Monday Morning, February 17th, 1865
One of the most prominent candidates for the office of Governor of Georgiai under the new Constitution, is Mr. Henry T. Farrow, a lawyer of Atlanta, and now an extreme Radical in politics. He is a native of South Carolina, served in the urining and Nitre Bureau of the Confederate army, and is described as a man of fine personal appearance, and an exemplary member of the Presbyterian church, though he fought a duel a few months since with .the editor of a neighboring
newspaper.
Jho. D. DEraEES, Congressional Prm ter, in a note to the Tribune, ^ives the following apportionment of last years printing: Printing authorized by act of Congress, $232,994 83 ordered by the Senate, $86,269 75 ordered by the House ot Eepresentatives, $453,339 07 ordered by the Executive and Judicial Departments, $756,980 38. Total, $1,630,584 93. By reference to statoment No. 1 in the report, it will be seen that a large number of the public documents ordered to be printed, either by law, by order of the Senate or the House of Representatives^ •were for distribution by the Executive departments and bureaus.
It will be seen that almost one-half the printing and binding was done for the Judiciary and Executive Departments of
the Government.
Protection of Railway Passengers. Among the greatjvariety of legislative* efforts for the protection ol life on r/iil* roads We notice that a bill has been prei sented in the Pennsylvania House ot Eepresentative prohibiting tho use of oil or explosive fluids for lighting purposes in cars: alio against tho practice of locking the doors of cars when traveling.
Both these propositions appear reasonable, and their general reduction to practise might be beneficial. The fact that one or two accidents and car burnings on prominent railroads have been caused bj the burning of kerosene or oil Iampr shows the necessity of prohibiting that method of lighting. Tbe terrible conse* quence of locking tbe doors of cars when in motion has bean ehown by several severo disasters. Onco a locked car is thrown off the track and overturned, thero is no means by which tho impriBon» ed passengers can escape and, if the car should take fire, as is frequently the caBo when there are lamps or stoves therein^ the baplessvictimB are roaBted alive. The necessity of having some regulation, by law, which will diminish danger from such cause?, is too plain to be further evaded by thoughtful and conscientious legislators.
lUeSouthern loan.
The general expression of tho Republican press throughout the North, on proposition to lend twenty millions of dollars to the South, is to the effect that such a proposal thould not be entertained for a moment.
Projects of this_8ort, as has been wisely •aid, would increase pauperism in the South to a still greater extent tban now prevails there. The result of such a measure would be to induce the planters to neglect their business for tho purpose of securing a loan, nnd the money, when obtained, would be lavishly spent on present seeds, without a thought of the time of repaymont. The amount mentioned, if equally divided among the population, would give only a small sum to each person, and two hundred millions would not be sufficient to extond such assistance as the South now asks. The disregard of tho practical rules of credit never, in reality, brings relief. Hard work is tho only panacea for the ills of the South. The people there, icstoad of putting thoir shoulders to the wheel, are begging for meats to employ other people who will work. Last spring the planters were borrowing seeds from the famine committee, under a promise to return tho same quantity,or its value,from the crops but in very few instances were the promises fulfilled. The South i3 now suffering from having "robbed tho cradlo and tho grave," to carry on the contost, and cannot be reinstated to her former proud po sition by any system of financiering.
The Ocraocracy Horrified.
Tho Washington correspondent of the Ohio State Journal says "tho lamb-liko Democracy aro filled with alarm at the proposition to replaco tho expensive Capital polico force by a detail of regular soldiers.''
Of course they are. How can they be expected to endure the sight of the bayonets and the blue It reminds them keenly of the late "onpleasantness," and lacerate# their tender constitutional feellings dreadfuLy. They see in this proposition another Radical blow at cons'itutional liberty. Tho atago talk of their orators in Congress when dwelling upon this awful subject, is garnished with such phrases as "military despotism," "law cf the bayonet," "endangered liberties of the people," and other alarming expressions, such as the Democratic mind is wont to use when giving utterance to its agonizing apprehensions over the future pros, pect of "our poor distracted country."
Wo noticed that BROOKS, of New Tork, led off against the proposition, and,'us might be expected, his paper, the Evening Express takes up the outcry. It naj s: "Soldiers are well enough in their place, tut their place is not in or around the Capi^ tol, in which the Bspresantatives are debating the affairs of the nation." This is characteristic and consistent The soldier must take a back seat, now that his'services are no longer aeoded to protect the Capital from the assaults of the South«ro Democracy, and keep himself "aha. dy.' To be sure, he saved the Capital, but he did it at the expense of taking some Democratic livei, and of harrowing good many tender Democratic sensibili. tiflSj and he must make amends therefor} lie must "conciliate." Tbe nearly complete substitution fcy Mr. Beecher (even in his prayers) of the characteristics of a popular lecturer for those of a Christian preacher, the simple enthusiasm with which he appears to take it for granted that all the great social problems have been practically solved bv the institutions of the United States, the supercilious tolerance with which he expresses his satisfaction at the spread of Methodism and Popery in parts of the Union sufficiently benighted to stand in need of thorn, and the florid rhetorical terms on which, as the character of his prayers proves, he considers himselt to stand with his Maker, ate all calculated to raise a smile. Positivism regarded as a religion has something in common with St. Simonianism, and some other systems of the Bame sort. In ali ol these, however, dissimilar thoy be in other respects, and they certainly are exceedingly unlike each other, there isone common feature—the intense effort to construct a religious theory of this present life independently of the existence ,o_f Jho possibility of any other. This is the whole eist and essence of tbo religious side of Positivism, tor of its philosophical aide we say nothing. She made a failure. A lire, desperate, seemingly hopeless failure. But she remombered that many a great genius, had failed at first, only to triumph fit lnst— There was a plucky spirit.in the girl's heart, and she did cot turn to the sewmg machine as a last resort.
Retiring again to private life, she began to labor at art as no galley slave ever labored at the work to which he was sentenced. Her days afid her nights were given to the worship of the goddess which she lovsd, and on her reappearance on the stage, she was tolerably, if not brilliantly, successful.,.
Her great virtue was that she did not consider herself perfect" but day after day, and night after night, she kept "up that uncoaaing toil which has *?ow made .her, sir, one of the most celebrated women oi the age, and the only pure blood prima donna assoluta whom America can boast.

A Lawyer in a Fix.
The tenacity with which a limb of the law struggles after hiii foe, when a case is concluded, can only be likened to the desperate efforts of a drowning man to catch something to support him. In fact, in either case, hu will havo it or die in the attempt. This was illustrated in a case developed yesterday. A young lawyer, sumo days ago, defended a cyprian arraigned before the Recorder on a charge ot vagrancy. Ho procured her acquittal, but she v- alked off without paying him the $10 duo for hi3 services. He became indignant, and resolved to have his money at all litfzards. Yesterday he started on an expedition to effect its recovery.— Tho name of the damsel is Minnie CastelI-., but is also known to the police as Minnie "Baltimore." The lawyer visitod b?r rooms on Fifth street, near Biddle, nad, according to his statement, she not only protested she bad no money, but asserted that she viras suffering from hunger, and asked him to lend her $1. Stir, red by a noble generosity, rare in a lawyer's bosom, he drew out some money, and wai about giving her gome change, when she enatcned a $50 which he had in his band and decamped at a headlong speed down a daik stairway. Our hero feared to follow, nr.d, after ruminating a few minutes, he departed in search of a policeman.
