Buchanan, commander of the 5tb Military District and Assistant Commissioner of the Frecdmen's Bureau for Louisiana, ha9 issued an order forbidding agents of the Bureau taking any active part in polities. Ho having received information that certain agents rere so engaged, has directed that they ceaae to meddle in any manner with politics or forward their resignation. An agent failing to comply with this order Will be snmmarily dismissed.
THE SECOND MILITARY.DISTRICT. Gen, Grant this morning received a dispatch from Gen. Canby, commanding the '2d Military District, announcing that in twelve districts registering 59,000 votei, partial returns from the poll list give 26,000 votes polled. A partial canvass of the returns, unofficial, from nine districts give 15,636 for the Constitution and 5,747 against it. The heavy rains have 10
