ial HOWARD'S letter explaining the cause of distress at the South, and suggesting a remedy. The great trouble has arisen from the obstinate adherence of the plan* ters to the cotton crop instead of cultivating corn sufficient to feed the population. The experience of last year should certainly have taught a lesson. Then the complaint was general of droughts and floods in previous years but the letters received in the autumn gave information or a plentiful harvest, and a recurrence of the painful events of last summer was the last thing to be anticipated. The or diuary foresight, that even among insects lays away a store of provisions for winter, does not BOem to exist in the raouth, for there the crops are at once sold and the proceeds squandered or frittered away. The people must be educated upon the commonest points of information befora they can hope to live as other communities. General HOWABD is right, thon, when ho says that the ignorance which despises schools, and ihn selfishness which monopolizes all the land, must bo over, come. The only way to effect this is to establish a good system of public school* with a continuous supply of intelligent teachers. And until this change is made, the prosperity of the South will always be gloomy.

English papers comment at great length, and with the accustomed perspicuity of the Taurine intellect, on the re« markablo circumstance that "Fenian outrages" seem to be perpetrated with entire impunity and without any power on the part of the harrass&d government, to discover the offenders against the majesty of British law. For several weeks examinations of men aad women, arrested for participancy in that act, have beaa progressing with that degree of energy customary among Brit ish Magistrates, but so poor showing of proof has been adduced that the aacused have been committed for further hearing, in the absence ot evidence sufficient to justify their being held for trial. In all the other "Fenian outrages," a fine array of which are generally served up in our daily cable dispatches, the same old story it perpetually repeated—the perpetrator? are unknown.
A few days ago, in a crowded courtroom in the city of Dublin, while a Government witness was under examination, a bottle of Greek fire—a favorite Fenian missile—was hurled at his head, but, for* tunatelv. tot with such accuracy of aim a* to produce serious results. Singularly enough this daring act, committed in the presence of hundreds of spectators, and with every element of publicity,

My asMver to that is that tbo rebellion swept it awav by the power of the people of the 3 ata by whom the Constitution was ere aie3, by whose will it was suttained, and without whose political breath it ceased to exist By the rebellion it was destroy ed as well as by the aotion of the State when they inaugurated the rebellion.— Thus that government passed away!— They established a government during the rebellion. No one on either side of the House, as I understand, claims that we are to guaranty that government as a I'epublican form of government. Mr. Johnson set up a different government ihore but it is no government at all un-d&r-iUs Conntitution until Congress recognizes ft a« a republican form of government, which we haTe never yet done. Therefore, when we look at these ten States we do not find In either a government which can be recognized as a republican form of government. And, sir, I shall hail with great satisfaction the passage of the first section of this most important bill. We have formerly declared that the government* in those States were not legal government! but now we take the language of the Constitution and declare that there are no republican governments in theae States, and :.e President aod the Supreme Oourt will recognize that declaration or fail to recognize it at their peril.

National Bankrupt Law.
The act estaTOsMtqf a uattom-JMBm of bankruptcy throughout the Imited States has been now'some eight mOQthi in operation, and although the period has been brief, and the details and worktogs*^ of the law were but imperlectly known to both bench and bar. the country at large begins to feel and appreciateTts beneficial influence. In all countries it ia requisite that some legal measures should be devised to protect tho honest but unfortunate merchant or tradesman whom the incubus of debt has prevented from continuing his business, thus depriving the community of many of its most useful and induitrious members. Many a lami* ly has been reduced to indigence through tho persistence of some Sbylock insisting upon his "pound of flesh," and thereby causing loss to himself and other creditors, who would have all been paid had a little time been allowed. Under these circumstances it has been found necessary to pass laws affording relief to debtors, and every State in the Union, with one exception, has endeavored by statutory enactment to provide such relief. In this State there was a law called the Two* thirds act, which rendered it necessary for a debtor to procure the consent of two-thirds of his creditors beiore be could be discharged Irom his indebtedness. The principal and it seems the only objection to {fie present general Bankrupt law is its expensiveness. Tbo honest debtor who haa surrendered all his stock of worldly goods towards the payment of his debts finds it impossible to meet the demands made by the law and its officers as a preliminary step towards granting tho relief which is sought. In the Register's charges are included such items as office rent, light, clerks, stationery, &c., which aro unjust and unnecessary. Measures should be taken to prevent this glaring extortion. Again, in case of involuntary bankruptcy, the petitioning debtor, under our present system, may be prevented from deriving any benefit from the law, as no provision is made for the appointment of an official assignee to receive and hold the assets of the debtor until tbe final adjudication of tbe court. This decision, in cases where the application is resisted, is frequently delayed for months, the debtor in the meantime retaining his assets, with full, power to do what he pleases with them. If Congress would only abandon for a moment their ''nigger" studies and squabbins with tho Executive and turn their attention to the subject of bankruptcy they would benefit the country more than their present eour»e is doing, and would re move the obstacles that Impede the ope rations of the present national Bankrupt cy law.—N. The President is chosen to execute the laws which Congress enacts. Mr. John son is dding his very best to evade, paralyze, nullify the acts of Congress And this is the sole cause of trouble at the Capital and in thecountry. If Mr. John fon would in good faith do the work which pertains to his office, there would be no need of amending the Reconstruc tion acts. All that Congress has done at this session or.is doing with reference to reconstruction^ to countervail Mr. John son's incesssnt machinations to circumvent or subvert the laws of the land.'
The only revolution yet attempted in thi9 country since 1787, was that of the Slaveholding aristocracy, when,in 1860-61 they attempted to abolish a Federal government based on the principle that "all men are created equal," and establish instead one based on the countervailing as* sumption that "this is a White Man's government," wherein Blacks are natur« ally and properly serfs and vassals.— Their Vice President, Stephens, in a great speech, claimed that Jefferson's doctrine was erroneous, and that theirs was the first government in history ever based on tfce great philosophic truth that men's rights are naturally unequal. Andrew Johnson--a poor White—took ground against the aristocracy and its revolt, and proclaimed the doctrine, directly antago* mstic to theirs, that "Loyal Men.

and nominates "Pendleton and green backs" for the Presidency. Mr. Pondta ton is apparently gaining ground. Gen Hancock has failed to divert the attention of Democrats from his service as a Union General and his connection with the fate of Mrs- Surratt. Mr. Seymour, of New York, declines to be a candidate. Gen Sherman deliberately threw away his chanue by his speech before the Array of the Tennessee in this city.* The men who tell Mr. Johnson that many Democrats desire his nomination probably want office. In fact, Mr. Pendleton is almo.it the only available candidate that tbe Demo crats can discover. He is a gentleman of good ability, courteous bearing, and scholarly culture, has had considerable experience in public affairs, and has made a record which, however offensive it may be, even his opponents consider consist ent and faithful to the ideas in which he believes. He is probably the truest and best representative of the reactionary element in onr politics—of that class who believe that Pierce and Buchanan were demigods, that their age was th golden age of our history, that every cLunge since that time has been a crifrie or blunder, and that we must undo all that has been done, and restore things as near ly as possible to the condition of the day of the Dred Scott decision, in order to make this country fit to live in. At the West, also, Mr. Pendleton ha" another advantage. He has connected his name with the plan of paying the debt with
