It was a remarkable coincidence that throe of the oldest and best known citizens of Washington died near the close of last •week witlun 24 hours of each other, Peter Force, proprietor of the famous library which bore his name Hon. "Wm. h. Hodge, Assistant Secretary of the Treasury under the administrations of Tyler and Taylor, and Joseph "Williamson, for many years attached to the military household of Gen. Winfield Scott. They •were aged respectively, 78, 79 and 73,

English Slavery.

We find in the New York Mails, statement to the effect that three hundred and thirty thousand men and boys are constantly employed in the coal mines of England and Wales. To any one who has read the book which created such a sensation across the water a few years ago— The White Slaves of England—this statistical reminder of those mines is naittful. How many thousand women *%n& girls are also employed at the present day we do not know. It is time that a second thorough examination were made} to see if any good results came from the book. ..

An Engltoh Opinion.

The London Telegraph in discussing the character of Qen&al GRANT and the probability of his election to the Presi dency predicts that if called to occupy that exalted position tie would probably "look at the facts" in regard to all que«» tions brought before him, and restrain his action within the limits of his legitimate authority and it describes him as a man who respects both equity and law, who never departs fronr solid ground, and who is prabably one of tho least prejudiced persons throughout the length aod breadth of the Union. It ii possible for the Taurine intellect occasionally to con ceive a correct idea in relation to Ameri can affairs, as these comments of the Telegraph demonstrate.

A Singular Controversy. Our exohanges make mention of curious question of the construction of the Legal Tender act" which has been taken up to the Supreme Court from the courts of Oregon. In that State, it appears, the Sheriff is required to pay over to the •County Treasurer tho full amount of State and school taxes in gold and silver coin and the County Treasurers are required to pay over the State tax to the State Treasurer in alike medium. The county of Lane contends that these laws only de fine the duties of officers charged with the collection of taxes, and do not affect the right of citizens to pay their taxes in legal tenders, and insists that this right cannot be destroyed by inference hence, the county declined to pay over in gold tho taxes due. The State of Oregon, on the other hand, says that a tax is not a debt, and can be collected in any shape that the Legislature mayJpreBcribe, as, for instanc€ in wheat, cotton and tobacco, as was customary in former times. The ground of all the decisions relieving debtors of the obligation of payment in specie has been based upon the occurrence of the phrase "lawful moneybut as this point does not arise, the decision will turn upon the powers of a State Legislature.

The Far West.

An exchange complains that the Ter« ritories of the United States have been so cut and carved for the last eight. or ten years that it requires great research to ascertain oven the names of the different budding Stales. The complaint is well grounded. For reasons that are hard to bo divinod the boundaries have been diminished and expanded, twisted and turnod, and the geography of the region is hopelessly confused. The maps of 1866 lay down Wyoming as ono of the new territories but it never came into being, and is now annexed to Dakota, making that territory look something like an irregular dumb*bell, or the fabled gerrymander. Under these circumstances, as the population of the annexe increases, and more frequent communication with Yankton, the capital, becomes nei cessary for the purpose of obtaining Leg ialative favors, the inconvenience of the journey causes loud outcries for a remedy. The development of the mines on the Sweet wator river has brought together a sufficient number of persons to constitute a separate territorial organization, and the Dakota Legislature has been asked to memorialize Congress for the division of the two territories now joined together like the Siamese Twins. The name of LINCOLN

has been suggested, and there is

a favorable opportunity to record the fame of the second WASHINGTON.

Public Expenditures Eefiuced. The Philadelphia Inquirer thinks a dif Terence between the Wnr and Navy De partments has-been shown lately, much to the credit of the former, by a great reduction of its expenses, while in the latter I no attempt at reduction has been made, comparison us just. Success in this project being so satisfactory, it is to be hoped that an -effort will be made to discover other subjects upon which the pruning-hook of retrenchment can be used with advantage to the main trunk of the national tree,

Arrest of American Citizens. The bill for an act touching this matter, introduced by Mr. Banks, is all very well, and should be passed and British subjects within our limits should be liable to be seized and imprisoned in every instance where American citizens are subjected to like treatment in Great Britain. But the public impatience will not be content to wait for the slow process of passing laws to meet the exigencies of such cases. They have the -right to demand that their authorities shall, without any delay, without waiting for legislative action, interpose for tho relief and perfect protection of citizens who have been made the victims of the exorcise of arbitrary power on British soil. England touched our pride and hu miiiated us by the manner in which she intervened to demand the surrender of Mason and Slidell. Let our Govern mont now exhibit as resolute and defiant a purpose to protect American citizens, a3 England did to protect men who were not her own subjects, but wero under the protection of the British flag, when seiz' ed by lie. We have the ground of right and justice to stand upon when making a peremptory demand that our citizens shall not be molested when no offence h&s been committed, and that proper reparation be made in every instance where they have been subjected to arrest and imprisonment witboui a shred of evidence that they have done any wrong.

It is surprising that England does not perceive the folly and the madness of the oourse she pursues toward' Ireland and those presumed to sympathize with her in her efforts to escape from the clutches of English dominion. All the world knows by heart the wrongs Ireland has suffered through the Government of Great Britain, and all the world would hail with gladness the day when she shall be free Here in America there is a deep and active sympathy felt for the cause of those who are striving to achieve Irish Independence. Call it Fenianism,, or any other name. It is the cause of Ireland that has touched the heartB of our people, and there is not a day that America would not send up thundering acclama tions which would, be heard across the sea if Irish independence and nationality should be attained, either through the voluntary action of England, or by means of successful rebellion In Ireland. But a traditional and just regard for the supremacy of our own laws has restrained our people from engaging actively in support of Fenian movements against Great Britain. The course of that Government, however, toward American citizens^ directly calculated to enlist American money and American men in the Fenian cause. Obligations are mutual. And if England violates her own side of the obligation, there is no principle of justice or international law to restrain Americans from aiding Irishmen in escaping from the grinding oppression of a Government which flings into jail American citizens who have committed no offence, on the mere suspicion that they are the friends and allies of Ireland.

We earnestly trust that our authorities at Washington have already fulfilled the expectations of the American people in this matter, and that dispatches have gone to England asserting the rights of American citizens and the purpose of the Government to protect them in terms such that England will not deem it prut dent to disregard. This is no time for miacing matters. A little of the spirit of Captain Ingraham, in the Kostza affair, and of Great Britain in that of Mason and Slidell, is what the people want to see, an$ they will support the Government in any demonstration it may make. It is safe enough to assert that if Great Britain disregards our remonstrances on this subject, the whole nation will be turned into a Fenian camp, and the cause of Irish and American nationality and independence will become one.—Missouri Republican.

AnjUnpleasant Chapter in His His lory. We find the following in the Baltimore Post: Black passed through Cumberland Maryland, on his way from Washington City to Somerset, Pennsylvania. It was just after the 19th of April, when Const! tution-loving Democrats of this city had shot down unarmed citizens of Massachusetts who were hastening to defend the threatened capital of the nation. The people of Maryland were considering the question whether Maryland should secede. Judge Black was consulted in the Severe House, in the city of Cumberland, by a citizen of Maryland, on that grave question, nnd gav« it as his opinion that Maryland ought to secede, that the only hope for tbe country was to adopt the Montgomery Constitution, which, in his judgment, was a better one than the Constitution of tbe Union and that the secession of Maryland would conduce to this end and ought at once to be accomplished.— At the time, in Cumberland, no secret was made of this opinion of Judge Black, It was publicly given as a reason for secession by the friends of that measure, and had a great weight, coming from a man who had just held a position in Buchanan's Cabinet. This man Black is now one of the leaders of the Democratic party, as he was then. He shapes its pol* icy, makee it platforms, writes the Messa ges of the President, and disposes of the patronage of the Government. Should tbe Democratic party come into power, the nation would be obliged to go to war again to save the Government from de struction,

Then greenbacks would be prefers* bleto coin in our mining regions, because less cumbrous,more easily carried, and lest exposed to the depredations of robbers*— We should thus nave not less bat more money than at present, unless we should ourselves reduce the amount by running on the Treasury for coin.

Interesting Dtsclp The representative 'of the New York Tribune in the City of Mexico has procured copies of some Interesting papers brought to light out of the archives of the late Empire. Most of them, it will be seen, refer to the peculiar relations of two New York papers, tbe New York Herald and the Freeman's Journal, with the Empire, One John Fulton informed the Imperial Consul in New York that he had made «n arrnngement with tho Her. aid, according to which two columns was to be given gratuitously every fortnight to a Mexican correspondence, apparently impartial in its character, but really designed to gain friends for the Emperor.— "It causes laughter," says tbe Consul, "to think such a thing has been done with the editor of'such a paper as the Herald, which all the world knows refuses to publish any works for which it is not well remunerated." The Herald, however, subsequently brought out a number of sharp articles against the Empire, which the Consul explains by sayiog that "it can easily be deduced that he desires to obtain some important concession from the Empire, if in return he ceases his repeated attacks.'' As to MJr. McMaster, the editor of the Freeman's Journal, he neither asked nor expected any pay, but voluntarily offered his sorvicea, because he thought that this Republic was ^exploded," and that the star of the Empire in the

New World was rising. He despaired of his native land, and therefore offered to take charge of an English paper iu the City of Mexico.

ChestA somewhat rare and novel incident took place recently iii the lower end of Paradise township, York county, Pa. In the locality stated resides a family of deaf and dumb, consisting of ono man and two women, brother and sister, named Atiders or Anderson. Tbey had a brother in Richmond, Ya., now dead, who was very wealthy. The brother procured a farm for his deaf and dumb relatives, some distance below Berlin, in Paradise township, and employed a man to. take care of them. They were very industrious and stingy, saving every cent.

A short time ago the laBt survivor of them died, and the sale was made of their effects. Among these was an old diest, which was purchased by a neighbor. Upon removing the chest some suspicion was excited that there was something unusual in the appearance and weight of it, and upon examination it was discovered that it had a "false" or two bottoms, be* tween which were secreted several small bags of gold and a large amount of bank notes on the York County bank, in the aggregate amounting to a very large sum, probably from $5,000 to $10,000. It is stated that suit has been instituted by the heirs to recover the money.
