The clause in the new bill for the protection of naturalized citizens in reference to the means of reprisal, in case of the arrest of an American citizen by a foreign government, upon the allegation that his naturalization does not dissolve ibis allegiance to bis'native sovereign, meant much. The foreign government so offending, is to be given a chance to repair its error by a demand for the release of the person so seized. But if this request is not complied with, measures of retalia* tion are proposed, so that a citizen a subject of the offending nation, who shall be in the United States, shall be seized and held as a hostage for the relief of the other. The method proposed is certainly summary, and the hardship to the unfortunate foreigner seized here for the misdeeds of his own government, will be very great It will be an excellent method by which to bring a foreign government to a sense of its misdoings, if it should be inclined to yield the point, and admit that an American naturalization nullifies its own laws but if it should' not, a more convenient means of getting up a war at shoter notice could not be devised.

When Charles Anderson, ex-Governor of Ohio, was about to leave Texas, in 1861, having been engaged there some years in stock-raising, he was arrested on his way to Brownsville by the Confederate authorities, to be held as a prisoner of war. Just before starting to return to San Antonio, seeing something wrong With the feet of one of his mules, Anderson stepped from his ambulance, and attempting to take hold of the mule's leg, received a severe kick. To this he apparently paid no attention, and met with no further accident until just as he was entering the prison camp on the Solado he drove over a dog, which yelped terribly. The Governor had a remarkable fondness for dogs and horses, which led him again to dismount, to see if the brute was badly hurt. Endeavoring to soothe him, the dog bit his hand. Raising him* self, with a voice husky with disgust and anger, he shouted: "Anderson's luck I Kicked by the meanest mule ever put in harness bit by the mangiest cur that ever gnawed a bone and taken prisoner by^the meanest apology for a government the world ever saw, and all in one day 1 Drive on, Bob

During the political campaign of 1866 General Joe Geiger was speaking in Butler County, Ohio. The audience was attentive, with the exception of one fellow, who interrupted the General with pointless remarks and questions. At length Geiger said: "Young man, you Beem to have mighty open countenance in the dark suppose you britg it a little closer to the stand, so that we can take a squint at its beauty1,?" The fellow, urged by those around him, was simple enough to go forward, when Geiger, with great solemnity, said: "Young man have you ever searched the Holy Scriptures?" "Certainly I have." We hope every reader of The Tribune will read carefully, thoroughly, and, if need be, several times, the glowing and eloquent letter of Speaker Colfax to the Indiana Convention, elsewhere published. Then let him ask himself if each of th6 statements there made, to the honor of the Republican party, is not exactly and wholly true and, if true, let him ask further whether any citizen and voter of the United States, who, on such a record, fails to vote for the Republican party, is not necessarily wanting either in patriotism or in intelligence. Republicans allow themselves to be thrown upon the de« fensive too much and too often by the attacks of our opponents. Instead of following with denial the petty quibbles and complaints with which we are assailed, we need sometimes to stand forth in positive assertion of our achievements as a party, and rehearse our honorable and glorious record. Mr. Colfax has done this briefly and candidly, yet with telling force. A copy of his letter should go into the hands of every voter in the country.— Ar.

The distinguished novelist, Bulwer, first met Campbell at a dinner party, and was surprised at the apparent diffidence he manifested. The Washington Chroniclesays: "The bark of the dog on Monday evening, a' Dickens' reading, reminded us of an inci dent that occurred in Vermont some years ago. Rev. Mr. D., a venerable and forcible expounder of the Gospel, was ii the habit of frequently rousing and call iug the special attention of his hearers to what he was saying and among the reg ular attendants of the church was a large Newfoundland dog, who frequently planted himself upon his hindquarters in front of the pulpit, and looked the minister squarely in the face. Hon. William Bosson, Chairman of the House Committee on Education and Public Schools, has just received the following proposition from Rev. Dr. Sean, Agent of the Peabody Fund "If a city or town, needing aid, will provide free public schools (properly or« ganized) for all the children of a school going age, numbering not less than 700 and will do it at an expense of not less than $3000 to themselves, will add $1,000 to that sum. For half that num ber of children (350) half the amount of money named ($1,500) we will give $500J and we will give in that proportion for other schools in any Ono place, if they are properly arranged and graded."

It seems to us that il such termB are exacted the people need not look to the "Peabody Fund." It requires that the people do more than they are able.—

It is one of the peculiarities of Mr. Greeley never to be disturbed by personalities that may be addressed to him by small-beer politician*, or persons who failed to succeed in inducing Mr. G. to turn the circular stone that is accounted needful to give edge to their little axe. Not long since one of these persons entered his private sanctum to express indignation at a\Tribune editorial. Mr. was writing, and though violently accosted never looked up. The irate politician roared out: "Horace Greeley, I charge you with betraying the best interests of your party. You area secret foe to Rt calism. You do us more harm than you do good. Confound it, if you'd go over to the Democrats, body ana soul, it would be the best thing you could do. You stay with the Republicans, and $tab them in the dark. You are the worst enemy Radicalism ever had in this country. I once thought you honest, ihough knew you to be a fool. Now, Til swear you are a scoundrel and an idiot!" Here he paused again for breath, as he had several times before, expecting H- G. to make some de fense, or at least reply to the ferocious charges. But he was disappointed. The veteran journalist remained at his desk apparently unconcerned, still scribbling at his editorial. The politician attempted to give vent to another burst of indignation, but he was so mad he couldn't speak, and after a splutter of epithets he hurried to the door. The philosopher then lifted his head for the first time, and called out, in his high, shrill voice:
