The Special Election To-Day. Had all the Republican voters of the Third Ward faithfully performed their duty, Mr. S. E. GIBUS, a sound Republican and a true man, would have been elected, on the first trial, by a good majority, to a seat in our City Council. His eminent fitness to represent his Ward in the legislative department of our city government has never been called in question and stands acknowledged by his fellow-citizens of both political parties. Interesting Bemlniscenses.
The reference in Mr. UOUTWELL'8 speech to CAKPENTER'S picture of signing this "Emancipation Proclamation," and the figures therein, has attracted some attention, particularly, as the speaker alluded to the various portraits which it contains without naming the persons alluded to, with the exception of President

WKI-LES, SMITH, BI.AIR and BATES.— Tho two figures of "statesmen and patriots on the right of the President, who "during all the trials and vicissitudes of these eventful yoars have remained steadfast to liberty, to justice and to the principles of constitutional government, whoso names, Mr. BOUTWKLL says, he "will not venture to pronounce in this presence/' nre those of STANTON and CHASK. Of the live persons represented on the left of the President, Mr. BOUTWELL says one is no longer living—"be died before the evil days came.1' He refors to CAI.EU B. SMITH, of this State, Secretary of the Interior, who resigned In January, 1803. Of tho other four, he says "throo have been active in counsel ing and supporting the President in his attempt to subvert the Government they are already ruined men." This reference is to SKWAUI), WELLES and BLAIR—the latter not in tho Cabinet now, but an active supporter of "my policy.'1 The fourth figure is that of Mr. BATES, Missouri, who was Attorney General un der Mr.

in this country since January 1, 1863 that there are very few who can clearly1 remember oven the changes in the most
prominent offices.
The Bankrupt Law.
The United States Bankrupt law has boen in operation nenrly a year, and, as it was supposed to have been called for by general distress prevailing through' out the country, it was expected that the number of voluntary applicants for the benefit of its provisions would be very large, But in this there has been a sur prising disappointment. Compared with the extent of the country, and the sup
posed number of unfortunate persons who might apply for tho benefits of the law, the applicants havo boen but few. Whether this is to be nscribed to apathy, misunderstanding, or hope that creditors will at all time? hereafter be lenient to dobtors, every ono who thinks over the matter is privileged to judge for himself. It is ovident that not near so many persons havo applied for tho benefit of this act as might have done so in view of their misfortunes. Whatever may be the reason for the delay, or disinclination, Congress seems disposed—if we may judge by tho action of tlio House—to extend a little longer to the whole class of bankrupts some of the advantages of the law which are to be of limited application. The "fifty por cent, clause" in the original act,'declares that after one year from the passage of the law no bankrupt shall be allowed a final discharge whose estate will not yiold filty per ceot. upon his debts, unless a majority in number and value of his creditors shall agree thereto. This provision is intended to make business men more careful. to restrain tho disposition to get deaper and deeper into debt, which many who aro unfortunate seem to have, and to forco thorn into bankruptcy before thoy have lost everything and contracted debts which thoy know when they incurred them they would never bo able to pay. Wo suppose that it is in consideration of the small number of applicants that tho proposition that tho time of taking effect of tho fifty per cent, clause should be extended, was made by Mr. JENOKS. He would havo bad its operation postponed until July 1st, 1869, but an amendment that the privilege of release from this stipulation should exist until January 1st, 1SG9, was passed instead. The Senato will no doubt concur, and with the beginning of next year the bankrupt law—full time and notice having been given—will begin ta really manifest the advantages which must result from its influence upon businesoj which will be very considerable, according to every intelligent expectation among business men.
In commenting on this little affair the Cincinnati Chronicle says: A. JOHNSON has been guilty of very great meanness, but this abuse of his most willing servant is the most disgustingly mean of all h:s
infamous acts.

To the Union Men or the Third Ward.
Will the Bepublicans of the Third Ward turn out to-day and elect GIBBS to tho Qity Council Or will they stay away from the polls and let the olection go by default Is the record of the "Democratic" party forgotten? Are its countless crimes forgiven Shall we permit the organized enemies of free government to win a victory on the skirmish line? Shall we permit the party that gave birth to the order of the K. G. C. to defeat the party that never sheltered a traitor? Shall we sit down in idleness and let the party that nourished the Sons of Liberty—who organized rebellion and assassination hero in our midst—defeat us in the evolutions preliminary to our field engagement Shall we accept Jefeat at the hands of a party whose last fruit is the organization of midnight assassins known as the Ku-Klux Klan? Are Vie fires of patriotism that burned so brightly on our altars in '64 and '66 forever extin guished Have Union men forgotten who were their friends when the Democratic rebellion had it# hellish grasp upon the nation's throat? Have they forgotten who mocked their grief at Union defeats who sneaked away to their homes to moan and groan over Union victories? Can Union men remember these things and permit their authors to win a victory that will inspire them with fresh courage for future struggles? The Union voter of the Third Ward who will voluntarily absent himself from the polls to day must have forgotten that there ever was a war and must have forgiven the blackest catalogue of political crimes that ever disgraced the annals of a civilized people.
A Chivalrous Arrangment. The Charleston News relates that a citizen of South Carolina wrote to General £COTT, Governor elect of the Palmetto State that he had hired a man to work ten months for forty dollars, in greanbacks, "he to do all kities of work required of him on a farm io work from simrise till dusk I to pay fifty cents for tho first day, and onedollar per day thereafter, lost by absence without leave and twentyfive cents for lost days by sickness, I to furnish him with tivo-and-a half pounds of bacon and one peck of meal per week." The writer complains that the freedman did not keep his contract, but, without provocation, ran away and wishes to know "if there is any recourso to law in any Court of tho United States for daaiages, or to bring the man back to a proper sense of honor and justice."
Gen. SCOTT replied that he sympathized With him in his trouble that four dollars per month, with two and a half pounds of bacon and one peck of meal per week, and only one dollar per day deducted for absence without leave, and twenty-five cents per day for lost days on account of sickness, is surely all any able* bodied man should ask as compensation for doing "all kinds of, work required on a farm from sunrise -until dusk "that he regretted he was unable to arrest the man and return him to service, as it was evident he was deficient in gratitude, but the statement of the citizen that he was always a "freedman," would account for
the negroe's appreciation of bis generous intentions, and concluded as foliows: "It will be unnecessary for you to forward me any certificate as to your own character and integrity, your recent com munication being all the evidence I shall require as to those particulars.
I am unable to say whother you will be able to "recover any damages" froin the man who has hired him (JERRY SCOTT) or whether you "will be able to bring him to a sense of honor and justice.'' If I know as much about him as I do of you, I might venture an opinion on the. last points

Saota Anna, once reputed enormously rich, is now bankrupt. In a suit recently brought by him in Havana, he avowpd his inability to give, security for his part of the costs.
Prot. James C. Watson, the young but already celebrated astronomer of Michigan University, has published, through
Lippinrott, Of Pbiladelpbia, nhd Trumbner of Loudon, a large and costly treaiise on astronomy.
Rev. Charles Bringham, tho eminent Uniterian clergyman of Ann Arbor, is now taking a brief leave of absence from his congregation fw lhs purpose of delivering two courses of lectures at tho theological school of Meadville, Pa.
Robert B. Hall, of Plymouth, Mass., died last week, of apoplexy. He was one of "the twelve" who formed the first antislavery society, under the auspices of Garritwn, on the first of January, 1832,— After that he entered the ministry and repudiated abolitionism. Ho subsequently left the ministry and became a politician, and during the "Know Nothing'' excitement was elected to Congress, where he served two terms. His next public appearance was in the "Johnson Arm-in Arm Convention," at Philadelphia, in 1866. Prof. Alexander Winchell, who for many years has filled with great distinction the chair of Geology, Zoology and Botany, at Michigan University, has in preparation a scientific work of a popular character, entitled "Sketches of Creation." It will be published in New York some time duriug the coming year.

Feeling that though he has been greatly misrepresented and slandered, his course has not been creditable to himself or just to his State, he does not dwell upon many corrections and facts which might fairly *be urged in extenuation, but plainly admits his error, speaks with evident feeling of his failure to satisfy the constituents who have so fully trusted him, and promises"to reform. It is sad to see a man of such brilliant gifts and generom naturo dragged down by such a feeling —sad to see a career which might be so useful and honorable tarnished by such a weakness. The Senator does not say, as he might with truth that with all his faults he hes served his State and his country more faithfully and truly than many others who havo not his failing— that his intoxication is not worse than ths corruption of some, the treachory of others, and the chronic moral weakness which makes some Republican Senators a constant cause of anxiety to their friendsRecognizing as frankly as ho confesses it the gravity of his fault, and romembering also how much he has done to deserve honor, every truo son of Illinois will hope that her Senator will not fail to achieve the self-mastery which ho promises, and will not suffer a career 60 bright and so full of hope to be cut short by intoxica tion. vi H.
Bosa Bonheur.
A Paris correspondent furnishes tho Star with some pleasant gossip concerning Rosa Bonheur. "She has," he says, "been named Acadaemicienne by the Antwerp Institute. Honors richly deserved are rapidly crowning the groat artist's career. In 1865, the Empress drove from Fontainebleau to present her in por son, with the star of Legion 'dHonneur. Mile Bonhour's country place is rather an extensive farm than the ordinary residence of a lady of her position. Every variety of cow, sheep, ox, goat and horse are to be seen, not only on thn surround ing lawn, but crowding around tLeir proprietor, who is attired in cloth blouse in winter and rude garments appara nt-ly, harrowed from her brotter (the Auguste whose painting wo all admired at the Exhibition), a stick in band and hat stuck any way on a small but remarkable wellshaped bead, coiffe a la Titus, or, in less technical terms, the hair cut like a man's. The animals know her and follow her about. She abaolutelj' refuses to reseive ordinary visitor? but having purchased somo cows of the Nivernais breed from a farmer, Md'llo Bonheur admitted him to her studio. She had just completed an order for England, Iho subject of which was alarm yard in the Nivenais. Tho peasant exclaimed, on seeing it: Why you Lave painted my animals know them all but why did you not put me in instead ot'that man and that woman and children are not mine.' Needless to romark, the great artist "had never been at his farm, but she had painted the bleed so accurately that the farmer be lieved tho picture to have been taken from life, thus unconsciously paying her the highest possible compliment. The lollowing anecdote has heen related to me. A friend of hers had a little girl of extraordinary beauty, to whom Md'lle Bonheur was much attnet ed. The child, however, acquired a hal.it, in which sho persisted, of making a series of disfiguring grimaces, constantly putting her fingers into her mouth, puffing out her cheeks, and even bringing her tongue into play in the service of her peculiar lino of disobedienco. Naturally overj means of cure was tiifed, but in vain. The child only grimace tho more. Md'lle Bonheur unknown to her, sketched each separate contortion,adding a comic expression to the features, but perfectly preserving the likeness. The sketches were bound in en album, and presented without any obser vation to the young delinquent, who turned over tho sketches in silence, and was never seen to grimace again."
