Gkn. CART S saying, in his late speech in Cincinnati that "the more I see of public men, the better lam satisfied that party slavery is the meanest servitude on earth," in highly commended by Democratic journals. GARY was brought to thiB conviction by attempting to serve two masters—a thing which the Scriptures tell us can not be done. No doubt he finds it the hardest, if not the meanest, servitude on earth.

A Democratic Legacy.

The Journal publishes a table of prices of provisions before the war and prices now which clearly demonstrates that the Democratic rebellion has added from 50 to 100 per. cent, to the cost ot living. Among the items in the indictment on which that party has been tried, convisted and sentenced was that of robhing tbei poor man of his scanty loaf by enhancing tbe price of food bevond bis moans.

The Woo Fork World say* it is a« absurd to dream that Judge CHASK could be induced to accept & Democratic nomination, «s thut the Domocratic party could be induced to bestow It. In proportion as be iay« off tl.o character of a partisan and devotes himself with singleness of purpose to tbe duties of a judge, tbo Democratic party will forget old difference and take greater pleasuie in honoring tbe magistrate liift'i it ever did ia opposing the politician. But he and the Democrat* alike scorn tbe shallow impertinence of the tecent repor's and speculations.1'

IT is Dot true, as hat been repeadedly stated, ih it Judgo CHASE

Democrat before the "Free Soil" epoch. He was originally a Whig, and he voted for Harrison in 1840. He has never been greitiy oppre639U by ''slavery to party.'1 It may bo said that ha never '•belonged" to any political org«ni*ation. He would probably bocome a sorrant of the people under tho m«pic*3 of any party powerful enough to elect him, provided he oould be left to aot with rrasonabitJ freedom. He hasnei, we apprehend, "dismissed tbe Presidency from his mind."

WE have irotn the .Naohviile Banner one of tbe mi?s: moderate of the papers published in tbo interest of tbe unreconstructed—the following response to the speech made by O. C. Buaa in favor of assassinating GltAKT. 0HEBMA1T, 0CHOFIELD, and tbe lUdical members of Congress. Too Banner says:

Strange aa it may appear, Buch sanguinary language as that just quoted is far from being calculated to meat general approval down this v/ay, notw:tbstand Ing tbe fact that we are oppressed by despotism, both national and State,^ more oruel than ever yet broke (he spirit of a oonquered people. We may still be, in ibe radical acceptation of the term, "rebele," but we never were, never can become assassins, nor the apologist,of W jftiiine.

Important Decision-

A very interesting suit has been decided by tho Supreme Court of the United States, whioh is of importance as touching the claims of Northern creditors upon parties in the South for debts contacted before the rebellion.

The case, which camo up on from a Circuit court in Arkansas, was an action on a oontract between citizons of New Hampshire and a citicen of Arkan sas, and the question presented to the decision of the Supreme court was, whether the time during which the court of Arkansas wore closed on occount of the re bellion, is to be excluded from the com* putation of the time fixed by the etatute of limitation!, within which suits on contract may be brought.

The Arkansas court gave judgement for the plain tiffi, ruling that tho action was covered by th? statute. Tbe Supremo court, on appeal of the defendant, held that between citizens of two States at war all debtTare *uspended, and also tho statute of limitations and that the late rebellion having been doclared to be a civil war, and to give belligerent rights to the parties, carried with it all tho incide^u thereto, and euspended the statute of limitations between citizna of two of our States, one in rebellion itnd the other not.

By this decision the judgment of the infori court is sustained and ulmportanl principals is established.

Ibe Bill Bedactng Tax on Manutoo tares. It would be rash to predict that, If the House and Senate can agree upon the bill reducing tax on manufactures, the President will not veto it, but it would be equally rash to affirm that be will sign it There are tomo rousons why he Bbould approve of it, and some why be should not. The favorable influences may be supposfd to be the fact that the icdr.stry of th^coumry needs this remission of a heavy burden, and the policy of propitia« ting the manufacturing interest,' to a man in Mr. JOHNSON S position, ice important matters. On the other hand, there may arise in opposition certain things? Mr. MCCullccei is opposed to the bill, fearing that the amount of revenue released by Its provisions will be so great that the Treasury will be in serious difficulty.-— The bill also contains a direct imputation upon the revenue officers appointed by tb* President, and proposes new regu

lations to reach the frauds, of which they are supposed to be guilty. Finally, the bab|t of yetoiog is becoming inveterate with the President, and it ia like the green-eyed monster, jealousy, which doth make the Jmeat whereon it feeds. There mlgbt be 'contiderablo discussion upon the probabilities attending the fate of this bill, but it may be considered as already passed, provided that tbe report of tbe Committee of Conference is ratified by the Senate^ If not signed or allowed to become a law by the expiration of ten days witout signing, or if returned as vetoed, it will nevertheless become a law, because it may be assumed that Congress will sanction it, despite the objections of the President, and with little ceremony.

The bill, as agreed upon by the Conference Committees, shows tbe effect of compromise between the two Houses, and is not exactly in the shape originally determined by either. All the articles introduced by the Senate as taxable have been omitted, except the tax on trade-mark articles, or those which have the name of the manufacturers thereon. The House triumphs upon this item, however, by making the lability to tax to commence when the tales reach five thousand dollars. The Senate suceeds in its amendment to have the tax on refined petrole um oils reduced to two and a half per cent. The House amendment in relation to whisky frauds and frauds of internal revenue officers has been toned down ''considerably. In its original shape, as reported by thS Committee on "Ways and

Means, it made all honest distillers sureties for tbe good behavior of all other distillers, honest or dishonest, and proposed to punish those who might regard the law f..r the c.times of others who did not. This stringent proposition has nut been sanctioned to tbe extent originally suggested, The new section adopted by the Committee, and agreed to by the House, provides that upon its being ascertained that sptriu ar* selling in any district at less than the amount of tax ana such sAles have oontiaued for more than ten days, the Commissioner of In teinai Revenue ehull institute an inquiry into the circumstances, and into tho busi nees and conduct of the Kevenue officers in tbe district, and it such state ot affairs contiuue tea days longer, all tho distil leriea In tbe district shall ba closed. Tuey oannnt ba permitted, after that, to resume business, either under bond or with any other pretoxt or arrangement, until relieved by the Commissioner ?f Internal

Kevonue. A moat Important feature of the proposed law is that in relation to penalties, which is more stringent than anything yet devised to punish whisky frauds..fiyery distiller, who engages in the busi ness with intent to defraud the United States, is liable to iorfeit his establishment and all the spirits on hand, with flue and imprisonment—the former not less than #600, or more than than $5,000, and the latter from six months to three years, at the scrttlou of the court

United States revenue officers, guilty jf gross neglect in the discharge of their duties, or of conspiracy and collusion with others to defraud the United States, or of allowing any person to defraud, or of do iog or omitting' something w^ioh will help any one to defraud, or signing false certificates of return, or of concealment of Knowledge of Jraud on the part of any person, are liable to fines between $1,000 *nd$5,0U0, and imprisonment not less than one month or more than three years, Taken in all things, this bill is very strin gent, at least in these sections which bear upon the frauds in whisky, and if adopted it will have its effect in a more positive and direct manner than any law yet devised to operate upon this matter.

Modern Spiritualism and Free Love— here They Came From—Greeley and Brisbane tbe Founders. [From tbe Oneida Couleitnce Circular.]

Albert Brisbane imported Fourierism directly from Paris, where he studied un der Fourier himself and his ablest disciples. His publications, from 1840, and onward, excited wide and eager interest, and the thrill of enthusiasm for social change which Owen's schemes had pro' duced in 1823, was repeated with hundred fold power in 1842. Horace Qreeley sym pathized. The columns of the Tribune were opened to Brisbane, and a systematic exposition of the charms of scientific association was spread befpre enthusiastic multitudes. The result-was that in 1843 there was a great uprising of the young and enterprising spirits of the country in favor of asocial revolution. Fourier' millenium seemed surely coming, and very near. Associations were commenc ed in all parts of tbe country. Their plans deviated more or less from strict Fourierism, hut they all sought the great object of Fourierism and OweniBm, and all other social innovations, viz: The substitution of large households for small, which, in the long run,' must result in tbe abolition of private familyism.

Tho foremost and brightest of the associations that rose in the Fourier excitement was that at Brook Farm, near Bostotj. The leaders were men whose names ire now high in literature and politics. Ripley, Dana, Channing, Dwight and Hawthorne are specimens of the list! Most of them W$ro from the Unitarian school, whose headquarters are at Boston and Cambridge. The movement really issued as much from transcendental Unitarian ism as from Fourierism. It has a press, and at one time undertook propagandists by missionaries and lectures. Its periodical—the Harbinger was ably ooaducted and very charming to all enthusiasts for progress. .Our Putney school, which had not then reached communism, was among the admirers of this periodical, aod undoubtedly took an Impulse from its teachings. The Brook Farm Association, as the leader and speaker of the hundred othsrs that rose with it, certainly coctrtbuted most largely to the effect of the general movement begun by Brisbane and Greeley. But the remarkable fact, for the sake of which 1 am railing special attention to it, is, that in its didactic function it brought upon tbe public mind not Qnly a new socialism but anew religion, and that religion was Sweden borgianism.

But the spirit of such an active people as tbe Tankee could not reoeive an old and foreign philosophy like Swedenborg1! without reacting upon it aod adapting it to its new surroundings. The old hfflatus must have a new medium. In 1843 tbe new movement whioh commenoed at Brook Farm, was in full tide In 1847 the great American Swedenborg, A. Davis, appeared, and Professor Bush gave him the right hand of fellowship, and introduced him into tbe office of the medium and representative

Modern Spiritualism, which I thus hold and prove to be Swedenborgianibm "gone numbers its converts by mil-

lions. The Spiritual Register for 1889 estimated the number of actual spiritualists in America at 1,500,000 those who have more or less fuith in the doctrine, but do not openly espouse it, 4,000,000 public advocates, 1,000 mediums, public and private, 40,000 places of public meetings, 1,000 books and pamphlets, 500 periodicals, 30.

And these millions carry in their hearts, and carry out more or less in their lives, the phildsophies and moralities of Swe* denborg. .Especially are they busy wjth his doctrines of eternal dualism, mating by affinity, and the right of search. What will be the end?

The politician^ arc threatening the Mormons in the far-off wilderness, while marriage is dying here in their midst. It was struck with death in 1843. It was not killed by the Mormons, or the Shakers, or the Oneida Communists, but by Swedenborg. and the Spiritualists. On its tombstone might be written—Died by visitation of Hades.

In my correspondence with Bush I said that the object of Swedenborgianism was lo destroy the Bible. But the worst things have good ia them. My final opinion is, that while the devil meant destruction to the Biblb, God meant destruction to marriage, in preparation for the kingdom of tmveu. "i

A Down E&st Savant. 1

Probably not one in 100 ever heard of Willard Small. In many respects he renemblea Elihu Burritt, tbo learned Black smith. Ho is the sou of a poor farmer, was born in Auburn, Me., and now, a farmer himself, live3 there. Crowing up as ull poor framers' sons grow up, in constant toil, be was generally regardedi by his acquaintances as a stupid, inert fellow, who never would amount to anything. But the hunger for knowledge was gnawing liia mind incessently. At the age of 19 he bought his first book, a copy of Legendre's Geometry, having earned the money lot tho purcbese by hieing corn at onocsnt per 100 hilli, after his regular day's work was done. Before he reached thu age of 22, he bad gone three times through Mecanique Celvste At the age oi 31 iiexouidJttad 31 languages readily, and speak. fiuOfitly seven or eight it Uhis rule to learn one language pur year. He is one of th" very few Sanscrit scholars in

America- Some 10 or a dozen years ago be went abroud and traveled extensively His mind seemed to have been originally mathematical: but his proficiency as a linguist shows that he has not, neglected other departments of learning. And In addition to purely ccholarly acquirements, he has mastered tbe science of law. His industry is almost like that of a machine there is no intellectual difficulty that can appall, no mental labor that can weary him. In the preparation of those little papers for Oliver Optic's Magaaine," which would not make a quarter of a col umn in this paper, he puts more work than i3 given to many magazine articles] drawing information from all languages and all authorities. He is now 36 years old, six feet, two inches In bight, in his stockings, and weighs 230 pounds. In the field he leads the "crew," and his pfcy aical strength may be estimated from the fct that hejifts 500 pounds with ease. He sleeps not more than five of tho 24 toours, and is strictly temperate in ail re«pects, using no liquor nor tobacco. It a common question among his friends* What is bis object in life 7 To this, as to most other interrogatories, he returns no direct answer, but says he has an object in life, which will appear in ggod time. He i3 married aod has one daughtor, nine years old, who speaks French, German, ttalian and Spanish.

General Grant.

An ezohaDge thus speaks of General Grant: General Grant will talk by tho hour upon the resources of Mexico, the beauty of its climate, its capacity for defense and the strategic routes to its strange positions. He thinks of it as of a dream of young soldierhood, that, If he could retrace life, might open up to him a personal career among the individual captains. We are, also, neversatialUd With what we have. Grant is modest, plain, and safe, and our souls upbraid him because he has not the audacity of Bonaparte or the fuss and inches of 7/iufield Qcott. The one man made a usurper, the other gave us his matured advice. "Wayward sisters of the South, depart in peace I" But this man came from the ranks as promptly as Na polean. Hi? campaign covered more territory. His victories were as decisive. When he opened the Mississippi, who shut it again When he conquered Tennesee, who retook it? When he fastened upon Petersburg, who drove him away He had not the meanness of Napoleon, who filched all the credit of his subordinates for Grant praised every worthy associate. Invidious critieism and partisanship will in vain 6oek to demean Grant by exalting his marshals. SheriIdan told me the night of the victory of Five Forks—perhaps tbe most prilliant episode of tho war—that General Grant had outlined the battle. If there is any safety in making Presidents of soldiers, Grant is the safest of all soldiers, a simple Republican, who never dreamed an attempt upon the liberties of the people, a Mefsena and Moreau toget her. President or not, this groat landscape of tbe new World is only, -a pocket map of his victories Causes" and wherefores are played out he wont
