Several bills and propositions are ifow before Congress looking to the revision of our monetary affairs, the sustaining of our national credit, and at the same time the redaction of our internal taxes. All tkjeee matters will prebably be worked out eventually. There is such a thing as "malting haste slowly," and that sort: of hagie is generally of the best kind. We 6hould have been glad if Congress had immediately passed the House Bill preventing the Secretary of the Treasury from further contracting the currency.— The country demands this and itoughi to have been done. There is no reason Why the present volume of legal tenders sheald be diminished. It is evidently not more than sufficient for the commerce of the country, and could probably bear expansion to some extent without injury tojthe Government or the nation at large. We are prottv clear that we have never agreed to pay the principal of any bond in anything except our ordinary legal tender, whatever that may be wh'en the bond matures. This will probably be found t* bo the case with all our public bonds/ Now, if there is any way to tax them as other property is taxed we say do it. Our whole system of Internal Revenue wtiuia overhauling. There ought to be some way to collect the ordinary aiciBe tax on whisky and cigars and tobacco. If the Government can get half of the taxes honostly due on these articles it cau weli afford to take off half the taxnow assessed on every income and all other tuings specifically taxed. There is groat need of reform in our Internal Bovesue matters. One-half the officers in the employment of the Government in this Department are probably dishopest men. The frauds daily perpetrated on the public revenue are astounding and are daily increasing. According to our theory we have a most corrupt set of people managing all the Departments of our Government. Thieving and rascality of all kinds is tolerated and encouraged. There can be ao sort of economy in the administration of public affairs on our present system. We must return to rigid public economy and makeour public debt uniform in all respects,provide a good circulating medium in sufficient quantity for the nation, make our public debt taxablo,if this can be done, and then things will go along smoothly and properly. We think Congress will get around to about thif thing before it adjourns.
ITow that reconstruction, impeachment, dec., has all been settled, and Congress has been at home enjoying the holidays, we may begin to expect some sensible work from it on the financial question.— We do not pretend to foretell what this may be, but we think it will be the right and proper sort of work when dona. In this faith wo are willing to Wait, and so advise our political friends.
