TBE FIRE DEPARTMENT.

ANSUAL RKFOKT 01' CHIZr' ESOISEKK.

To His Honor the Mayor and Common Council of ihe Ciiy of Terre. Haute

GBNTLEMFK—Tn accordance with your Ordinance, I herewith submit my Annual Report, showing the condition of your Fire Department, embracing expenditures, inventories of property belonging to tbe different Companies, and of tbe Department, a statement of tbe flrle and alarms, an estimate of the loasps and insurance for the year ending May 1st, 1C68, together with such suggestions as 1 deem worthy of your attention.

The expenses' dT the DeffartrfieiTt 'for the past jear, amounts to $11,963 12. Of this amount $8,116 29 is for general expenses $3,652 83 is for salaries and expenses of running the two steamers, A. Lange and Vigo, $121 25 expenses of Union Hook and. Ladder Company, and $72 75 expense of old hand engines, Niagara and Northern Liberty, which you will find under their respective heads, and for ft det«il^4, fjjat^ufnt sep Jjaper marked A

During the last y.*ar there has been ro« ceived $100 00 from the T*ireHaute, Alton & St. Louis Railroad Company, $44 50 from S. S. Keoned\ tk Co., S23 CO fcojjr^ Torre Hauto Gas Light Company, for old hoaej and $165 00 for one horse, sold William Barrick The note given by the town of Effingham, Illinois, amounting to $1,380 00 with intpr^t, for hfand engine, Vigo, will become due December next.

The Fire Department has been called out twenty-one limes to Area and alarms, three of which were outside the corporate limits. The damage done by fire and water amounts to $28,245 00, on which there was insurance ot $21,925 00, leaving a total io«s of $6,320 CO over insurance. This small loss speaks well for the pay Bieaoi Fire Department in comparison with the old voluntter hand system. The ]os.-e* by Are in tre city ior the ypar ending May 1st, 1866, was $101,600 00', insurance ori'samc, $11,650 00, leaving a loss 6v«r msuranca of $89,850 00,

A

and for three ^months up to

the arrival of the Albert Lange,' Augdst 1st. 1866, the losses were $77,250 00 insurance $23,200 00 leaving a loss of $54,050,00 over insurrnce. There are niany reasons why Ihe pay system is preferable to the Did. The mott important of which is, it confittefc the Department to a smaller number, and as they are paid it is their duty^ lo|k jut at(aM t^rues for any cause of danger from flre, and r.jport the same to the Chief Englryjer. During the year pMt.^h'Rfe hnd 23 flues,' Itove pipes, and other causes repaired ur altered in different parts Aif-tbo ciiyj&hioh were daDgerous from flre taking place, which I attribute jp ^yihi^ else, fo tbe eball amount of

x"

In-my lait.aunuaj report I ^eco/ :mended the 'puflc^ase of a |a|ok ^nd^ Ladde| apparatti* to fce drawn by one horse, since which time no action has been taken by yourhonorable body. Ailow me gentlemen to again ask you to supply this Company with an efficient, truck, ladders and toj*e, eo t|at they ckn mn with .the engines. The'members of the Hook and Ladder Company are good and prompt men and have always been faithful to duty, and will continue to serve in the Firo Department if you will supply them with the necessary apparatus, but they cannot, with their dilapidated hand truck, run ir.--connection with your steamers drawn by horses, and I consider a good and efficient Hook ond Ladder Company as important as any other. part cf the Department. Mr. JohnS. Hunt of Richmond, Indiana, is building very excellent Trucks and ladders, and his second class Eize, fully equipped lnr one horse will cost about $850 00 at shop. One horse and harness, say $225 00, making total expense .91,075 00. If you order this new equipment the old' volunteers will still run: with the apparatus, but it will be n'-cossary to pay one. driver and one ftflersman The expense of the two would be about and•ftf^Vh£%orse $80 00 per annum.

The new steamer Vigc No. 2, received in December iast, has proven, so far, in ail ruspt+fs

Tally Whfct she was represented.

The improvements suggested by our. selves, and nt.^T -adopted by Mr. Jeffers, the builder, makes her superior to the Albert Lange. On th9 22nd day of-Apr.il at the fire on Main stieet, tho "Lang^," after taking water, suddenly broke down in soma respect, and the engineer was compelled to. puli the flre outi The only cause we could find after taking her apart, was In the valves, which after replacing two of the old one9 with new, the machine worked all right Mr. Temple and myself did not like these Valves th9 first time we took the pumps apart after tbe engine arrrived, of which we advised Mr. Jeffers, and he is now using a different style valve, and has put tberu in the "Vigo." I would recommend ordering two sett of tl^is improved valve, one to roplace,tho3e now lei the "Lange," and 'be others to keep in case any may bacome defective- so that they car. be immediately replaced.

Wo have two haad-engines—"jvii6gara and "Northern- Liberty"—that are now stored in the old Hook and Ladder shed.

succeeded. They might be eoid by sending some person to the different places whore thoy are in want of fire engines.—

The roo& ot ^e Central aad Northern Engine Ha^es, apLNcrUiern stable are leaking very bad, and ehoull Ve re-shin-gled or repaired immediAteiy, if it is not done the property "will s-.^n1 be damaged.

I would not advise expending any morel

buildera, assures me they will make them all right immediately. There is one other cistern (corner of Third and Wabash

streets) which is of but very little U*,j

as it will only hold about 100 barrels of! water. 1 think you should build more

large cisterns this year, and I «'-k y°11

In consequence of purchasing new steamer, hose, horses, barnesfi, building

cisterns, fitting up Northern House, &c„ I

&c„ the expenses may appear large to.

20 minutes to get an alarm.. In tho recapitulation of expenses I make division between the two Steam Engine Companies, in consequencii of a long time thf-re wer*1 more than the requisne nutubf-.r of hor.«e? kept at the Central Housi, expense* in fljeurra for new Steamer, changing grain and coal from h»u.so to house, &o. The horse* for new Steamer wore purchased September 1st, 1867, with the expectation of the Vigo arriving Fometime during that month, but in consequence cf delay the Northern Company did not go into active service until February 19, 1868

A continuation of your liberality to the financial wants of this Department is earnestly dosired. It may b« necessary to increase the salaries in some oi the positions, in order to keep and fill tho roll with competent men educated by practical experience. With a good supply of water, approved apparatus and hose, yon will soon build up a Fire Department that you and the citizens will be proud of

I thank ynu, gentlemen, for tbe courtesy shown me during the past yoar also, the members of the Fire Department 8nd the City Marshal and Assistants, the Police force arid citizens generally, for facilities tendered me in the discbarge of ray duties. JOHN D. BELL,

Chief of Fire Department.

What does the wtaUier tu«au't It laughs la doubt, Tbe sue comes out, With drizzling mists b.'tnreer.

It is very dangerous to be near a tree or lofty building also near a river or running water, ecause any tali object will frequently discharge a lightning cloud, and if any one wore near by at the time tho lightning might glance off and pass through tho human body.

The most dangerous parts of a dwelling duriog a thunder storm are the fire-plnce, especially if the flr.-be lighted, tbe ailie, and the cellar. It is also imprudent to sit close by the wali*. to ring the bell, or to bar the shutters during a thunder storm.

Fire-places are dangerous, because heat, air, and soot, especially whon connected with a stove or grate, ar* conductors. Attici and cellars are dangerous, because the electric fluid, as we'have already told you, fometimes pas?es from the-clouds to the earth, and sometimes from the earth-to tbe clouds, that in the middle story must bo tie safest place. It is dangerous to lean against a wall, because the lightning, in parsing down the wall, would leave it, and go into the body, which is a better conductor. it is dangerous to be in a crowJt, be. cause a mass of people forms a better conductor than oo«3 person, and because the vapor arising from the crowd increases the oonducting power of tho electricity about twenty feet from a tall tree, buildipg, or a streaic t'f water, is the safest place

A person ic a carriage during a storm should not iean against the side of tho carriage, but sit up, for tbe same reason the*, ws have given why a person should not lean against a wall

A mattress, bed, or hkartb-jug furnishes good security against iightnlng. If in tho open air at the time, the best thing person can do is to stafid about twenty .r thirty feet from sr.y tail object and. ge? wet to the skin, because wet clothes iorni a bettor conductor than the fluids of tbe body, and tbe lightning, therefore. would more readily pass dywn the wet garments.
