says: "Iho country is singularly fortunate in the two officers who are called to deal •with the infuaious Ku Kluz Klan. General Meade and General Thomas are the very ideal of military governors under such trying circumstances. Cool, capable and collected,' conspiracy itself will feel rebuked and mastered under their steady glance, and the firm pressure of their mailed hand."
Ku Klux Klans.
Democratic Conservative shoeU tell us that these villainous bands of cowards and cutthroats are worthy and harmless gatherings, while twaddlers of the New York Times stamp inform UR that iho existence of such associations proves the irreconcilable hostility of the Southern people to negro suffrage, and is the precursor of a war of races. The existence of these Klana proves nothing except that the South is now, as before tho war, kittle better than semi-barbarous. It has good citizons and decent people who are ashamed ofthi.se doings, but they are now as they wsro in 1856 and I860, too timid to trample out the cutthroats who disgrace them. As for tho hostility of these creatures to negro suffrage, the humblest negro who o'vir went home to his peace fill cabin after a dny of honest toil is bet ter lit to vote than any of the whole gang of cowards who band together to murder him and burn his dwelling.

liiat Bail Bond
The Chicago Journal thinks it would not be at all surprising if JBFLIF
DAVIS
should heed the counsels of the Serald and full to put iu an appearance at Richmond, next May, when his case shall be called. JEFF, is now in Montreal, and BKHNSTT implorw him to stay there, assuring him that his bondmen will not be obliged to pay the little $100,000 for which they went his security.
We fully, agree with our Chicago cotemporary. The miserable coward who sought refugo in the guieo of an old woman has a craven spirit capable of any dastardly meanness. If he should conclude that ho was iu the least dangor of being hanged or re^imprisoned, he would have no hesitation in taking BENNETT'S advice. If he does, it is earnestly to be hoped that the bondmen will be required to pay the entire bail. They will richly doservo the penalty, and none more so than HOBACE

Model "Pacification.'"
Tbero can be no doubt that Ireland will be immediately and permanently "pacified!" The Dubliu visit of Queen 'Vic's hopeful darling—the heir apparent to the Throne of the United Kingdom— can hsvve co other effect! In the "universal and spontaneous rejoicing'' at the comiiig of tue R.iyal Debauchee, hunger and nakedness and ages of griuding oppresiou must ue forgiven and consigned to tho waves of dark oblivion 1
We "paciiy'' our pugnacious aboriginals by sending thom donations of beads and red flanuol. The British Government, with characteristic astuteness and comprehensiveness, grasps the idea.— '•A show,'' it argues, "is a good pacificator.'* "See how splendidly it works across the oco*n, subdjiag the lofty spirit and martiu! enthusiasm of tho noblo Redmen." "Let us try this remedy for tho chronic discontent the ChanneV Accordingly, as an Englishman' can have r.o idea of "a show" worth teeing unless there is "royalty" in it, we see the Royal Rake rigged out "in all the glory of sublimost thought"—minus the glory of dccOLt moral character—and sent with a!l -.he appliances and surroundings of reijal mngnificence to make the groundlings' stare in Dublin city and other parts of tbe Emerald Isle.—
It is well that "the Castie has been changed into a Royal Palace for his accommodation," a^tho Cable tells us, for a true Irish gentleman would not insult his wife or daughter by permitting ber to come in fcocial contact with a libertine, even though he appeared in the person of the son of

Let JHIT. be tried, convicted and executed but if he himself escapes, let those responsible for his escapo be punished to the fullest possible oxtent, as a warning to misapplied mercy and misjudging expediency in tho future.
honored as they
st ever be for the strict observance of those virtues which most adorn and exalt domestic life as well in the palace as in the hovel.
The Cable gushes with intensified jubilation "The quays and public buildings are lavishly ornamented with flags, streamers, mottoes and other decorations, apd beautiful triumphant arches have been erected in the principal streets through which- the Royal visitors will pass."— And the overtaxed, starving Irish pay for having "the quays and public buildings lavishly ornamented" and "beautiful triumphant arches erected" to do honor to a man whoso only claim to such distinction is that hie blood has crept through along line of royal personages, the greater part of whom have been royal scoundrels, among whom he has found many patterns by which to shape his own life, the life of a bachanal and seducer, a life that excludes him from the respect ol all pure women and true men.
But this royal visit is tu "pacify" Ireland We shall see.

The glory of being thrashed in thy great campaign of 1868 is considered "glory enough" by many of our lecal Democratic leaders. They seem to havo bocorne so accustomed to dofeat that thoy regard it as a thing worth striving for, which reminds one of tha fa« ble of iho cunine who, when his master tied a log if wood to his neck to prevent his snvago attacks on the passers-by, boasted of iho log &3 a "badge of honor.'!

Vice President—An Important position. The multiplication of propositions lor the amendment of the constitution of tho United States, has brought before tho people many suggestions, which would never have been made were it not that the desire among members of Congress to be diit inguished us tho authors of proprs tions to amend the Coustimiion.had^sumed alruost the feature of a mania. Among the amendments proposed are good, bad and indifferent. All thu'. have been made since the adoption of the Fourteenth Amendment, have been referred to com mittees, which have exercised a very jeal. ous and close supervision over them, and have refused to recommend any new ones. In fact, the feeling ought to be that it is an irjudisious thing to make organic changes too common, because it is frequently of more importance that the law should ba permanent than that it should, in all things, agree with the changes of opinion in mankind. The latest instance of a suggested amendment is that offered by Mr.
to the Senate, and referred
to the Judiciary Committee, which proposes to limit the eligibility of a Vice President who has succeeded to the Presidential office, by a declaration that in ?uch case he shall never be eligible to the office of President or Yice President. This may seem to be a very hard restriction upon Presidents by accident. But such has been the unhappy experience of this country with

Progress In Austria.
On tho final passage of the act making marriago a civil contractus it is in Ohio, the peoplo of Vienna illuminated the whole city. After the abortive revolution ofl848 Francis Joseph was firmly seated on his throne, and in September, 1851, he itsued an edict assuming absolute power, and destroyed all that remained of the Constitution at bis accession. In 1855 he ratified a Concordat with the Pope which yielded anew the claims of the Pope
This instrument contained twenty-six articles, all against the liberties of the people. Everything that mo6t nearly concerned tho people was handed over to the clergy. The Emperor went so far as to send 250,000 francs to the Pope, to be used in building a monument jn honor of the Immaculate Conception of tho Virgin Maryl
But tbe battle of Sadowa woke the Emperor from bis dream of obsolutism. Ue saw that he had. averacted, and that the future glory of Austria depended upon a wise reaction.
Accordingly he has for nearly two years been rapidly reacting, and ho has already made bis people almost as free as the peoplo of any constitutional monarchy on the globe. The press is Nearly free, public schools are provided for free from sectarianism, the consciences of the peoplo aro emancipated from the priesthood, and no one ii compelled to look '.o tho church for the privilege of marrying. —Cincinnati Times.
A Frenchman, named Gangne, proposes as a remedy against famine, to establish a philanihropcphagigno society, which is to encourage useless members of society to kill themselves, and be eaten by their fellow creatures. "Persons who are not necessary for the welfare of tbe society," ho says "as for instance, celibates, inmates of convents, vagabonds, poets, journalist.0 and other infirm and g')od-for-TSSblft'g people might be immolated.',.
The example of Madame Victor Hugo, who some time since published a highly successful novel which TVas understood to the histoiy of her husband, is about to be followed by the wife of another iltustrious exile, Madame Edgar Quinet. A wcrb which she has now in the prees will contain, not only memoirs of her own and her husband's life in banishment, but many detaiis of the proscription of 1851.

JOHXSO», that it would seem to be a necei sary consequonce of the succession of a Vice President, by tho death of the elected President, that the accidental President muat become a traitor to the professions iind principles which gain«d hitn bis elec* tion. In all these cases it has been shown that the physiology of the Vice Presiden cy is of character different from the physiology of the Presidency. Presidents by election are anxious to gocure tho good will of the parties which originally nominated and elected them, so that if they desire re-election, they can have every hope of succeeding but,Vice Presidents who by accident have been called to the Presidential chair, seem to think that their hopes of re-election depend upon their former enemies. This is very curious, but threo different courses of expert ence seem to almost invest it with the raiment of certainty. We do not suppose that Mr. SUMNER'S amendment which is founded upon the same thoory, will succeed, but the fact that it has beon offered, may be accepted as a warning to all parties as to the great necessity of choosing their candidates for tho Vice Presidoncy with the same care that they would exercise in relation to the Presidency. In truth, heretofore, the Vice Presidency has been disposed of HI national conventions not by reference to the merits of the moo, or to their steadfastness of principle, but altogether by the consideration whether a few votos could be gained in this State or that by the nomination of some man who otherwise would never have been thought of.
