A Great Man's Mission.
It is the misfortune of some States to be afflicted with a plethora of "great" men, "snowed under" with "statesmen" whose vast talont can find its proper sphere of action only in the Halls of Congress and who, on their first arrival there, at once lay hold on the helm of legislation with the calm confidence of experienced navigators. Such a man is JUDGE WOODWARD member of Congress from the twolfth Pennsylvania District, who has so recently gone from the bench into the forum that he has not yet divested himself of tbo impressive idea of the pow er and august character of a court, which some judge?, whose conceit of themselves is not remarkably small, are apt to adopt To be a judge is a very honorabl® thing, especially if the judge is himself honor able. But one may bo a judge, and yet be nothing more than a man, and not the bost specimen of manhood at that. The dignity of the bench is best asserted when it is not obtrusively set forth, and those judges are most deserving of respect who are least anxious to demand il. It will be noticed of Judge WOODWARD that, sini'O his advent into Congress, he has been the special champion of the power and dignity of the Supreme Court of the United States. Thoro has scarcely been anything which Congress has proposed to do about that court which Mr. WOODWARD has not carped at, for the principal rea son that the character and position of the judges atid thr majesty of the law was such that it wa« petty treason to doubt tho mortality of the ono or the changeability of thn other. The last appearance of Mr. WOODWARD, as guardian of tho Supreme Court, was upon the debate in reference to a imp which took place among tho opposition members of the House at ihn time when the section repealing the act which gave to the United States Supreme Court appellate power in cares of habes Corpus
was passed. The anxiety of
tiie opposiition in relation to this matter is somowhut strange. "They now insist that the appellate jurisdiction of the Supreme Court ought to be sacrod in such cares. But it is only about year since such jurisdiction was given by Congress. Tbe O'.ver that enacts ought TJ have the pewer to repeal. To-day the trial of Andrew Johnson is to commence, unless the Senate Bhall prove by granting the accused a further and needloss extension, that those who have accused members of that august body of vertebral deficiencies understood Senatorial anatomy better than those who have defended them. Not less in the interests of the accused than in behalf of the country we demand that there shall be no further delay. A speedy trial is the right of ANDREW JOHNSON and every other man accused of crime. If JOHNSON is conscious of innocence, and of his ability to make that innocence apparent, he wili not be likely to rewrt to dilatory proceedings. He will rather be anxious to hasten his acquittal. He would not willingly rest under serious imputations for a single day beyond what is absolutely necessary.

an exceedingly well considered article on "the duty of the Senate" places this trial in that particular class of criminal cases in which the people have a right to demand that the trial be speedy, and makes tbe forcible point that ofiendera who are dangerous to society are usually, after arrest, placed in close confinement, so that their crimes cannot be repeated before a trial is had, or justice eluded by non-ap-pearance. But in the case of the ito poachment of President JOHNSON, he is neither put under arrest nor deprived of any part of the executivo power while his trial is pending. He continues tc be commander-in-chief of the army and navy, the dispenser of executive patronage, and enforcer of the laws as he understands them. In his jlea he positively asserts his right to set aside a law of Congress which he deems unconstitutional, and to suspend any executive officer he pleases to displace, even while the Senate is in session.
From this view of the subject it IB clear that tbe people have un interest iu the speediest possible trial in his case. They have aright to demand it. If tbe charges made against him by the house are well grounded, the safety of tbe nation is endangered every day by his continuance in office.
The people are most intensely in earnest about this impeachment businesi.— We have heretofore defended the Senate from what we deemed unfounded cbarge.of indifference and procrastination. May the event prove that-we were right, and the grumblers wrong. One thiag, how ever,, is certain, tbe Republican Senator who fails to be true to the country In this emergency, may as well beg the privilege to lie down with JOHNSON in that political grave to which he is hastening.

lishes an imaginary tax scene, between Mr. Jay Cooke and a Mr. Bellows, wherein it attempted to be shown that Bel lows pays a larger tax on $3,950 personal property than Cooke does on #3,576, and denounces the fact as villainous. Some how I fail to see it in that light. If the editor of the

But Jay Cooke—the scene supposes— has $120,000 of Government bonds, which are personal property and subject to be taxed. Are they taxed Bellows in this scene says they are not, and thereby makes himself out a liar and an ignoramus.— Government pays interest to Jay Cooke on $120,000 nearly $10,000, on which, with his other income, he pays into the United States Treasury one thousand dollars.

"Mack" the,well known gueifillaof the Oincinati Coramardal in a recent letter thus alludes to our distinguished Senator:
Very few strangers visit the Senate chamber without inquiring which of the assembled fifty-four is Governor Morton, of Iudiana. They wil be pointed to a man seated to the left of the presiding officer: a large man of about fifty, with a head thinly covered with dark hair on tho sides, but inclining to baldness on top a big, broad forehead, and a pair of large, dark eyes that may look dull and expressionless, or keen and bright, according as their owner is interested or not in what is going on around him. An indisposition of two or three years duration has taken the color out of his cheeks, but otherwise, when seated, he has the appearance of one in good health, it is only when he attempts to walk across tbe fljor that his eiiment is discoverable, and in this respect be is improving slowly, but his physician says certainly. He moves about with much lees effort, apparently then he did three month ago.
If Morton had never been a Senator, he would be remembered as the great Governor of Indiana, as long as any man coauetted in a civil capacity with the late war is remembered if he he had never been Governor of Indiana he weald already be known from the part he has taken in the debate of the Senate since his accossion to that body, as one of the ablest members of it. There is that in him which will show itself any where you put him as superior to the ordinary stuff of which latter day statesmen are made, Thera is such a deplorable similarity of unimprovable mediocrity among most of our Congresdtaen that one Is led to suspect they afo manufactured by machinery, on the division of labor principl^-a hundred heads made in one shop, a hundred bands in another, a hundred feel in another, and so on—any head will fit on any shoulder. On the same subject a ad on the same side, they may all be relied upon for nearly the same speech. But Morton is not of that kind. There 1B an individuality of thought and expression about all be says that separates him from the orowd and marks him as a man of

great intellectual power. His speeches, are always full of strong points, which carry conviction to the minds of his hearers, and clinch it there to stay. He can say more in ten minutes than most men will say in an hour, and say it so it will be remembered, too. His style is forcible but not flowery strong, but not brilliant. Ho has none of that cheap ambition for display in debate which consists of ornament without thought, and pomp without substance, and invariably mistakes the giare of words for tbe glitter of ideas, which has been aptly compared to the "Helen" of the sculptor Lysippus, which makes finery supply the place of beauty.
To fully appreciate bis power, you must listen to a debate in the Senate- hear his associates rise one alter another—and declaim in majestic common-place, then hear Morton thunder for about ten minutes. You'll discover at oace the difference between debate and declamation.— In every discussion in which he has yet taken part, he has shown his superiority over all his associates in the laculty of poworful condensation which presents thoughts one after another in rapid succession without the waste of a single wold. And to answer him in the style of an ordinary stump speech is only to tilt with the sword ot harUquin against the armor of Achilles. Morton is not less great as a politician than as a statesman If I were at liberty to print all I know on the subject, I could easily show how much better off the Republican party would be to-day, than it is, if it bad taken his ad vice at times during the past two years.
And Pr^ident Johnson, if he had done as Morton advised him two years ago, would in a!l probability be the Republican candidate for President, instead of being on the eve of conviction before a Republican caucus, commonly called a high court of impeachment. Morton had juBt returned from .Europe whon the Civil Kigbta Bill was presented to the President. He heard in New York of the likelihood or a veto, and came on here in great haste to advise tbe President to reconsider his determination and sign the bill. I met him while he was here, and he predicted in the result of tbe veto precisely what has hap^ned—a rupture between Congress and tbe President, in which the latter would certainly bo pushed to the wall.
