The old case of the borrowed pot furnishes the only apt illustration of these oontradictery defense'. Mr. Stanbebt says the President h»« been impeached in fact, not for a violation of the Tenure-of-Office law, but for an unaccomplished attempt to violate It, wherefore he should •scape all punishment. The favorite saying that this case lumishes all sorts of precedent! to mystify the future may be amplified by observing that it also furnishes all sorts of defenses, and if it should happen that the culprit should be acquitted, historians would be sorely puzeled ia an attempt to guess which one of the ext traordinary defense »olemnly pat forth by his counsel was relied upon as the oonvinclng one which established his innocence.

It has been truly said that one of the worst blots upon the record of Andrew Johnson's Administration is that ruade by the stupendous frauds upon the revenue by the distillers and rectifiers of whisky, and the manufacturers of tobacco. Theie frauds, committed with his full knowledge and implicit consent, should be taken into consideration by the Court of Impeachment, for they constitute a part of the record against him. The popular verdict would fully indorse the judgment ol the Senate. Hi!1 pandering to vice and criminality of various kinds, and his attempt to corrupt and puborn other officers of the Government, are charges of which he stands convicted before the high court of popular opinion.

Mr. Morrill then modiHed bis motion to read as follows, which was agreed tc"Ordered, that when the Senate adjourn to-day, it adjourn till Monday at 12 o'clock M., for tie purpose of deliberating on the rules of the Senate, sitting on the trial of impeachment, and that on Tuesday next, following, at 12 o'clock M., the Senate shall proceed to vote, without dobate on the geveral Article1? of Impeachment, and each Senator shall be permitted to file, within two days after the vote is taken, his written opinion, to be printed with the proceedings."

It is confidently expected that a decU sion on Andrew Johnson's case will be reached by toe 12th inst—somo even think by Monday, the 11th inst. What ever'hopes are entertained by Mr. Johnson's political supporters, it is certain that hi* family,takingtheir cue from him,doubtless, have long since abandoned all hopes of his acquittal, and have had their personal property packed up and ready to be carried off at an hour's notice.

Nothing has more conduced to bring Andrew Johnson Into contempt among men of honor of all political Bhades of opinion, than his vulgar, shallow &uompt to make it appear to the U. S. Senate that Managers Butler and Logan colluded with Jerry Black, after Vie impeach ment proceedings had been commenced,

an endeavor to coerce or scare him (John1 son) into pursuing a certain course of action in relation to the guano island of Alta Tela. The facts of the case are limply these: Mr. Black thought the island of right belonged to a company of Americans, his clients, and that they were wrongfully dispossessed of it by a foreign power. Many other eminent lawyers think as Mr. Black does on this subject. Andrew Johnson professed to think so, too but hesitated to act in the matter. At this stage of the proceedings Mr. Black or one of his associates called, at the suggestion of Andrew Johnson, on Messrs. Butler and Logan, for their respective profefsional opinions on the matter in dispute. These it seems corresponded with that of Mr. Black. All this before

ton and the impeachment of Andrew Johnson. It was not till after

the pro­

ceedings against the President had been commenced, and Messrs. Butler and Logan had lorgotten their slight profession al connection with the Alta Vela sase Which I have alluded to, that Mr. Black and the President came to words upon the subject which resulted in the breaking up of their personal and professional rela tions. It is simply absurd to connect Messrs Butler and Logan wlt^h any at tempt te bribe or overawe Andrew John ion in this guano business.

In view of the change of administra tfon now imminent, a responsibility of no ordinary magnitude attaches to those about to assume the reins of power. If the interests of the party and the country are to be conserved, the imperative demand is for nothing less than a thorough and complete purging from office of the copperhead influence which has wormed Itself in during Johnson's adioinistriitinn, with hi^ knowledge and connivance. It will be useless for us to attempt to win a victory if wo officer our troops from the ranks of the enemy. Tho accession sentiment here, as well a* in many other parts of the country, is just at bitter and relentless a* in 00, previous to the breaking out.of the war and this has beer* fostered and nourished by the "policy" of the outgoing President, in appointing to places of power all over the country, and especially in the Department? here, men of known disloyal sentiments. The su* pinene." of the Republican party in permitting this high-handed course, is, and has been its standing reproach for a little backbone in the Senate would have, doubtless, saved us from many an appointment "not fit to be made." Anticipating the change which will undoubted lytake place within a week, persistent and active efforts have been made by copperheads to secure appointments here,and a great number have been quietly crowds ed into positions in the hope of thereby gaining a 3tatu3 looking towards permanent possession. If the new administration doe* not make a clean sweep of these enemies of the country, the impeachment of Andrew Johnson will not only have be*n a failure, but the defeat and disgrace of the Republican party will be assured.

The successful results of the recent elections in the States of North «ad

South Carolina, Georgia and Louisiana, have b«en the cause of warm congratula? tions hero among the Republicans in Congress. Few porsons can realize the amount of hard work, personal suffering, and heroic courage which have been required and expended in this great reconstruction struggle. Apart from the labor done and sacrifices made by the Southern Unionists themselve?, the loyal people have great reason to congratulate themselves on the existence here of most valuable party machinery which has been devoted aiding the Southern loyalist*. I refer to the "Union Republican Congressional Committee" which, composed of about thirty loading Senators and representative-, has had, through its Executive Committee, charge of this great work. Tha three hardest working men in the House—General Scbenck, Judge Kelly arid Mr.Broomall of Pennsylvania—are onth.'s sub-commit-tee. The organization was first affected by a Republican Congressional caucu3, in March 1866. During that year its attention was chii-fiy devoted to the Northern State?, and to securing the control of the 40th Congress to the Republican party.— It distributed about three-quarters of a million documents, and, at the samn time, began its preparation for the arduous duties soon imposed upon it by Reconstruction. Thousands of names of loyal mpn, and others who might be leached in the South, were entered in buoks kept for that purpose The names of bureau officers, friendly army officers, male and female teachers, prominent loyalist?, illitor?, &c., were all recorded, so that packages of radical documents might be sent to them for distribution.

When the reconstruction acts were passed in March'67, the committee went to work and has kept hard at it ever since. It is not too much to say that the roscue of the Stale Governmi-nts of the South from rebel control and placing them in the safe keeping of loyal inen,iadue mainly to the untiring energy of this committee, which thoroughly organized and systematized operations. When the work began there w^re fifteen poor papers in the South sustaining Congress and loyal action. There whs no Republican party machinery in existence. How much aid the whites there would give was uncertain, and the manner in which the freedmea would act, was a problem, the successful solution of which was beiieved In by but few.

What hae been accomplished is seen how

it was accomplished is known only to those who have done the work. It cannot bo told in a few brief sentences. But perhaps a summary of some of the leading facts may help one to realizo i-*. The first thing was to effect local organization. This waB the great work of last summer About two hundred active white aud colored meu were sent throughout the South. Party Conventions were held Documents were widely circulated. It was found necessary to prepare simple papers especially for that purpose. Of one a dialogue between a Republican and 11 colored mRn—about a half a million have been circulated. The Rev. H. M. Turner, a colored clergyman and State Senator elect in Georgia, was the author Col. R. J. Hinton, Judge Edmond-, Gor Boutwell, Cel. Forney and others prepared papers also. Over a million of these dccumoEts, speeches, &c., have been distributed. From fifteen journals '.lie Southern Republican prefS has grown to about one hundred and twenty, of which one-fifth are dallies. The expenses speakers, &c, were in part defrayed by this Committee until the Conventions, ordered by Congress, assembled. Since then State Party Committees have been aided from here, and have employed their own workers of whom many able men, unknown hitherto, hare been developed. Most of the money by which this has been done was raised in the northIn all it amounts to nothing les3 than $60,000, of which about or.p-fourth has been contributed by members of Congress. Conventions have been elected, have met and done their work in 9 States. In six—Alabama, Arkansas, North and South Carolina, Georgia and Louissiant, the Constitutions have been submltte 1 and ratified. Four States have succeeded. The others will. The Texas Convention meet3 at an early day Virginia is the only doubtful State.
