Gibbb for Councilman, by the Republicans of the Third Ward was a graceful recognition of the claims of the industrial interest, Mr. Gibbb is a mechanic an intelligent, hard-working and scrupulously honest man a man who3© practical "hard sense' will be of more value in legislating for the important interests of our growing city than all the Scholastic culture of Harvard aud Yale. We are satisfied there is a clear majority of Republican voters in the Third Ward and if they will do their whole duty on this occasion Mr. Gibbs will certainly be elected.

Tho Democracy are still at the old game of crying down political feeling in local elections, hoping thereby to seduce some unsophisticated Republicans into the support of some of their candidates for township offices. We don't imagine there can be a Republican so refreshingly green as to believe any Democrat will bolt or scratch hit ticket on the ground that "politics .hould not control local elections." This is tho lust weok for the work preparatory to the township elections. Have our friends accomplished all that should be done to insure the Election of Union men in every case where such a result is possible? Are tbero any Rip-Van-Winkle Republicans who need shaking into a consciousness of the duties and necessities of the hour Are there any disgusted and demoralized Democrats whoso ears are op«n to the truth, and whom judicious effort would bring into the party of Freedom and Progress? Are there any young men, just arrived at majority, whose political education has been so neglected that thore is a possibility of their affiliation with the party that plunged the Country into war, and, with occasional exceptions opposed the Government In every measure intendod to bring tbat sanguinary struggle to a close—the party that, vanquished in tho field, now rosorts to Its old strategy and steadily opposes «very measuro for thespeady and permau«nt adjustment of our national difficulties?

Every man who fee's an interest in the succe.-s of the Uuion cause in the general election of this jear, the election which is to decide the destiny of the Republic, should ask himself these questions, tbe answer to which will bo likely to suggest important fields for patriotic labor. country," forsooth I The man or party who can so falsify a record that is in, all men's memory rises Id the very sublimity of impudent malignity, and counts on the infinite credulity of listeners in presuming it will pass for truth. The facts stand out to the acknoWledged gaze of the on tire world, that the Democratic party in augurated rebellion expressly to brtfak up he government, and the Republican par ty gave all the energies of a free nation to save it.

The Domocratic party opposed the attempt to preserve the Union, arrayed themselves, sometimes openly and some times secretly, to interpose every obstacle to the national life, refused to vot money and supplies, and inflamed North em partisans to open hostility by riot and bloodshed. But'for the unfaltering devotion to the Union of the Republican par ty the nation would to-day either be in ruins or still battling in terrible conflict to sustain the liberties' these demagogues are now claiming as their especial heritage and their especial charge. Out upon such hypocrisy! And let it not be forgotten for a moment that these falsifiers are Alone responsible for secession, for the war, for the national debt, for tbe ruin of the South, for the thousands of dead sol diers, fur the taxes that menjjroun under, for tbe distracted state of industrial rek' tions, for all the demoralization of commu, nities, and finally for the delay in the ro» toration of the conquered States to their places in a restored Union. Any other assumption is a simple falsity, and one would suppose the people too intelligent to be juggled out of their reason by such Stupendous folly.

ihe Beal Remedy.

The Ways and Means Committee has decided adversely upon the proposition to reduce the tax on whisky, but the distil lers and those in the interest of the 'ring' are not content to abido that decision, but are resorting to every conceivable expedient to reverse it. One of- their organs in this ciLy il just now making a specialty of this subject, and in to-day's issue tries to show that a reduction would be to the pecuniary advantage of tho Government. If it could make out its point tQe case would be won, for the only question is, what tax would be likely to yield the most revenue? The figures of Commissioner WellsshoW that only about one-fifih of the tax has been Collected during any year since the adoption of the present system, and that should the ontire proposed fifty cent tax be paid, the amount WtiaUl be About" "fifty millions. The only point necessary to complete the argument for reduction is to prove Hint tbe reduced tax would be honestly collected. Admitting the correctness of the above estimates, and assuming the reduction made, and we see that if the "ring* could keep up its present system of fraud it would make forty million dollars and the Government ten millions. 1$ the sum of forty millions so paltry that the whiskyites would give up their frauds as unprofitable? The absurdity of the assumption that reduction would reform existing abuses is apparent. The ring would then, as now, strain every nerve and resort to every conceivable expedient to maintain the present system of fraud.

But by what authority is it 'assutned tbat the Government must compromise with the ring or succumb to ft? Is whisky mightier than slavery—Pike than Jeff Davis? We found away to suppi'ess thti slaveholders rebellion we may also crush this second whisky insurrection. So long as we sought to conciliate the traitor* end win them over by compromise measures, the rebellion gained ground, but when the iisue was joined ia right good Mrneet the enemy win conquered. So in this cue as long as we deal gently with the criminals engaged in this most stupendous system of robbery known to human experience, we shall accomplish nothing, but wbon we boldly take the ground that defrauding the Government is a penitentiary offense, and as deserving of prison bars as counterfeiting or horse-stealing, then the ring will be broken and dissolv ed. The Government has never tried this policy. Only one man, Develin, of .New York, has been sent to prison, and that quite recently. Had the line of policy adopted in his case been general from the first, wo should now be receiving a

He was somewhat grieved, he says, at the strong opposition evokefl by his liiiancial views but, in a cheerful spirit, ho adds: "I have^ been so accustomed to have my political views accepted by my party and the country, from eight tp^rgbtaen jnbnthp premktfcfe cfafnlrlsboM theni \s, afier 'all, of but little a.movance." It is said that, during the late war, wheu the Confederate Government were drafting every able-bodied man they could into tneir army, the sect of Friends in the State of North Carolina, who were by law exempt from military duty, received an astonishing number of accessions. Religious scruples against bearing arms became as common as the most zealous Quaker colfa desire. The Austrian Government, which had hitherto accorded a similar exemption to the Mennonites of Galicia, has, it would seem, found considerable inconvenience to result from it, and is now debating ihe propriety of withdrawing it altogether. It is a nice question to determine how lac a man's religious principle should be allowed to prevent his sharing with his fellow-citizens the burden of public duties^—Cin.
