It is imj to answer it at present, because our edge is imperfect and wants confiri There may possibly be no real ap] our charity. There are thousands pie in our Northern cities who obliged to steal or starve, were it humane charity The proportion ferera at the South may be no g$ea at the 2Torth, although this probable. The present obscurity cloared away. Not only so, but great tho destitu tion, the South itself before appealing to us for relief.— Last winter (he affluent few joined in the petition for Northern aid, while, as a g«a era! thing, they" gave nothing them wives. The remorseless, unpitying stiffgii ess of tho wealthy Southerners last winU and spring was iniamous and i&tolerat le, the Southern people do not mini ter to each other's wants they need nofeooi aj| if the North should turn a deaf ear their cries. ^V'i

Some of our exchanges attribute*R these glowing reports to democrat! aril* representations. No doubt tone pf the, stories of Southern suffering are set for political purposes but, mahng all due allowance for such rasns it kill remnTng true that the geopje of the South* black and" white, are in a most lsi aenta ble-condition." It certain that the cot" ton crop was, at the most, only hal what was anticipated, and the price sonly about half what ft-wsrllK ye4r. snscgl Gillora is a credible witness,'and 1 says that in many instances "hot only the en tire crop has been turned over borers to satisfy their claims, but mulos and implements used in its pjroduc tion," and that "four-fifths of the li borers required. last (or this) year will be thrown ouV of employment and, of course tibiere will be a corresponding decrease of rages." Congress will doubtless be called upon in the irttorest of the entire nation iu well a3 of that particular section oif it, to take jneasureft-to-abattr somewhatr th« fprce of the torriblo evil that threatens tjo postpone the renewod prosperity o( tbq States lately in rsbellion.

Committoe on Elections of the

House of Representative*. have had if) crjffSiaSratlon^Tor some time, the cliima of various persona. eleoted-4fr-Kentucky ta bo members of Congress, in relation 'to the admission of those of whom it was necessary to make inquiry, charges'of djsloyal ty being made against thom. In [regard to the most of thom, favorable reports hate been made, but concerning the -person John Young Brown, whff claims a- soat iro:u the Second District, the report of the committoe, it is said, will be adverse. The principal ground is, that on the 18th of April. 1861, he wrote to_ a juewspaper in .tiHuisville, iu explanation of his position! and to correct a report in regard! to his language, in which he was represented to have raid, in relation to the call for'iotii tia by Proaidont Lincoln, ill would, not send one solitary man to aid that government, and those who volunteer should be shot down in their tracks." This appeat ed to be plain enough but Brows* fearing that the supposed ambiguous remark might be construed to a declaration against tho rebel government, took the special pains to explain that it was not so. He said: —"What I did say was this: Not one man or one dollar will Kentucky ifurnish Lincoln to aid him in his unholy war against the South. If this Northern army shall attempt to cross our borders we will resist it unto the death, and if one man shall be found In our Commonwealth to volunteer to join them he ought, and I believe will be shot down before be leaves the State."

Mr. John Toung Brown no doubt exulted in this declaration, and obtainedthereby all the

Had it been asserted in a private letter ii would have been difficult to prove the facts, but Mr. Brown wanted it made public, and by some one the newspaper containing the bravado has been preserved. The result is, that Mr. Brown is hoisted by his own petard, and that the Committee oa Eleo* tions will report that he ought not to be admitted to the seat which he clsivu, and he will not be admitted.

THK numerous legal expfrimes a made upon the Supreme Court, duriag the last session, by Secession lawyers, in the hope of obtaining some decision which would overturn the polwy of Congress, werte unsuccessful, notwithstanding the "eminent talent- -of the- counsel eniged in them, and the impudence of the positions ae euaaed. The Supreme Court overruled tho applications for injunctions upon the President, and denied other means of setting aside the act of Congress.
