Lost.
Among the tolegraphic news lost the storm of Friday night was a digest STANBKP.Y'B speech As our readers have already been Eurfeited with impeachment speeches on both side?, and as it is impossible to present anything new on either side,we omit the publication of
STANBERF'B
effort, preferring to devote our available space to fresher and more interesting matter.
Worthy of Imitation.'
In several counties of this State appropriate monuments have been erected to the memory of the soldiers who fell in the war for the Union. In other counties steps are being taken for the consummation of this noble work. Our neighboring State, Ohio, has als made good progress in the same direction. We notice, as the latest movement of the kind, that a contract for the erection of a soldiers' pionument at Chillicothe has bees made. It will bo twenty-three feet in bight, and cost $10,000. The first base will be of Dayton and Greenfield limestona the pedestal proper of Italian marble and erected above this, a statue of a soldier in the act of planting the United Slates flag, to be of bronze metal. The perpendicular hight of both statue and flag is to be elev en foct four inches,
That "Great Victory."
The official count of the Connecticut election returns has, at last, come to hand, and shows that the Senate will stand twolve Republicans to nine Democrats, and the Assembly one hundred and iwenty-nine Republicans to one hun dred and nine Democrats. And this is "a. groat Democratic victory!" The only pr-im on the contest which created any interest was the United States Seuatorslup. This the Democracy
held,
and this the Republicans
yuin
majority of twenty-three on a joint ballot of the two Houses. What a happy tempered party these modern Democrats are, to be sure, when they can see "victo* ry'' in continual defeat and loss! If they should happen to gain a genuine victory —from which occurrence "GoodjLord, deliver us-'—hn\v would they find means to express their feelings? The lexicographical and ornithological resources of all the book stores and poultry yards in the countrr would not suffice.
Gen. Washburn.
In speaking of the nomination of Hon GEO. W. JULIAN for Congress by the Republicans of the Fourth District, the
Journal
says "JULIAN is the first impeach-
er indorsod by the Indiana radicals" and asks "Why will not the 6th district radicals show similar gratitude toward Gen WASHBURN?"
It is our opinion that the Democracy of this District will have quite enough to do in settling their internal troubles relative to the congressional nomination, and that they will have little time to devote to •'fixing up" a Republican ticket. But we are unwilling that the charge of ingratitude towards Gen. WASHBURN, by whom soover mRde, should pass unnoticed, for the simple but ample reason that such charge is entirely baseless. The public services of Gen. WASHBURN, both in and out of Congress, have beon duly appreciated by his Republican constituents. He reciovcd the best possible endorsement in the shape of triumphant re-election in MS. Ho has beon kept in Congress until he positively an 1 peremptorily declines further service in that position and appeals to his political frinds to permit him to retire. That he may be induced to serve his country in another capacity under the administration of President U. S. GRANT is the wish of the Republicans of the Oth District, for the Union party does not wish and cannot atford to dispense with the services of those who have tho double claim upou its gratitude acquired by gallantry on the battle-fields of the Democratic rebellion and equally meritorious conduct in the halls of legislation.
Urmocratio "Honesty" Again. The Journal
say of that other Secretary or Clerk of a Senate that distinguished Democratic official, who, when filling the position of Clerk of the Indiana Senate, went into the wholesale stationery trade, carrying it home by the armful and piling it away under hie bed We reminded the

thieves.
But what has our virtuous neighbor to

of this "little story" the other day, but it seems strangely reticent in relation thereto, having no other reply than to accuse an officer of stealing, because he has nearly rained himself, pecuniarily, to make up a defalcation of another man.— When the

trifle we will call its attention to a dozen or so of more recent Democratic defalcations ia this State, whereby the treasuries of that number of counties have been robbed. We haven't heard ot a single one of the. list who has "disgorged the plunder." .... ...

0ur cotemporary can find ample occupation for all available time in attempting to defend the thieves of its own party who have deliberately stolen State and County funds. And when this labor of love has been carried to its utmost extent, the fact will still stand out in a bold relief, its force unimpaired and invulnerable, that no other people were ever so shamefully robbed and plundered as have been the people of Indiana by Democratic guardians of public funds tbat not only have tbe men and women of our State been made the victims of these worse than highwaymen, but that they have deliberately stolen tbe children's school money and employed it in bolstering up the fail, ing fortunes of the Democratic rebellion, thus preserving "the eternal fitness of things" by supporting Democratic treason with Democratic robbery and theft.
The Defensive Works Carried. The moat obtrusive point in all the speeches made in behalf of the President before the Court of Impeachment, is that his predecessors had exercised the power of removal of Cabinet officers and others at various times since the establishment of the Government. This is the most carefully elaborated of all the positions assumed, but it does not, indeed, require the timft that hag'been spent upon it. The reply to all this eloquence and learning is, that Congress, having a right to say that an officer appointed by the advice and consent of the Senato, should not be removed without such advice and consent, and had not permitted such an act to be done in the case of Secretary STANTON.
Until the Tenure-of-Oflice law was passed, no objection was made to the removal of officers by the President. Congress had not exercised a power which writ guaranteed
by
by a
the Constitution.—
That is all that need be said upon the subject. But now, such power having been asserted by the passage of a proper law, there is no relevancy in quoting what had or had not been done before the statute was enacted. This was well shown by Mr. STEVENS in his brief argument. Mr. OBOI9BBCK had adopted tbe plea that the President had a constitution* al right to remove the Secretary of War, not because he was not appointed by a President, nor because he was sot confirmed by the Senate—the contrary being the case in both instances—but because the Secretary, being, an adviser of the President, it was assumed that he became thereby absolved from the usual liabilities! attached to other officers. It was argued that, although the Secretary might not be appointed without the advice and consent of the Senate, he might be removed from office simply upon the will of the] '-President. The counsel have not! succeeded in making it apparent that there is any reason for the distinction. Tne Tenure—of-Office act says that its provisions shall apply to
person holding civil office who has been appointed by and with the advice and consent of the Senate, unless otherwise provided for. The President relies upon a quibble, by which it is asserted that in asmuch as he did not appoint Mr.
STAN
TON, he can remove him. But Mr. STE YKNS has shown that the Secretary was appointed for the
term of
the President
(LINCOLN) meaning fpur years, and that Mr. JOHNSON went into offico as Vice President during the same
term,
and that
when he assumed the Presidency he did not commence a new term, but only un dertook to finish out that of the President, his right to do which depended upon bis being elected as Vice President a 3
A Vice President, in fact, only under takes to carry on the business left undone by his predecessor, and does not com mence entirely new as if he were a Presi dent fleeted by the poople for a term of four ^ears. There does not seem to be a prtense for the defense of the President in any thing set up in his behalf. Concerning the plain infraction of the Ten ure-of-Office law there is no doubt but that be has broken it.— His favorite excuse seems to be that he wanted to test tbe constitutionality of the law. Thia is a miserable subterfuge. The right of an officer of the law to violate, a law whenever he chooses, because he supposes, Or is ready to allege that he supposes, that it may be unconstitutional cannot be conceded It would be a fatal example to the people, obliged sod commanded to obey tbe law, if they could be encouraged to violate it by the example of the officer whose duty it is to put it in execution.
