It is hoped that all go-d citizens who dasire. to see this Institution jccefsfully perform its mission, will use all proper msana to discourage ard prevent the committal of boys of an improper age to its gaardianihip and to this end the co-ope-ratioa tf those entrusted with the admin, titration of the law is especially solicited.
It will be ebaerved that, by the 11th section of the act, infants under the age of IS years may be jtnteneed,
trial to the House of Befuge, instead cf being sentenced to the penitentiary or oouaty jail. It ia hoped that ao infant will be sentenced to the house of refuge under this section for the following reason^vix: 1. It will leave a record of conviction of crime to confront him in after years, aad to discourage him in his efforts to deserve aad obtain the eonfidence of his fel. low-men and there is certainly no necessity for such a conviction, aa he may be aa effectually committed to the guardianship of the institution under the provisions of the 10th, 12th, 13th and 14th sections of the act without any such record being .made against hint, 2.
