lain in tho Regular Army, and formerly a citizon «f Ohio, now stationed at Goldsboro, North Carolina, was recently tendered tho Radical nomination from Wayne county, in that State, for the House of Representatives. In his letter declining the proffered honor (for the nomination is eqnivalent to an olection), he assigns as his reasons, that it is contrary to the genius and past history of the army for officers to participate in or accept any political trust from any of tho parties. These officos should be conferred, he thinks, on tried and flra-proof native Southern Unionists who have passed unscathed and unsullied through the four years of Trojan war. He closes by saying: "In my sphere as a Boldier of tho United States, I will hoartily co-operate with this noble people in every movement and in every measure that is calculated to evolve and strengthen the great Union organization with which the proudest recollections of the last seven years are gloriously identified. I will leavo to others tho privilege of imcribing thor names upon the archives and pillars of this fair and grand new structure, the foundations of which had been solidly laid in tho best blood of tha nation. I will bo moro than satisfied to have my namo engraved in honorable association with its humbler architect8 upon one of tho pedestals of that temple, the proportions of which are gradually rising and expanding, bearing witness to tho triumph of civilization and tho irresisliblo advance of American liberty, Amorican intelligence, Amorican heroism, and American Democracy."

In their valuablo opinion tho Ropublic is immeasurably disgraced because its minister must forego the distinguished honor of a reception by tho respectable widow who dignifies the throne that a long and almost unbroken lino of scoundrels and reprobates have disgraced. Wo agree with tho Cincinnati THmes that "to ignore the foilie^ by which great onos squander the hard earnings of the people will not very much damage the cause of Republicanism.

Democracy will survive after aristocracy is dead forever. Wo can afford to wait. O.ir mission is to dictate to the world the lessons of lreedom. Monarchists will listen as they please, but listen they will, by and by, to the bursting of a popular earthquake beneath them.

Hon ALEXANDER MCDONALD, Senator elect from Arkansas, was in St. Louis on Wednesday,

and, as wo learn from the

that city, ho stated that since the election in bii State there had been a very general change of feeling in favor of the constitution, that hundreds of men who then voted against it sro now very hearty in their support of tho new government, and that if the election were to be held again the ronstitutian would be adopted by a majority of several thousand. Tbe close vote was the result of the most desporate and thoroughly organized plan of coercion and intimidation to prevent men from voting for the constitution, and thousands of men were thus prevented from voting at all, or absolutely compelled to vote contrary to their wishes. If there had been a fair election, the constitution would have been adopted by ten thousand majority, for even now, Mr.

We hope that Congress will act favorably upon the application of Arkansas as soon as the impeachment trial hag closed To attempt to admit tbe State before the trial closes would caufo considerable delay. A Washington correspondent writes "For all future time, General Lorenzo Thomas will be known only aB 'Ad Interim'Thomas. Even the newsboys cry, "Here's your evening paper—Testimony of *Ad Interim.' Dame Nature in her haste makes mistakes for nature in ton ded Lorenzo Thomas to be feminine. She gave him a slender waist and sloping shoulders, arched instep and taper-fingers, and in place of a beard planted a few seeds on his chin and long years of cultivation have only proved that some productions of nature will not flourish on a foreign soil. If any more proof were necossary, it is in his testimony before the Senate on Friday, when he says: "Mr Stanton put his arm around my neck, as ho used to do, in a familiar manner, and says—'no matter about that.'

Chicago Still a Republican City. Yesterday the people of Chicago elect ed seventeen Aldermen, ten of them Republicans, six Copperheads, and one Independent. The Common Council will stand, Mayor and twenty Aldermen Republicans, eleven Aldermen Copperheads and one Independent. Of the aggregate vote for candidates for Aldermen, in the city, the Republicans have a majority of 225. Chicago is therefore still strongly Republican, and the National Convention on May 20th will meet in the banner city of tLe nation.

In connection with the more strictly political municipal election was held a judicial election, the offices filled being Judge and Clerk of the Recorder's Court, resulting in the election of McAllister, and the re-election of O'Hara, both Democrats. One of the Republican candidates is well and favorably known, and nothing but the dead weight of General

W. Smith, who headed the ticket, defeated him. O'Hara's majority, for Clerk, was only 130, while McAllister's, for Judge, was 910. The lattor is an old citizen of Chicago, and as a man and a lawyer he stands very high, while General Smith is a comparative stranger in our midst, and even those who know him could not give him that whole-hearted support which inspired others with confidence in him, On the contrary, a feeling of profound distrust in his fitness for the position pervaded the community, especially the Bar. Not a few good Republican lawyers voted for McAllister still more did not vote at all. Some of the stories against G»n. Smith were gross slanders, perhaps all were but his reputation was not sufficiently established to withstand these assaults, especially as they were mainly reproductions from the

paign. The lesson of yesterday is very plain. The Aldermanic election shows plainly that the growth of the Republican party is proportionate to the growth of the city, while the fato ot General Smith warns us against making weak nominations. Some politicians think it shrewd to havs a weak name on the ticket to trade off in favor of other pet candidates but this game is a dangerous and dishonorable one. Others in ourjparty had become indifferent thinking victory certain, whoever might be our nominees. It is well that both classes have been warned thus early in the day. The contest of yesterday was only a slight preuminhry skirmish, but it served to show that whether we shall be in the coming elections the victors or the victims, is a question which ourown wisdom or folly will decide.—Chicago

Tho Astor House in New York, when reopened, is to be rented for $55,000 the St. Nicholas is rented for $78,000 tho Metropolitan for $75,000, and tho Fifth Avenue somewhere near $80,000.

There aro at present '119 churches of all denominations in New York, with ac commodations for 290 000 persons. The average attendance for tho whole city does not exceed 150,000, whilo tho total or oa casional and regular church-goers may be reckoned at 200,000, or one-fifth of th entire population.

Accounts of another shocking caso of shipwreck and canibalism are received from Madagascar. A French vessel, from Calcutta to Marselles, was wrecked on the reefs of Isle St. Boandon, and the crew took to their boats, two in number, One of them was thrown back upon the reefs and all the occupants were drowned tho other made for the nearest land. In nine days all the provisions were exhausted an'd the captain died. The men thereup on proposed that they should drown themselves'togcthor, but the suggestion was rejected, and the decision was made to draw lots as to which of them should bo killed and serve as food for the others The victim was designated, and under went his fate with resignation. Three days after this horrible sacrifice tbe boat touched at Mahambo, in Madagascar, and there the famisned men were kindly re ceived and sent to the French consul.

The McDonough Will.

Old John McDonough, of New Orleans devoted much of bis life to the preparation of his singular will, and even took the trouble and bore the expense of consultation with eminent Parisian advocates whose great comfort to him. His will was carefully written out by himself in the most elegant and exact style, with his name subscribed at the bottom of overy page, and the writing made to fill the sheets, so as to leave no margin or space for interlineation. It was embraced in f®rty pages of foolscap, besides the minute and elaborate directions in regard to the execution of his grand charity, was interlarded with pious reflections and sen timents, which, when read out in Court, gave it the appearance of a sermon more than a formal testament, For many years before hia death, he used to rub his hands with glee, and his handsome face would brighten up with pride and selfgratification whenever he referred to that great instrument which was to carry him down to remote posterity the benefactor of his age. This elaborate and most stud-iously-prepared will was torn all to pieces by the courts and lawyers, and the grand estate, intended to bless and elevate gen erotions of thepoorand unfortunito, was squandered in the most reckless and un profitable manner, and to this flay not one of tho many objects, which wnre contemplated in his charitable disposition has been realized, save the erection of a cheap mausoleum in which to doposit his remains.
