their tails.' "The eld Romans had a word, Jesultor, to describe a rider in tho circus who could lsap from one horse to another while both were in motion. Mr, EVARTS, in his last great role of desultor, has surpassed all the circu?-ridors of antiquity. Their horses wore going in the same direction. He has leaped from a horse flying one way to another horse flying in just the opposite one. How could jie be otherwise than desultory?'

ML-,~ From tne foreign letters of New York journal^ especially the Herald, it appears that the French and Italian people have caught the emigration fever, and the feudi al and Conservative journals of those countries are raising a wail of sorrow over the general exodus, for which there is no help. Europe is full to overflowing, and would be even with the same popular liberties as are enjoyed by onr own people. Could some miracle transform every monarchy into a constitutional Republic, and blot out every despotic law and institution, still the tide of emigration would continue to flow westward. Many are driven hither by tyranny, but still more by the inducements which, from the very nature of the case, no other nation could hold out. Every foot of available land in Europe is now owned and occupied, but her? fertile farms may be had by all who will cultivate them. Our public domain is the especiarioad-stone that draws foreigners to our shores, and rewards them mofct magnificently for their enterprise.
{The Status of Reconstruction. The Houao bill lor the admission ol Arkansas awaits the action of the Senate. It lias made as good progress iu that branch of the National Legislature aa the ordinary tardiue«6 ol its member* will allow, It halt been taken up, sent to the Judiciary Committee, and promptly reported back, in which condition it rests for the present. There deems to be a fear that ij^w Senatois fromtliut Statu might voto upon the impeachment, which, in the very critical condition of that question, would not be exacllj 'i fair thing in the estimation of many Senators While tberefoie thii matter goes over until after the Clii«'»igi! Con volition and perhaps until aftor the ramainieg article ol impeachment are voted upon, it is to be noticed that a bill fir the admission of .Norm mid Mouth Carolina, Gftofgia, Louisiana and Florida in the Union has been introduced Into th- .Senate by Mr. WILSON. It is for the panic purpose, perhaps in the sume language as the bill which haa passed the House except that tho latter includes Alabama and does not include Florida, while the former includes Florida and fails to include Alabama. As^lo tho admission of Florida there will be "no difficulty in either house but Mr. WILSON proposes to leave Alabama out in the cold for tho present in recognition of the fact that she did not accept the bounty ol Congress according to the provisions of the law which was in operation at tho time when the vote of her citizens was taken.
ti
The House bill forgives the misdemeanor of Alabama, which, in truth, was not her fault, but occasioned by the fool ish provision in tho Reconstruction law. which offered a premium to the ex-Rebels if they would stay away from the polls. They accepted the reward, and the people of Alabama, who, by a vote of 69,807 against 1,005, adopted the Constitution must suffer, because some thousands who might have voted did not or could not avail themselves of tho privilege. Much might be said on both sides of this question, which i3 chiefly one of expediency Itimay be contended that Alabama having failed to comply with the law, must be! remitted to another"election, under the laW as amended, after the disastrous effect of the provision in relation to registered voters was shown. This would be proper in almost any other case. But Congress having established a different rule in relation to other States which Are on the point of being admitted to the Union, oan afford to be generous, especially as Alabama has done all that was done in the other sections, and has adopted, the new Constitution by an immense majority of the voters. It is a matter to be viewed as well in regard to expediency as.to other considerations, and must be met very soon by actual enactment.
I Tbe Future. fThe Republican oause, betrayed by seveijl imitators of Mr. Johnson's treachery, his suffered a serious reverse. As the cjld plunge gives theiteel its mettle and tetnper, reverses have more than once prepared the way for new triumphs, and given tbe strength to win them. It was ndt easy through the gloom of Bull Run tajj discern the coming glory of Petersburg, bat faith iu a just cause lifts men above dtoaater, and shows the sun still shining behind the clouds. Men may play the traitor, but the battle for the right, though baffled oft, is always won.' iWe shall waste no words in vain regretsf nono in uttering the feelings which ruph to th? lips ol every honest and loyal man when be thinks of those whose act lias brought upon the country this shame add peril. There is no danger that tbe people will ever beguilty of trusting them again. The States whioh they have betrayed will take care of them. Neither shall we waste words in lamenting a Kep^blipan defeat. The party is noi worth saving if it has not virtue and patriotism enough to save itself, and to "pluck from the nettle danger the flower safety." Wo gtiove only because the honor of the Repablic has been stained by its failure to discard a President who has disgraced it, and by the conduct of Senators who have cast no honest vote. We grieve because of the peril to which the Republic will now be axpoied, and the delay yet to be endured before it can reach a just and jermauent peace. From this time until November, the nation will bo upon the Hick of suspense, the regeneration of tbe South will be deferred, and tbe peace of tbe land will be at the mercy of a bad man emboldened by impunity. It may oe that years of strife must come before tho cause baffled by bis acquittal shall win its final triumph. But every year lifts the people to a higher education, and tbe delay, however trying and painful, will only make tlw triumph more complete when it comos.
The moral effect of impeachment is not loet. Tho nation has at least tried to rid tielf of a disgrace, and the shame of Mr. Johnson's conduct now pass«s to those by whose votes he is retained in power. Hitherto no party or faction has stooped so low as to accept the responsibility of this man's doings, but he has a party now. Those who keep him in power must answer to the people, alike for what he has done and for what he may yet do. Tne new faction can hardly bo proud of its chieftain. In other days, a president adjudged guilty by thirty-five Senators, and escaping conviction by one vote enly—as a criminal may get clear by buying oce juryman— would have had the decency to resign. But Mr. Johnson, though he retains the ffice, retains none of that respect which gives it value to the honest men. The Republican party has at least tried to rid the country of this disturber of its peace, and, whatever may happen, it is no longer responsible for his misdeeds. All honor to the true men who have done their "dnty in this trial—the faithful servants whom neither ambition nor revenge could seduce, and whose votes neither office nor
rean to tmberod
gold eould buy. In the long come, their names will be rememl with gratitude and honor, and when men blush with shame to bear of the deeds of Mr. Johnson, they will point to the record and show that 141 Representatives and 35, Senators tried to wipe away the stain. Nor is it a small thing to boast that wheh votes were worth millions, only seven were gained' Not even the spite of Feesenden can shake the fidelity of Sherman nor tarnish the name of Wade not even the [ferfldy of Boss can cast dishonor upon the soldiers not even the treachery of Henderson can put to shame tbe loyal men of Missouri. The deed is his Missouri has no part in it. Perhaps, when he thinks of the great State which has trusted and honored him, and of the loyal men who picked him out o& the gutter of Conservatism and tried to make a man of him, he may sometimes realize that nothing can pay him for what heha3 thrown away.
If tbe defeat teaches only one lesson, it will not be in vain. We have had enough of mere foundlings, tossed into office to keep them from starving enough of mere adventurers, whose convictions fluctuate with tbe market rale enoughoi cowardly trimmers and calculating worshipers of expediency, who care for the country only as a farmer values a good milch cow—because it gives sustenance to their families and friendc. The Republican party must henceforth put trust only in men of proved principle, tried fidelity, arid a character that places them above temptation. Choosing such men, at Chicago find in other conventions, aud rising in Courage as the difficulties before it increase, it will not only win, but its victory when won, will mean something.
It may be that the deserters think the Republican party has done its Work, and will now disband If it were so, there would still be in every party men who do not love to be cheated. But tbe acquittal of'Mr. Johnson makes the Republican party more ne^esnary than ever. Nothing but that stands between the nation and a surrender to rebellion. Made bold by this victory, and assured that all the power and vast patronage of the President will now bo unscrupulously used to aid them, the Democrats will spurn all disguise, demand control of the government for the men who tried to destroy it and fight with determination and hop?. The minor questions, which would have become prominent had Mr. Johnson's removal given assurance of a speedy settlement ot the whole question of reconstruction, will sink out of sight when the loyal people realize that we have before us a hard fight to savo the country from the rule of traitors. Il is no small gain that tho Republican party is henceforth emancipated from the emasculating influence of false or cowardly leaders, and goes into tbe fight with only tried men at the guns.
The complete regeneration which Mr. Johnson's removal might have effected must yet be achieved, and it will be, though some men no longer bear a part in the labor or a share in the laurels. Tbe very blow which they have aimed at the life of the Republican party gives it new vigor, for it makes that party more necessary than ever to tho republic. Do they fancy that any combination can defeat party which »o links itself to the very existence of the nation that its defeat is national peril, and its victory the only hope of national welfare and safety? Nerved by danger, the party closes its ranks and moves forward. It cannot falter. Its standards will not be lowered though Messrs. Henderson and Trumbull are no longer honored l.y bearing them Its- victory will not bo the less sure or sweet, though they may appear in tbe triumphal procession as captives and not as conquerors. The honor, the peace, the very life of tho nation, are now in its care. With it go the prayers of every loyal man at tho South and of every pat riot at the North, with it the anxious thoughts and longing hopes of every man in any land who loves free institutions aud has faith in self government. True to itself, it cannot fail.—Missouri Democrat.
WAITING FOR THE MAY.
This fine poem of tho Irish poet Clar ence Morgan, properly fits this season of 1868:
Ah my hoart is weary waiting, Wailing for the May— Wailing for the pleasant rambles
Where the fragrant hawthorn brambles, With the woodbine alternating, Silent the dewy way. Ah my heart is weary waiting,
Waiting for the It ay.
Ah my heart ia sick with longing, Longing for the May— Longing to escape from study,
To the fair young face and ruddy, And tho thousand charms belonging To the summer's day. Ah I my heart is sick with longing.
Longing for the May. i.
Ah my heart ie sore with sighing, Sighing for the May— Sighing for their sure returning
When tho summer beams are burningHopes nnd flowers that dead or dying, AH tbe winter lay. Ah my heart is sore with sigbing,
Sighing for the Hay.
Ah 1 my heart is pained with throbbing, Throbbing for the May— Throbbing for the sea-sido billows,
Or the water-wooing willows, Where ia laughing or in sobbing Ollde tbe streams away I Ah my heart Is pained with throbbing,
Throbbingfor tho Maj
Waiting, sad, dejected, weary, Waiting for the May. Spring goes by with wasted warnings-
Moonlit evenings, sunbright mornings— Summer come,, yet dark an-! dreary, Life still ebbs away— Man is ever weary, weary.
Waiting for the May.
