THE New York Evening Post bas din* covered that now issues of Government bonds of the series of 1864, are appearing in market, leading to the belief that Mr. McCulloch is again resorting to the secret issue of Government securities through some broker.
Metropolitan Misery.
From ft report made by the Citizens Association, it appears that last year over ninety thousand persons became inmates at onetime and another of the public institutions of New York. This number is one«tenth of the eDtire population, and gives a fearful presentation of the misery of the metropolis. There are thirty thou sand vagrant children alone roaming about the streets.
John C- Breckinridge.
John C. Breckinridge, when last heard from, was wandering about Syria in the character of a martyr, nnd telling every body he met that no country except this could ever be his home, but he would not return to it "until he could do so in per sonal safety." "H.G." thinks John had better come home at once, and stop making a wandering Jew of himself. He runs no danger in the United States ex cept of being forgotten.
Results of Contraction.
The effect of the JOHNSON MCCULLOCH contraction policy on the business of the country, is illustrated in the geperal busi aess depression in the city of New York in^the past six months as indicated by the internal revenue returns of sales in several of the leading houses. Thus the sales of Messrs. H. B. Claflin & Co. last year, were less than fifty million dollars, and those of Mr. A. T. Stewart, in the whole sale department, were a little more than thirty-two millions,—a very respectable business certainly in either case, but still showing a falling off of more than onethird from the sale3 of 1866. Smaller houses feel tho stagnation of course, in the same proportion. The opposition will of course use these facts to make political capital for the coming campaign, since it is one of the misfortunes of whatever par* ty may be in power that all the calamities which oppress the peoplo, from taxes to earthquakes, are laid at its door.
The Cretan Insurrection-
Notwithstanding the assertion of the Turkish government, made last year, that the war in Crete was ended, the Islanders continue tho insurrection and th9 problem which is before tho Sultan seema quite as remote from a solution as ever. The Cretans fight with great determine tion, but they have adopted a policy less aggressive than that which thoy maintained in the beginning of tho war. They stand upon the defensive and, favored by their mountains, which, by proper means, can be made almost inaccessible,they weary out the patience of the Turks and cause them severe losses by disease and by sudden attacks upon small parties which are cut off.
The United States ship-of-war, Ticon deroga has arrived upon the coast of Crete to look out for our interests in that quarter. She ought to have been there long ago. All the European nations have war vessels upon the Cretan coaBt. The United States has important interests there which also ought to be attended to.
Sharp competition.
The chances for the Indianapolis Democracy to seoure the meeting of the National Democratic Convention at our State Capital, are growing "small by do grees and beautifully less," as the 22d of February—the time when the momentous question is to be decided—approaches.— Competition among tho principal citie West and East is becoming exciting Louis J. BOGY, of St.. Louis,—tho gentleman who beslobbered Piratd SEMMES with such a nauseating spread of flattery on the occasion of bis recent appearance before the people of that city—is in Washington with plenary authority to make the most liberal terms. WASH. MCLKAK has boon in New York for some time "working like beaver" in the interests of Cincinnati, and will be in Washington with strong reinforcaments to meet the National Committee. Chicago, which can nsver be content to-allow any prize to escape her grasp, has a delegation in Washington operating most industriously in her behalf, while Philadelphia, Boston and Baltimore are preparing to enter tho list with munificent offers. We fear Indianapolis will stand a slim chance in the crowd of applicants backed, as they will be, with immonso offers of the "sint wa of wnr," "sinews'' quito aa essential in political as in mili* tary campaigns.
McArdle Case
Although tho opinion of tho Supreme Court, on dismissing tho bill filed to test tho constitutionality of tho Reconstruction act, decides that an injury to person or property must bo actually perpetrated before redress can bo obtained, yet it dys not seem likely that the MCAKDLE habeas corpus case can be brought within the principles laid down. Mississippi rose in insurrection, and poaco has not yet been restored. The State is h^ld under inili* tary power, and au offense as gross as that commited by MCARDLE can certainly bo punished by a military commission. No officer who desires to maintain order would allow the publication of an article headed tho "Scoundrclism of Satraps," and calling several generals by name cewardly and abandoned Til'iains, deserving to have their heads shaved, ears cropped, foroheads branded, and their precious persons lodged in a penitentiary. As ORD,the commander, was mentioned by name., he could not do otherwise than order the arrest of MCABDIE. The absurdity of permitting these unrepentant Rebels to rave, recite and wander around the land is sufficiently apparent, and no argument is necessary to support General ORD'S coarse.

dent." When plans for the relief of the national finances are under debate, it will be well to recur to those documents for a few valuable hints. The removals and appointments in the Internal Revenue service during the year 1866 were made by the President alone, without consultation with the Commissioner and indeed Mr.
Rollins soon ceased to make any recommendations to office, knowing that they would not be regarded. He believed that the changes made by Mr. JohniJon had co3t the country many millions of dollars Many of the most competent and vigilant officers were removed for purely political reasons, and corrupt or inexperienced men appointed in their places, and "as a rule, in those States where removals were largely made, the best men were removed." On the other hand, officials whose removal Mr. Rollins had for good reasons request ed, and against whom he had filed formal charges, are still retained. Io view of the damaging character of his testimony, it is not at all surprising that the Commissioner himself should have been turn' ed out.
Elevated Kail ways.
The New York papers contain interesting details of a plan recently proposed by Mr. E. M. BAENUM for an elevated railroad, to be built of. corxugated, or fluted iron columns planted in cast-iron bed-plates or sills resting on sojid concrete or. rubber work, the columns to stand ht tho curb-stone, with crosstrees or beams at the top the rails to be made of wrought iron, and the columns to be used for lamp posts. The vehicles to be used are to be cottage cars, propelled by steam, with entrance through doors in the side. Depots aro to be placed in every eighth or tenth block, and the faro is to be collected at tho depot, and not in the cars. Between the rails is to be a wrought iron sectional tube, for a Pneumatic Dispatch, to be used for the transmission of letters and small parcels. By this plan it is claimed that workmon can be simultaneously engaged along the entire route without interfering with each other, and a double track be completed from Wall street to Harlem in 100 days. Tho only excavation necessary would bo to plant the bed-p!ates or sills for receiving the columns, and this work always occurring at the curb, no binderance to regular bu siness need arise. No public or-private property need be taken, only a space unnecessary for other purposes. A uniform and ornamental series of lamp-posts and awning-frame supports would replace the present cumbrous and unsightly l&mp and awning"posts. By reason of the elevation of the cars, there could be no collison with carts, drays, or heavy teams. An especial advantage would bo gained on all public days, or in seasons of deep snow, by tho increased facilities for travel. Up-town and down-town trains being on independent tracks at the opposite sides of the same street, there can arise no delay in one from the temporary stoppage in the other. Elevated railways can be erected in the narrowest streets as easily as in avenues, and with as little obstruc tion to light or to local business.
Another White Honse domination for the Presidency—Make Way for Sherman.
Andrew Johnson is a great man. He is not, perhaps, quite up to the calibre of Andrew Jackson, but he is still a heavy gun of along range. The radicals will have it that since the day of his entree In to the White House he has been, like Ty ler and Filmore, working his wires for another term outside the lines of the par tv to which he owes his elevation. Admitting this, we still maintain that, in dis covering that nothing on his own account could be made out of the stupid Democo racy, only a great man in his position, prepared to sacrifice himself on the altar of his country, would still devote himself to the thankless task of hunting up and bringing out a Democratic candidate, whereby the blessed Constitution may be saved from the destruction threatened It b^"radical fanaticism.
This Is what Andrew Johnson has been doing ever sinoe he discovered last fall that, in the Democratic camp he is overshadowed by every inside Democratic possibility from General McClellan down to Mayor Hoffman. "Very well," says Andrew Johnson "you do not understand the situatioi|fjrou laok the clear perception of John van Buren, and I must therefore stand aside but still the country must be saved. You must not repoat tho copperhead blunders of the Chicago-V&llandigham Convention. I have turned the popular tide in favor of the Democratic party my policy is your your policy but, mark me, you must have a candidate thoroughly identified with the war for the Union, or you will again be shipwrecked as in 1804.
What, then, do you say to General Hancock? He is a man of the old Washingtonian type. He has shown more ef the sterling qualities of George Washington in his administration of the affairs of the Fifth Military District than any soldier of the present generation, and he has something of the figure of Washington. Look at him. Is he not the man?-' As when Jupiter, in answer to the prayer of the frogs for a king, threw a log down into their pond, the sudden splash startled ihern and set them all to jumping, so were the Democracy startled with this White House nomination of General Hancock. But, like the frags, thoy soon rallied, and then, after a brief inspection of their aovereign, they turned thr-ir backs upon him and croaked fox something better. Pendleton, Pendle. ton,'1 was the copperhead chorus from tho West while from the East came a medley of voices calling fc-r McClellan, Seymour, Parker, of New Jersey, Jerry Black and others but never voice for Johnson.
Never weary of well doing, however, Mr. Johnson next proceeded to smoke out Gen. Grant: but when smoked out he stood forth in such terrible bristling and forbidding regimentals that he was at onco exalted as the king of the radicals.— This would have been a finishing blow to a man of feeble will aud limited resources like Tyler ot Fillmore or poor Pierce or Buchanan it was a stunner even to Johnson, but only as a nine days, wonder. He has fully recovered from the unexpected shock he has been studying the proportions of this giant of the Philistines, and has found the champion to meet him.

But as he is about to take the ptump for their enlightenment, it is ho more than right that they should have all the proper information about him. He was at the' Chicago. Convention of 1864, which nominated McClellan and Pendleton, and in some of the sido meet ings attending that gathering he spoke with great acceptance How he spoke will be seen from the fallowing extract from a report of his speech in the Chica go papers: 'Since the day when Ahasuerus issued his edict for the murder of the Jewish nas tion, a more gigantic crime has not been recorded than the recent edict of the ignorant baboon at Washington, calling lor half a million of your sons and brothers, for a fresh immolation to the Abolition god.' "By 'ignorant babooh'Ms meant the late President Lincoln, by 'abolition god' it is doubtful what is exactly meant, un less it may have been the salvation of the country, which was secured by the reinforcements—in a great degree of New Hampshire "sons and brothers"—then called for. The report '-of Mr, Dean's speech closes as follows: "But with all the vast armies placed at his (President Lincoln's) command, he had fatted I failed! I failed!!! failed H1 Such a failure had never been known. Such a destruction of humjp life had never been known since, the destruction of the army of Sennacherib by. the breath of the Almighty. And still the monster usurper wanted more meo for his slaugh-ter-pens. Mr. Dean closed hus remarks amid the wildest shouts."
