Judicial irm nc and Polit C.3.

There is a very numerous class of per sons, not co fined to any particular lo cality, whohivo a chronic and apparent Jy ircurab'e habit of growling about ev erything that is not done by their own friends. The particular hfflic'ion which now pi eases moot heavily on their perpet'

ually troubled spirits is an apparent war. of veneration for the judicial ernjine, gradual diiuinu'ion ot' that profujid-re spact. amounting almost to religious adoration, which was foraorly entertained for the Supreme Court of the Uoiteo States. They lift up their bands in holy horror and saintly deprecation at the thought that v?hen an attempt, is made to use the court for political purposes, the politicians opposed tho measures intended to ba thus advanced and the consequences which would ensue, should endoayor, by legislative action, to thwart or -check mate tho movement.

It is difficult, if not quito impossible, to

conceive how a tribunal createjd and maintained for the express purpDsei of de ciding such political questions as may de, m&nd adjudication, can be expected to escape importunity or avoid blatne suiting from political considerations.

The United States Supreme. Court ought, we admit, to be a tribunal above suspicion. But is it? What was it under Chief Justice Taney Every one knows that the judges took off their robes and dragged and drabbled tbem in tho miro of party. Sj long as the people remember the Dred SouTT decision they will haidly be willing to admit that the justices of that court are, of necessityi above the passions, interests and, prejudices common to other men. That it is believed they have sucii feelings and are influenced thereby is shewn in tho manner in which they bave been entreated to give a purely political question the pre cedence which it cjuld claim upon nu

other consideration. Tho case of McAkdlb has no points about it ,which command it to particu* lar attention as worthy of being taken up to the exclusion ot other business.— JIcArulk, for pro-Rebel articles, published at Vicksb.irg, was arrested by command of General Okd, who has aqt made a re:jrd of shiwing any groat Sevorhy against the secession element. His offense was too gro.-s, even for O&D, and Le was ordered to be tried by a mditarj commission. Boloro hj was tried be sued

out a writ vf h.beas corpus, and the court, having Soub. of its right to discharge. took bail from him to answer tfler the qauitioD had bucn disposed of by law. That q-icstion is to be sott ed by the Supremo Cjiirt, but as McAtiDlitc nt iiborty ai M.flVrs no n.ore than other suitors who have to await the law's dula\| it does nut seem necessary lb at all tba bu-inees of tbe court should be put back to give place to this Kebei sympathizer ar.d hi# case. Mr. Black, who appeared for him, thought, of course, that lliero was reason why tbe favor should be granted, and the argument was addressed solely to tbe necessity of deeiding a political question However willing the Supreme Court should be to decide poliu cal controversies, when it cannot refuse to do so, wo hope it will not, in this c* 0, show tbe unseemly ha te that Washington correspondents attribute to it to iurry up ic aain=«.

General Grant at Home*

Tbe Washington GhronieU gives tbe following account of a reception at tht residenco of tho Ganeral-in Chief:

General Grant's first public reception .if the seas on was held lc.-t ni^ht, and bis ipi»cious parlors were thronged during the uvai ing with a brilliant aEsemblage, ^hich included most of the distinguished varaonugos now in the city, many of „hom accompanied by ladies. Indeed, urre wore probably many of the latter who bave as good right to be included in ohe category of distinguished personages a? any of the other sex tbey certainly were, if beauty, accomplishments, and brilliancy of intellect are elements of dis« unction. Of the dresses of the ladiss we shall not undertake to say much. They were unboundedly elegant in the highest degree, but it would ba a poor compliment to the wearers to consume space Hv describing what they were.

General Grant himself was in a very gonial and happy mood, and lie, with his accomplished lady, received the visitors with accustomed "urbanity. It is evident that General Grant is not at all troubled by tho copperhead threats of a trial by court martial for obedience to the law.—His calmness does not appear to have been in the least degree disturbed bis mind porfectly composed in iact, the act which bin raised such direful howling among the disappointed supporters of his Aocidency, and which has been spoken of by some of them as something approach* ing to the character of a coup d'etat, eviaentlv appears to General Gram as a simple act of duty, not to have done which would have been criminal. It may have required heroism to do it wo think it entirely safe to say it did, for a weak or timid man would have stood in too great fear of his superior officer in tbe White House to have shouldered the responsibility of construing tho law for himself, and deciding, without leave askei of any one, upon his own duty thereunder. But Giant performs a great act with go much easu that he scarcely knows it is great.— This is especially true in regard to what requires heroic moral qualities. it was a noticeable fact that the Secretary of State was among those visitors who oame earliest ana remained longest perhaps one might say a reassuring fact, in view of the exciting reports which have been circulated as to the President's extreme indignation and dire designs Cer« tainly there seemed to be no deadly quur* rel between the General and tbe premier, for their greetings were quite uordial, and the latter for some lime occupied a place by tho de of the former aB he vras re ceiving his visitor?. Anothor member of ujo Cabinet, Postmaster-General Bandail, wbS also prubOL'., and appeared in a very friendly mood toward bis late ad interim cjllesgue.

Perhaps tho most remarkable of the distinguished cailers was General Phil Sherid»n, who arrived about ten o'ciock, and retrained an hour or more. H« was surrounded as soon as his presence became known, and was the ol ject of many attentions and the objective point of many introductions'. But bteridati biri'y needs tny now evidence of l.is poj ularity, nor ii it remarkable that among tho trieuds of Grant should be found those who are tuo?t ready to do hinn honor.

Among other prominent oJBcafa o.' tbe army pie^eat were tbe two district com* inanuers recently relieved from their commands, Generals Pope and Ord. The I titer had ju.t arrived trom Mississippi. The Speaker of the House, Senator Thayer and Unite)), and numerous other members of bo:h house* of Congies, were aUo among those wbo called, and General Grunt was the recipient of more warm and cordial and admiring greetings than usua iy fali to tbe lot of public Q|«b on uj.asions cf this kind ..

It is not necessary to have the gift of prophecy to foresee that at no distant .iay we shall have stirring times on the Bhine. It is a common saying that when France is tranquil,Europe is at rest. If this true tW reverse ought to be no less true. Now, therefore, that France is about to be armed to tbe teeth and revealing anything but contentment it becomes Europe to look out. The Saffi age Question

[From Ggi'. Brown's Atlanta »pech.J But those who affirm that we are to have negro government, have not even tbe pretext of numbers to sustain them. Take tbe registered voters under tbe Sherman bill, ana the whites have about two thousand majority. There are, from the best estimates wo can make, about five thousand wen wbo were bii tit ted ty do it. There aro from sever. tr ten thousand disfranchised. Put thestvnumbers together, and you have about fifteen thousand rrsj^rSty of white, men in Georgia. Now, my friend, you say we have hi pericrity vf race, intellect, education, experience and property thai we are superior to the' negro race in nil the elements necessary to constitute the governing class- Tbe re-onstruc'-ion act gm'S them the right to vote,- hut not to hold office Then tell me bow we are to have negro government under the Congressional plan of reconstruction with all these advantege», sustained by fifteen thousand majority of our own color? The idea is simply rid culous

Their doctrine that a few—tbe true aristocracy—shoaid rule, and that the ignorant mess, as they regard them, should have nolhing to do with the Government but to ooey its behests. It is the old doctrine tbat only those born rf the aristocraoy should govern the many, but in this era it will be a failure. They will find that the white man will give the ballot to the negro sooner than they will give it up themselves to a favored class who seek to take it from tbe poor ignorant white man as they term it, under pretext that it is necessary to do this to keep it out of the hands of the negro

The Virginia Convention.

The Virginia convention has been un sparingly ridiculed and roundly abused but its action, as the adoption of one section after another is announced, does not justify the strictures of the opponents of reconstruction. Mr. Hawkhurst, one of the more conspicuous members, was voted down on Monday on a proposition to declare the right of suffrage inherent by a vote of eight to forty-seven, and Mr. Hunnicutt, who is spoken of by the Conservatives as tho proprietor of the convention, has been repeatedly shelved by votes equally emphatic. In fhort, this convention, like the others, does not seem to follow leaders very tamely. Its bill of rights, adopted on Monday, declaring that all men '-having sufficient evidence of permanent common interest with and attachment to the community,1' ought to have the right of suffrage, is certainly a moderate and judicious statement. These conventions ought to be judged, cot by the conduct of extreme men nor by the many unwise propositions offered, but by the constitutions actually framed. We should hate to have the country judge of the Radical Legislature of Missouri by the action of Senator Williams, for exam* p'e.—Mmouri Democrat.
