THIS New Orleans Times of tha 30th 8»ys: "A rumor waa current yesterday that General JameB B. Steedman, the present Collector of Internal Revenue, had tendered his resignation to the authorities at Washington, to tako effect at the expiration of one year from the date of his appointment. The many friends of General Steedman will hear of this determination with profound regret.'

So far as we are informed, the friends of STEEDMAN are confined mainly to that very select circla the ex.sutlers of the District of the Etowah whose profits were wont to be divided with JAMES B. Had it happened to the national bank note, tho part recovered would not have been identified by tho bank, and it would have been impossible to have realized anything.

A Significant Fact.

Thero is more significance in tliia resignation than appears on its face, as will be painfully apparent to EDOEETON aad his friends, during the campaign. When the Democracy exhume anotner fossil, they will bo more careful to look to his record during the years of his suspended political animation. Whilo A. PETER has besn beneath the Burface of political life, ho has had mat« ters of much greater personal moment to attend to than the manufacture of such a roeord as would fit him for his present trying7position. Some of these matters are connected with the management of xne W. & E. Canal, ani will be ventilated at the proper time.

Such intelligence as we have from the Alabama election—at the present writing —indicates the probable defeat of tho new constitution. This unfortunate result, if obtained, is due to the singular, unnecessary and unjust feature of tho original reconstruction act which requires a majority, not of all the vote* cast, but of ail the registered voters, to carry ratificationThere is neither sense nor reason in such a provision and, whatever may provo to be the result of the election in Alabama, Congress should see to it that the loyal men who are carrying forward tho work of reconstruction in other States are relieved from the workiug of zo 'obstructive and objectionable & provision. It is enouga for the Unionists of the South to be required to vol"? down active, voting opponents of reconstruction but to have the votes of loyal men neutralized by the indifferent, sick, d«ad and other absentees, is to pile the burden on tho shoulders of the friends of restoration with quite too lavish a hand. Whatever may bo done with other sections of the pending supplemental oconstruction bili, that section which cor.rccts this gigantiG evil should be speedily pressed to a final vote, and a finni vjie, in tLia case, moans .: passage' uvvr an ExecuUvo veto.

Tbe Charge of Drunkenness against General Grant. The copperhead newspapers and the Wendell Phillips school of radicals are singing in chorua just now a song of grief arid wretohedness over what tSey call General Grant's drurifcenness. These chorus singers being General Grant's eneuiios, we do not wonder to hear this singsong from them. But, the Commercial, which is not or.o of the most zealous ef Grant organs, puis a quietus upon this falsehood. It says '•Observe that not one of these, demon, strativo persons kaoWo anything Or hu, her, or its own knowledge. They have he-ird minora, «md forthwith the long-roll is beaten. The whole of these rumors grew out, of a single allegation. This, tor a wonder, is tok'rab'y explicit. It is that General Grant was seen drunk on the street in Washington, on Sunday, the oth of January, about the time the people were returning from church. Some one said he was, etc. We have not yet the uame of any one who saw, or says he saw. or st.vs he thought he saw, General Grant on the occasion referred to. Happening the other day .0 rceat a gentleman who Waa with General Grant on the evening of Sunday, the 5th of January, and who is very well acquainted with Mm, we asked what General Grant's condition was. We were promptly answered that he was porfectly sober, and that there was nothing in his appearance to indicate habits of hard drinking. This testimony is a3 responsible as it is explicit. We presume it can be backed by all the confirmation needed.'

The Present Situation Italy. A Florence letter in the Paris Tempa gives the following details respecting the situation of Itaiy and the state of parties

Italy has not over 400,000 soldiers at present under the flag her army consists of mily five clauses of 50,000 each—those of 1862 to 1860, and the last named has not yet .assembled, although called out, Tho .- umber on paper ft, therefore, 200,000. Instead of 200,000 needle guns and 60,000 Ohessepots stie is said to possess, Italy has only 25,000 guns of a new Eng iish patent. She will eventually have 202,000, 25,010 having to be delivered every month until that number is attained. As to the fleet, for ten flrst-class ships of the line in the port of Naples, read three of the second class, and these only flttinout. Italy, at the present moment, not ready for any thing such is the truth. She expects to be prepared in four or five months. 1 must add that for the present moment so far as I know, the current of Italian di cldmaoy does not tend to a rupture with i?raacej and to an allianco with the poBsi ble advoisuries of the latter. Seneral Grant and His Oefaniers. No sooner had Genoral Grant retired from the War Office than stories were put in circulation that he had broken faith with the President. The Washing too. correspondent of the N. Y. World was the first to put the ball in motion, and all the copperhead papers followed suit.--It was positively asserted that members of the Cabinet who were present stood ready to testify that the General, in his interview of Saturday, promised to con fer with the President the next Monday upon the course to be pursued by the former toward Secretary Stanton, which he did not do. After due Waiting General Grant and his friend, General Sherman, quietly waited upon the President to in? quiro into the truth of the report that the charge of bad faith originated with him. Bearded thua in hi' own hall, Johnson came out with a complete disclaimer, thus putting to rest this charge of prevarication preferred against the General by his copperhead defamers.
