Edwin C, Larnea, Esq., Secretary "MY TEAK SIK.—If with an honest regard for my other duties, I could come to Chicago, you may be very sura that -would not send a letter. I should be glad to plead the cause of education the great city ofLlinoie, a State which, within the last eleven years, has taxed Jtrolf publicly and privately more than twenty millions of dollars for the education of its people, and has BO given the highest proof of its interest in the work in which ypu are engaged. But if, under ordinary circumstances and in such a State as Illinois, general popular education iB essential to the common welfare, is it not, in the present extraordinary situation of Jhe country, plainly the most vital and pressing of all questions "At the last census there were more than one million two hundred thousand white inhabitants of the United States over twentynone years of age who could neither xead nor write, and of those more than eight hundred thousand were Amer ican born. A third of a million foreign ere, generally ignorant, come among us every year, and to these are now added four millions of freedmen, craving in Struction. General Howard, a man des« tined to the most enviable immortality in the affectionate gratitude of the most injured of ruces, says, in his report of 1867, that the freedmen aro an eighth of the sovereign people of this country. What necessity, then, is so absolute as the teach* |ng of thia great multitude, as rapidly and as universally ub possible, by all public and private means, the stronger States helping ttie weaker, the richer people the poorer, in order that the devil of ignorance from which springs such a legend of oth» er devils, may ba finally trampled under foot? It is not enough to say that every State and every neighborhood must take care of its own ignorance. Some Stntes and neighborhoods cannot, and some will not. Nor can we skulk from our duty by asking: Who is our neighbor? For who indeed, is our neighbor but every ignorant man and woman in theXTnited States and who is so much our neighbor as any great class of uneducated persons suddenly and necessarily called to share our political responsibilities?
The conduct of the freedmen during the war was nobla, and since the war ended it has been moat admirable. But however just the instincts of ignorance may be in an emergency, intelligence is the only permanent oecurtiy of liberty. It was the primer that slavery called Yankee, and hated. The rebellion was an insurrection against the Epelling book. The shot at Sumter was a haughty and desperate defianco ol the alphabet, and the guns that proclaimed the entry of Grant into Richmond was merely an emphatic notice that school was about to begin. "The fcholars are ready. Of the 3695 freedmen's schools, the freedmen themselves already support in whole or in part 1056, and more than a tenth ofthe 238,342 pupils during the last year have paid tuition. The interest of old and young is uaflagging. The number of pupils constantly increases. Parents strive to support their children while in school, and lay away books for themselves to study during the intervals of labor. They study on the decks of steamboats, in wagons, and on hackstands and General Howard declares that the hopes of the warmest friends of the freedmen have been more than fulfilled. "Once armed with the alphabet, they will be safe from demagogues. Once fairly educated, the angry hostility to their voting, which now disturbs the country, will ioevitably cease. ThuB the education ofthe freedmen is the pledge of national peace. Let us, therefore, be very careful not to invite prolonged and bitter agitation by disappointing these faithful pupils who are so eager to learn these friends of the government and its free principles, whose faith refused to expire in the darkest hour of the struggle, and who, as a race, according to Dr. Draper, thecalmest of observers, emerged from a war in which their liberty was involved, without a single stain. "The causa of the American Freedmen's Union Commission is not that of section nor of a party, not of the North nor ofthe Soutb, but ofthe whole ooun try. It is the healing of the nation. The soldier drew the furrow, the toacher drops the seed, and its harvest shall bury every scar outofsig,ht in golden plenty. Prompt and universal education is the truest and most enduring reconstruction. Every word spoken for it, every dollar given to it, is the since rest peace-offering. "As it was ignorance, sprung from slavery, tbat divided us, so is it knowledge, first born ofliberty, that can alone reunite us. And if we would be the nation that we oan be, if we would make our own hopes real and justify our own faith, we must feel that the words of John of Nassau, although three centuries old, are forever true: 'Churches and schools, good libraries, books and printing presses are better than all armies, arsenals, armories, ammunitions, alliances and treaties tbat can bo made or imagined in tho world.'— "Most truly yours,"

Vict-or Hugo bus contributed a copy of Les Mi.itra.bles to a circulating library. Victor Hugo ba3 written an impudent letter to Louis Napoteon, from his safe retreat. Let Victor Emanuel, or Garibaldi, or Blondm, or Patti, or the Siamese Twins, or Andrew Johnson, or Torn Thumb, or any other of the notorieties, bring himself or herself prominently before the public in his or her own peculiar manner, and presently wo have a lettea from Victor Hugo, attaching himself to tho notoriety of the hour, and securing a share of the gossip. In every rupture of government, in every social revolution, in every volcanic eruption or other up heaval in the physical universe, in every discovery of anew planet or a new patent eoap, pcpl flies open the letter-box of Victor Hugo, and xve have a hysterical note, half exclamation, one-third interjection, and all flatulence,—"Behold me! Victor Hugo'!! the illustrious exile II! I attach myself to you, brother! You are famous? I em famous! Wo are famous! There was a iyre in tho tent of Achilles! a harp in that of Judas Macabssas!— Orlando sont a copy of verses to Charlemange! Frederick A. addressed odes to Voltairel Heroes are poets! Aside from the few who are kneeling there is no more apparent reverence than there is in an American town meeting when an exoiting topic up for discussion. Boys are capering across the room having great glee upon the carpet, the entire arena being spread with carpeting.

A Young Wife's Indiscretions. Not many years ago, a flourishing bu giness man in this city met, courted and married a beautiful young lady belonging to a highly respectable family in .this! neighborhood. They at once took up their residence in a fashionable locality, where, until a very recent period, they have resided happily together. Two children blessed their union. The hueband was engaged in a business which required him to travel a groat deal, and was often absent from home for many successive weeks.
The wife, one of those gay, frivolous creatures, who find employment in nothing eo much as extravagant dress, costly jewelry, and attentions from the opposite sex, sought opportunities, in the absence of her lord, to gratify her unrighteous disposition. Opportunities she found in abundance, and improved them. This Btate of things continued for along time, and probably would have been going on still, had not certain disclosures een made to the. husband by all unmarried sister of his wife, who resided, for a time, in the family, and wbo had not failed to note eome of. the very exceptionable conduct of this very fooliih woman Tho husband expostulated, but in vain and finally a separation ensued. The wife was permitted to retain the two children, and the elegant residence, with all its costly furniture, etc, with the privilege of drawing upon him for such amounts as were necessary to keep up the establishment, while the husband retired to a boarding house. In this manner the separated pair have lived for some time—wo will not state bow long— tho husband waiting patiently for some sign of amendment in his wife's reprehensible conduct. He waited in vain. In-.tead of improving, she became more abandoned than ever before, boldly promenading past the business house of her husband with a contemptible young "swell," for the purpose of showing the bus band, she said, how little she cared for him. This led to another step on the part of her outraged husband, which was to take away the children, whom be lent to the care of a relative, far from the city. They were shipped two months ago.
Since the event last recorded, the husband, I understand,made one last appeal to this erring woman. He told her tbat if she would so regulate her conduct as to convince him that she had repented in other words, if she would cease her daily waiks, her extravagant dressing, and dismiss from her society the "swell" already referred to, besides other young men who are well-known in the community'— if she would "reform" for the space of two weeks—he would return to her. She assented to the proposition. Next day the delighted husband was passing down Fifth Street, when who should he see but his wife, who, hilojet» yocag probationer,"— a candidate for renewed connubial hap» pinets had faHen again into the company of that abominable "swell," and, "bedecksd, ornate, and gay," the twain were sailing long. This was too much. The last link was severed, and the wreck of a once happy household was complete— Last Monday, two weeks ago, there was a sale of furniture at the grtmd residence: the next day, ^e now forsakfen woman went into training for the "Black Crook' at the Opera House, where she has appeared nightly since the piece was produced. The moral is obvious, and comment would be superfluous,
