Additional Tenure of Office Bill.

The very important bill passed by the Senate on Friday last, is the same in its main features as that reported by Senator Patterson, ot New Hampshire, a few days since, and is designed to correct a serious evil. It provides that at and after thirty days from the passage of this act no general or special agent of the President, or of any of the departments, bureaus, or branches of the government, by whatever name or designation he may be known, nor aDy railroad commissioner, except such as uro authorized by statutes specifiying the duties and compensation of agents so authorized to be employed, shall be appointed, commissioned, employed, or continued in offico. Revenue agents or InBpeotors of Internal Revenue, and all other general and spscial agents in any department whose duties and compensation are fixed by law, are included in thiB provision, as are Railroad Commissioners, and shall not bo appointed, commissioned, or continued in office, except as hereinafter provided.

The term of office and employment of all such Railroad Commissioners and Inspectors, in office or employed at the time of the passage cf this act shall expire thirty days after its passage, and hereafter every such agent, commissioner or inspector whose employment is provided in this aot shall be appointed by the President, with the advice and consent of the Senate but such agency or inspectorship may be discontinued at pleasure.

The Treasury department may have twenty.Evo general and special agents appointed in this manner, with the consent of the Senate, their pay not to exceed •ix dollars per day and traveling expenses and the secretary himself mey appoint twenty-flvo more, a3 now provided by law, to aid him in the prevention and selection of counterfeit government money 01 bands, and he may also appoint temporarily, on the nomination of the comptroller of currency, Euch National bank examine era as are needed.

The Postmaster General is authorized to appoint route agents, whose pay shall not exceed $1000 per year, and also twen-ty-flve postoffice agents. The Secretary of Treasury and Postmaster General must report at the beginning of each session the number of their agents, the nature of their senjjco atid cost of their employment, and they must be paid out of money specifically appropriated for this purpose.

The Secretary of State is authorized to appoint five special agents far foreign service in his department may pay them out of the contingent fund, and is not required to report to Congress. The President may appoint with the advice and consent of the Senate fourteen additional Indian agents for the country east of the So:ky Mountains at a salary of $1,500 each, and may discontinue such agencies at his own will.

On this (Moaday) tnorning tha threfc children of Mr. F.Ward, our County Survoyor, were coming down the hill on the oast tide of the cast branch of Black river, in a covered carriage, driving blind horse, when tome other childrejii ran up behind the carriage and Mr. W.i' children looked around tho top to seb them, and probably in so doing the horse was reined to tho right of the bridge, when he crossed the sidewalk and broke through the slender railing and pitchejl off the rocky precipice 31J feet to an icy and rocky foundation below. ve^ry severely, perhaps not fatally, aid injured and bruised the little girl, and the youngest boy quite severely, but not dari« gerously. They were taken to Judge Burke's residence near by and a physician immediately summoned, the parents sent for, and everything done to alleviate their sufferings. The oldest boy was dangerously injured, but may get better, the others will probably soon recover,-j— The great wonder is that they were not all instantly killed. It resulted from the innooent carelessness of children.
