Democratic Economy.

The Columbus Journal calls attention to the enormous array of items of local and municipal taxation authorized by that interesting and patriotic body, the Ohio Legislature.

It boasts vehemently of its economical nine-months appropriation bill for State expenditure. The benevolent institutions have been provided for on a scale of the most careful parsimony. All this for effect. To influence the elections. Toshow the dear people what a sweet boon it is to havo a Democratic Legislature. But local expenditures do not appear on the exhibits of the State finances. No buncombe to bo made there. And the most lavish and wasteful expenditures li.ivo been authorized.

The Question.

An exchange thus happily and forcibly states the fundamental question at issue in the Impeachment trial: "la ours a government of law, or government of personal will

Johnson has proceeded on a theory of prerogative which finds no warrant in the Federal Constitution, nor in the republican theory of government. He is a ruler after that Tudor or Stuart pattern which tho Anglo-Saxon mind has outgrown.— He has fancied himself cunning enough to achieve his end by strategy, and therein has miserably failed. In spite of his desporate devico,

Stanton

is still in the

War Office, and he is a culprit at the bar of tho Senate. Ho will leave that bar a branded attestation that this is a Republic wherein tho laws are supreme and the Chief Magistrate is but their honored first servant while he obeys and their victim when lie attempts to subvert them.

An Appeal.

The American Colonization Society is making au earnost appeal for money te colonize in Siberia moro than tWJ thousand frecdmcn who want to go there. Four thousand freedmon have petitioned Congress to send them to Liberia, or to give tho Colonization Society the means to send thom. Some of their petitions have boon published, and also some letters from them, from all of which we judge they aro persons of some intelligence, good character, and oarnest in their desiro to emigrate. They are poor and unable to pay their expenses. Many of them have friends in Liberia. They are all needed there—and, as they want to go there, it seems desirablo that they should be assisted. The Society's ship is expected to sail in May and can carry six hundred and fifty of them. Donations should therefore bo made at once, and sent in sums, large and small, to "Rev. W.

McLain,

D. D.,

financial Secretary Amorican Colonization Sociotv, Washington, D. C.

Another Victim.

The special correspondent of the Philadelphia Inquirer at Fejnandina, Florida, gives an account of tho murder, near that city, of another Union man by the Kuk-Klux-Klan Thugs. Their victim was connected with the Unitod States service and conseqently c.amn under the ban of the ruffians and assassins now creating a reign of terror throughout the South.— Theso specimons of Southern chivalry have taken thoir cuo from Wilkes Booth, and ovidently consider assassina' tion nn honorable employment. It may accord with thoir ideas of honor, but the civilized world will look upon it with horror and detestation. That there is a necessity for military rule, and military court-martial, and thoir summary process of dealing with outrages like those which are i«il3- being popetrated upon unoffend iug, but loyal people, in the rebellious portions of the i?oulh. becomes moro ap parent every day. Nothing but the iron hand of military power seems able to subdue theso malcontonts and assassins. Let it bo put in fojeo.

The Secretary of the Senate-

The Germantown Telegraph says tho Hon. JohnW.

Fornet

"who raised him

self from the humble, though honorable position of a printer's apprentice to the high estate ho now occupies, is made the target for every unfledged politician.'' Especially, it may bo added, is this the case among his editorial cotomporaries, who, unable to imitate his career, aim at charging him with acts which they distinctly know to be foul and false. VSre were sorry to notice that in the Senate the other day, even Mr.

Cameron

that must surprise and pain his friends. Tho old charge against Mr. F. that, as disbursing officer of the Senate, he was a defaulter for some forty thousand dollars, was long ago sifted and proved to have been the act of his disbursing clerk. It was further proved that the entire defalcation was promptly mado up by Mr. Forney, and that tho Government has not lost one cent by it. But this noble action of the Secretary of the Senate was not recognized by his enemies as possessing any merit. On the contrary it was regarded as justifying bitter assaults upon him. In this agreeable proceeding Messrs

and Cameron struck

The Chicago Times says in a review of Mr. Boutwell's speech: "The people will not be satisBed with the conviction of Mr. Johnson on technical grounds. They want proof of his 'evil purposes.

This is true, and the denyind is a sensible one. It ia for this reason that the President's reconstruction record has been brought into court- The ejection of Stanton was the occasion quite as much as the cause of impeachment. That the career of the bad man of the White House fully justifies his removal is most convinc ingly shown by the evidence and the unanswerable arguments of the Manage

ern.

Why Johnson Is Tried.

The assertion of the "Democracy'' that Johnson is being tried because he wanted to test the constitutionality of a law is false. He is on trial, as has been happily expressed, "because he has resisted the law making and popular branch of the government for years, by every qubbile, by every abuse of his official power, by shameful demagogueism, by open couragement to disaffected and rebellious men, and at last by deliberate and willful defiance of law." He is .n trial because being a reckless and desperate man, he has attempted to grasp powers which could not safely be given to the wisest and most faithful individual, and when the people through Congress attempted to restrain him from such usurpation, boldly violated the laws intended for that purpose. He is on trial becauso he has proved himself a d'Bgraceful, usurping, and dangerous President. His removal, by peaceful and constitutional means, will be the grandest demonstration yet given of the power of our government to correct those errors and weaknesses to whioh all popular governments are liable.

South Carolina.

The returns from South Carolina fully justify the belief that the now Constitu tion proposed in that State has been adopted, that officers have been electeJ, and that the Government will be in the hands of tho Republicans. This, then, is tbo finale of the bold effort which was brought to tho crucial test by tho attack upon Fort Sumter. Seven years, it is said generally make a change of some sort in human affairs, and in Lhat time South Carolina, from being the most fiorce and aggressive advocate of the creation an empire founded on slavery, has become meekly submissive to an authority which recognizes in the race long opprossed and for the permanent debasement of wbicb, the Rebellion was planned, the attributes of manhood. South Carolina plunged tho country into a war to carry out tho doctrine "there are master raccs born to govern, and there are servile races born to be governed and lo, in tho turn of the wheel of time, tho despised class becomes invested with the privileges of citizenship, and the destinies of South Carolina are to-day in their hands. Thus doth oven-handed justice commend the ingredients of the poisoned chalice to their own lips. The bloody struggle, commenced with loud cheers and crazy rejoicing, has run its course of sin, shame and suffering. The men who incited the mad act have been swept away by the surging tide others have been put far back into disgrace and disfranchisement. The future of South Carolina is in the hands of the black man. He, whom to oppress beyond all hope of future relief the magnates of South Carolina commenced a cruel war, is champiooed into freedom, and becomes an instrument of Justice in the hands of Providence. The leaders in the great Southern oppression are compelled to be obedient to the principles which she endeavored to dostroy forever. This is one of the facts connected with the history of the last seven years, which the impartial student will not fail to marke, and to appreciate.

Conclusion of Manager Logan's Argument in the Court of Impeachment.

Here, Senators, we rest our case here we leave the great criminal of the age. In your hands, as wisely provided by the charactor of our liberties, this offender agaiflbt the Constitution, the laws, liberty, peace, and public decency of our country is now left to be finally and in the name of all tho people, we humbly trust, disposed of forevor, in such manner as no more to outrage the memories of an heroic and illustrious past, nor dim the hopes, expectations and glories of the coming future. Let us, wo implore you, no more hear his resounding footfalls in the temple of Amerioin constitutional liberty, nor havo the vessels of the ark of the covenant of our fathers polluted by his un holy hands. Let aot the blood of a half million of heroes who went lo their deaths on the nation's battle-fields for the na tion's life cry from the ground against us on account of the crimes permitted by us, and committed by him whom we now leave in your hands. Standing here to-day for the last time with my brother Managers, to take leave of this case and this great tribunal, I am penetrated and overwhelmed with omotion.— Memory is busy with the scenes of the years which have intervened between March 4, 1861. and this day. Our great war. its battles and ten thousand incidents, without mental bidding and beyond control, almost pass in panoramic view before me. As in the presence of those whom I have .seen fall in battle as we rushed to victory, or die of wounds or disease in hospital far from homo and the loved ones, to be seen no more until the grave gives up its dead, have I endeavored to discharge my humble part in this great trial.

The world in after-times will read the history of the administration of Andrew John«on as an illustration of the depth to which political and official perfidy can descend. Amid the unhealed ghastly scars of war surrounded by the weeds of widowhood and cries ot orphanage associating with and sustained by the soldiers of the Republic, of whom at one time he claimed to be one surrounded by the men who had supported, aided, and cheered Mr. Lincoln through the darkest hours and sorest trials of his sad yet immortal administration—men whose lives had been dedicated to the cause of justice, law and universal liberty—the men who had nominated and elected him to tho second office thG nation at a time when he scarcely dared visit his own home because of the traitorous instincts of his own people yet, as shown by his official acts, messages, speeches, conversations, and associations, almost from the time when the blood of Lincoln was warm on the floor of Ford's Theater, Andrew Johnson was contempiatingjto all the fresh huits of the overthrown and crushed rebellion, and an affiliation with and a practical official and hearty sympathy for those who had hetacombs of slain citizens, billions of treasure, and an almost ruined country. His great aim and purpose has been to

subvert law, usurp authority, insult and outrage Congress, reconstruct the rebel States in the interest of treason, insult the memories and resting places of our heroic dead outrage the feelings and divide the principles of the living men who aided in saving the Union, and deliver all snatched Irom wreck and ruin ir.to the hands of unrepentant but by him pardoned, traitors. But, all honor to the servants of a brave and loyal people, be has been iu strict conformity to the Constitution, arrested in his career of crime, impeached, arraigned, tried, and here awaits youi sentence. We aro not doubtful of your verdict. Andrew Johnson has long since been tried by the whole people and found guilty, and you can but confirm that judgment already pronounced by the sovereign Amorican people.

Henceforth our career of greatness will be unimpeded. Rising from our baptism of fire and blood, purified by our sufferings and trials under the approving smiles of Heaven, and freed, as we are, from the crimes of oppression and wrong, the patriot heart looks outward and onward for long and ever-increasing national prosperity, virtue and happiness.
