We exported nearly twenty-five millions of gold and silver in the same time, which reduced this balance to about forty-one millions for four months, besides taking off more than our crop of gold and silver. The balance must have been settled with gold bonds, which we sell at about 70 cents on tho dollar.
Thus it seems that in spite of the d»depression of hard times and scarcity of montiy, we are rich enough to buy, in four months, eighty-six millions of foreign goods more than our exportable products and manufactures would pay for. And we were in a condition to be so indifferent to expenses as to settle temporarily for these goods by putting out our Governs ment bonds at

When Ail drew Johnson^ assumed thl office of President, he took the oath to obey the Constitution of the United States and to take care that the laws be faithfully eieouted. This Waa a solemn and enduring obligation nor can he plead exemption from it on account of his condition at time $ was admini»t^i«d to him. An attempt to obstruct the execution of tbe law—hot a mere omission amounting to negligence, which would have been a misdemeanor—but a bold conspiracy was attempted, by him to induce the General of the army to aid him in defeating the operation of this law, and when ho had suspended the Secretary of War, he appointed General Grant, withthe avowed purpose Of preventing the operation of the law, if the Senate should decide in favor of the Secretary o£ War, and he? i^» the1Gtei^|»fldid ®4ter into such a conspiracy to aid him in obstructing the, return of the Secretary, notwith-: standing the Senate might decide in his favor. If Andrew Johnson esoapes with bare removal from office—if lie be not fined and incarcerated in the penitentiary afterwards, under criminal proceedings, he may thank tho weakness of Congress, and not his owii innocence. We propose to prove that Andrew Johnson was guilty of tiiisprision of bribery by offering to General Grant if he would unite with.hira in hiB lawless violence to ^assume tho penalties and endure the imprisonment mescribed by law. Bribery ip k)ne of the offenses spefically enumerated for which the'Presideht may be im^eached- and removed from office. a plain, reebrae^violktion'df the Constitution and laws, whidh if it stood alone would make every honest and intelligent man give his vote for impeachment. The President. bf«lj persevered in his lawless course through a longjseries of unjustifiable acts. When the ^ofcalled Confederate States of America Were conquered, and had laid down their arms and surrendered their territory to the, victorious Union armies, the goVefttment and final disposition of the conquered country belonged to Congress alone, according to every principle of the law of nations, neither the executive nor tho judiciary had any right to interfere'with it except as far as was necessary to control it by military, or until the, sov^rqign power of the, nation had provided its civil administration. No power but C^qgress h^d.any right to say whether they should be admitted to .the Union as States entitled to the privileges of the Constitution and yef Andrew Johnson, with unblushing hardihood, undertook to riile them by his own power, :at once to lead them into full communion with the tJaion, direct them what governments to. enact, what- constitutions to adopt, and send representatives to CoBgress according to his instructions, when admonished by express act of Congress, more than once. Repeatedly he disregarded the warning, and continued his lawless usurpations.— He has been known to obstruct the reestablishment of thpse governments by authority of Congress, and has advised the inhabitants to resist the legislation of Congress. In my judgment his conduct in that was a high handed usurpation of 'the power which long ago ought to have brought him tb impeachment and trial, land to have removed him from hi% position of great mischief. He has been lucky in thus far escaping through false logic and false law, but his then'acts which will,.

A tremendous, obligation, heavier thhn* ¥as 6ver assumed by mortal rulers we are to protect or destroy the liberty and happiness of mighty people and take care they progress in civilization and defend themselves against every kind of tyranny. As we deal with the first great political malefastor so will be the result of our efforts to perpetuate the happiness and good government of the human race. The God of our fathers, who inspired therft with the thought of universal freedom, will hold us responsible for the noble institutfons Which they projected inT ^Kpteted us to cwry out.
