Davia & Co. bor» rowed some two millions pounds sterling of English capitalists on the strength of Confederate cotton loan bonds, and that one of the conditions upon which the rebels were allowed to re-organize State Government was the. express stipulation that those bonds should never be paid. The holders of those bonds complained bitterly at the alleged injustice of thisjfM* of the Government and the readiness with which the South agreed to.it. Every conceivable means has been taken to place the redemption of those securities in the list of future possibilities but they are generally conceded to be worth their weight in paper rags, and no more. We, however, continue to hear, now and then, an! echo of the weeping and wailing and gnashing of teeth of the luckless cotton bond dupes. Only a few days ago the London committee of said dupes published a lengthy epistle setting forth ^divers reasons why, in the judgment of the committee, those bonds should be paid. The protest before us allege?, and truly, that the United States compelled the South ern States to repudiate a loan made to those States when a

assured all whom it might concern that the rebellion would surely be suppressed Let the committee make its complaints to the British Government and seek indemnification from that source, or to George Peabody, tho banker who was so' Serviceable to the Confederate agents. The United States did all It could to dissuade tho unfortunate bondholders from inves» ting in the worthless stuff.

But the letter of the committee, in at tempting to set forth the reasons why this Government should have allowed the South to pay its war debt, gives the principal objection to it: 'The credit of the Southern States," says the t%arfifl epistle, "is utterly annihilated by this act of forced repudiation of these bonds, and those States will not be able to borrow a shilling

Europe until allowed to recognize and pay this paltry debt." In other words, it will to utterly impossible to i-aissjmoney for a second rebellion unless the debt in' curred in the prosecution of the first be liquidated. This we believe to be truth and consequently rejoice in the fact that such an unbalanced account stands be tween the Government and rebellion. It is as good as a large standing army. The bankers of Europe now understand that money lent to rebels against this Govern ment is thrown awy, and will profit by the lesson.
