Barbarons Treatment of tbe Insane Eastern papers contain heartrending accounts of the destruction, by fire, of the Duchess county, Naw York, Alms House, which occurred a few mornings since, from which we glean the following par ticulars, quite sufficient to show the heart less brutality of the treatment of the in sftne in a part of the State of Now York where,in the^vicinity of the city of Pough keepsie—it might bo supposed the modern humane usages would prevail.

It is indeed natural enough that a liberal and enlightened statesman like Bifirnarck would not let such a favorable occaion escape to secure the friendship of a great power like the United States, and especially the.friendship of tha powerful German element in this country, particularly as he must know that the sympathies of the great majority of the Germans in the Utiion wero on his side during the whole of the late great struggle in Germany. Such friendly words after all are exceedingly cheap. Nevertheless they prove what great importance the Government of Northern Germany attributes to the friendship of tbe United States, and the thought is very natural that the hope of rJfrassia^o purchase our ironelads at the. cheapest rate is nearly related to these assertions of friendship"

Grant's alleged deficiencies of culture, and aro comparing him to Jackson, Taylor, Harrison, and other of ourilliterate great men to show that education is not essential to greatness. These concessions are quite superfluous. Gen. Grant was thoroughly educated at the nation's expense, and graduated with average credit. It may be alleged that he was only very moderately successful as a trader, merchant, or business man. Bat ther&is no ground for alleging that his education or mere literary accomplishments were inferior to those of Gen. McClellan,,. Jefferson Davis, or any other graduate of West Point. Still less is there any ground for classing him among those public men who have had to surmount the obstacles arising from inadequate mean* of education, like Abraham jLincoin or -Ilka our present President, whose wifetaught Mow write and cipher.—N.
