graph mpany have proposed to the Stockholder* to raise $6,600,000. by the issue of preferential shares^ drawing ten per cent. This amount is to be used paying off the claims of the member# of tho Anglo-American Company, who are guaranteed twenty-five per cent, on the $3 000,000 advanced in 1865, to manufiiC' turo anew cable after the four disastrous failures of the preceding years. At pres ent the interest of $760,000 is paid to the Anglo-American, as follows: By Atlantic Telegraph, $626,000, and by the Nev/ York ai-d Newfoundland, 1126,000. Hones, the new arrangement would re suit in a considerable reduction of ejpes ses. The Atlantic, after the receipt of the contribution of the New Tork and New foundland lino, having actually to pay only $625,000, while it now is bound to pay $ 100,000 more, the plan, it is natural to expect, v.ould be approved by the Siochoiders and at tho*poll held to deter mine the question, 31,061 votes were cast in favor, and 8,498 votes were cast against the measure. "State of Georgia" and S We have endeavored to keep ®ur raa dears well informed as to the progress of rebel movements in the Supreme Court of the United States. It will be romem bored thatthisdistinguished tribunal some time ago, disposed of the cases of the ex Rebel politicians who call themselves the States of Georgia and Mississippi, by denying tho prayers ol the bills filed on behalf of the so-called States and intimating plainly that tho cases being instituted for tho trial of political questions, tbfe court would have nothing to do with the matter, and could not be used for the con •enience of partisans. The Georgia and Mississippi bills Were filed in order to help tho political party which acta with tho President, and with the hope that the will, of the people would be overturned by the persons acting as Justices of the Sit promo Court. But those officers were unwilling to bo used for such a piurpose, and the decision was very plain to the effect that they' requirsd a real cale, and not a fabricated ono, to command thejr attention. The intimation was br&d and comprehensive, and could be easily understood. But it does not seem to have restrained tho desperate hopes of the men wh are endeavoring to keep up the reign of anarchy and contusion in tho South. On Friday last another bill upon behalf of what is called therein the Sfcato of Georgia, was filed in the Supreme Court agninat General GRANT, General MEADE and otheis. This Bill, in order to rai-o a claim of right to ask the remedy, suggests that the Treasury of tho State of Georgia is iu danger. The alle^aUiin is false, as it is woll-knownthat thrf party which claims to bo the State of Georgia, took away tho funds of the State Treasury, and neither General GBANT nor General*MEADE has had any control of them. Ia addition, it may bo asked, whit is the Stato of Georgia? There is no iiich ate. The Stato of that name, bound by tlia Coastitution and tho laws to be loyal, severed its connoction with the Federal Govarcnient In 1861. A government alien to the Federal Government, denying ths jurisdiction of th* lattor and hoe .lie to it, was attempted to be set up, and ita allegiance WAS tendered to an alien central government, so-called, which was sought to ba established in opposition to the United btates. From the moment that secession prooeeded to overt acts, the State cf Georgia ceased to exist When the arms of the Union prevailed there was no State of Georgia. Is there any now 1 If so, how was it croated? There Was no State of Georgia at the end of the war, l.iyal to the United State* and ready to rdsume relations with it. The President, it is true, endeavored to set up what he called "a Provisional Government,' but he had no authority to do so in the Constitution or by any law. His protis-

It is true the Republican party has been defeated twice in thfit time, but not by the Democratic party. In 1859 tho State was carried by the Know Nothings. Governor N. B. Baker, now Adjutant General of Iowa, was thus kept from a re-election, a circumstance which Iowa is indebted for his efficient servioes during the war.

His oath of office to "preserve, protect, and defend the Constitution" is of no more 3cope than that taken by every office-holder in the United States to "support the Constitution." duty imposed by either oath is tho same and the justice of the peace who has takea the offiaial oath to "support the Constitution of the United Sates" may as well claim immunity from the laws because he believes them unconstitutional as tho President. tails of a tragedy which recently occurred near Mount Cancel, Franklin county, Ind. They are as romantic as anything which novelists have invented. A young girl, the daughter of -wealthy parents, was educated at ono of the seminaries in Oxford, and it was the intention of hor parents that she should make a match that would give her a high position in the world. She fell in love, however, with a young farmer who was quite poor. The parents forbade her to have anything to say to him, but they managed to exchange letters through the assistance of a young minister. Finally, they proposed to elope, but the go-between became enamored of the lady, and prevailed on her to run off with him instead of the farmer. They eloped and were married, The grief of the farmer knew no bounds. Determined upon revenge, he armed himself with a revolver, and swore that the young divine should die for his treachery. A couple of weeks ago the rivals aiet. and the farmer openly shot down the destroyer of his happiness. A fearful tragedy ended the fond droaai of love.
