Among the recont instances of experi mental legislation in some of the young States of the Great Republic we notice that Minnesota has made some important changes in her criminal code. 8h$ has practically abolished capital puniihjjnent by the enactment of a law declaring that no criminal shall suffer the penalty of death without the unanimous recomtnen dation cf the jury. She has decided'that in all criminal cases the accused shall be allowed to testify in his behalf. And fur ther, she has provided that an amendment to the Constitution shall be submitted to the people next November abolishing the grand jury system.
