TuE-JDemocratio State Convention„t9 be b-id at. Indianapolis on theJJth of next month, promises to be but elimly altended, notwithstanding tho half-fare arrange

ment with the railroads.

A F:STAL treaty between the United States and Spain, timilar to that with Errglund is about to be consummated.— Th rts is ho gdbd reason why our -postal treaties with all other other nations should not-1oi-evived an«Tcheaper rates made.

THE farmers are beginning to complain of bad roads again. From this time until next May we shall expect a continua

tion cuch complaints. There no suf. flcfcnt reason why wc should not have good gravel or plank roads kept in good

repair all seasons of the year.

licc"r.struction Policy of Congress. Tbo telegraph a few days since gave a -is of tbo preamble and resolutions int .ucod by Mr." Benjamin, of Missouri, ir.vo v'.rg the reconstruction policy of Ocajjrcis. "We, however, publish them in fid I ov as follows, that our readers may

know just what the resolutions are: ¥,11 KHBAS, The President ofThe Unitecl StoU-* his annual message has seen fit, in.u.iur disregard of the public will, as c:a r.--?»d in the election of members of thu i' riiftth Congress, to recommend the re 1 of the "laws heretofore passed for tLt: i: ,rj,ose of facilitating reconstruction iu I'm ryboUious States, the effect of which wu'-.i be to remit the government of said SU vo rebel hands and abandon the entiro Iryal element therein to the will of trmf rg and

V. HKHEAS, It i» eminently proper that tli-a House should rejpond in emphatic terms to so extraordinary a proposition: Therefore

Resolved, That the House of Representatives will never consent to take on# retrograde etep from its advanced position in promoting the cause of equal rights, nor deviate. faMB iti flWirt patpOM uf-prutoct-iag all men as equals beforethe la^« ... ..

JUtolvtd, That from the succeu that has hitherto attended the administration of the reconstruction acta there is no reason to doubt that under their provision* tho restoration ef -the rebellious State# is being successfully accomplished on a firm and enduring basis and in a manner that wiil fully meet the expectations of the loyal men of the country, and therefore ia the judgment of thia House no good, reason exists why said acts should be re« pealed.

These resolutions received the unanimous vote of the Republicans of the House of Representatives. Not jone dissenting voice was heard. This entire unazimity, taken in connection with the lono cf the debate, shows that, so far as couceVna the great issue fchat has bM& agitaiit.g the nation, and is still the gulf dividU.g the. two parties, the Republicans ni rs otio. The question which two years •. uii-turbed the peace and threatened th. very txiatence of the party has been and when the last-finishing

ment, and confiscation. Gradually, as tin: 2 pissed on,the real spirit of the South m-knifitted itself, and the practical rosults of Mr. Johnson's plan, and afterwards iliftt of Congress, furnished data foi^ an intelligent opinion, based on facts, not theories. divergence gave way to .unity, until at 1o:glh tho harmony between those of eimilar ultimate aims has bccama corns pl«te. Not only are all truly loyal men egrood as touching reconstruction, but the disloyal element, both North and South, lu.u required more homogenity. When it fcccamo evident that Congress would enact ric^ro cufirago at the South there were mny among, thfl democrats who advocated

Su :.!iling of a negro suffrage plank into the Democratic platform. This proposi-v,-&3 duly discussed, and finally re* j- ~i'i,-and-now tho-anti.war, or disunion y, ia a solid phalanx. In all the an« oF politics tho line which divides tho two great parties was never more sharply di xj. Each party "sooms unusually with cohesive power. But this I.c. ,y may bo only the^ calm which •r i.v-l'ara-tho storm. Oft«" reason why aiiiution no logger occasions party ui id is that it has almost ceased to be a i.v.tfa issue. The question is ao far set*

i.ot coma off, in all probability, until 11:. results of the victory made certain by the Congressional election of 1866 have

I) -ou secured irrevocably by th •^•admission to Congress of many if not all of the Status now being rehabilitated. To what &stont-tba-fre«identiaI. campaign will involve old imuM it is impossible to forecast, but it is quite certain that questions entiraly uathought of in any previous national election will be prominent ~aod tho ml decisive inao~anytm entirely new to partisan polities. In the econ* omy of nature and the progress of polite o&l evenu, the end of one struggle is the beginning of another. The decay of one plant furnishes nourishment for another, and the settlement of one issue leads to the agitation of another as irrevocable as night succeeds day and day night, for there is no standing still. It is an object oi importance that our people recognize this fundamental law of progress, and the responsibilities which it impona. In the edition of eaoh of the two partita now so liumogeneous, we may see the poasible element of utter wreck. The nearly extiact issue of reconstruction is the only -owe upon which the members of the re-fij-ectivo parties are harmoneoas. There are sandbars and snags in the ohanneU of both, and neither will find it an easy task to jV.ear safely past them all. The fate of il.. Republican craft will depend largely, if wholly, upon the course pursued by

Ccr-ress. It has thus far shown itaelf w! tud conscientieus in the discharge of iU J'uties. if this auspicious opening, £r_ re? prophetic of its fbture, then we m?.y dismiss all fears of a copperhead victory in the fall of 1868.

Mr, Seward to. the degree that it would we purchased it of some foreign power, This acquisition is named by Captain ^Reynold*, States' steiEer Lack ay ana, "Brooks' Island." It is situated in latitude 23 degrees 35 minutes north longitude 155-degrees 24 minutes

weatr-TSiis^iet east-" Sandwich Islandirfefat linearly in the track of vessels going them from Saa Frincisco, that itis'surprising they hnv& not .b^en discovered before. Dr. Kennedy, the surgeon of the Lackawana, made an examination of theineW .territory. He reports it -to consist of %wo disti©cfe,5pral islaods, surrounded"by a barren reef. The

soil is ^thin, producing only law shrubV herbs and coarBe grasses, but with cultiva

tion it can be made to yieldjpotatoes, peas^ beans, and perhaps other vegetables.— Wells were dug by the exploring party, and water found at ft depth of from four to seven feet. After filtration this water

proved to be hard, and free from organic impurities in. solution. Dr. Kennedy is

satisfied that, by digging' to a proper

depth, jijjood supply of potable- water can be obtained. The island isjx great resort

of sea birds, but very littla guano was found. The lagoon swarms with .fish.— ••Welles Harbor" is a little larger than that of Honolulu—safet, but has a less depth of watery at low water the depth varies from -twenty-anu to sixteen feet*— It can be readily entered' by vessels drawing less than eighteen feet. f" Oickeas as Reader.' It is a fact beyond dispute that the New YoHU public is disappointed- in Mr. DickJ ens a jpeader. ^!Wet4o not mean by this that those who hjye neard 'bin?, at anj price, are not pleased with. having done so. The mere satisfaction of curiosity has been with Inost p6fSj0n| bn ample return for both trouble and expense. His readings, too, .are, sufficiently interesting -to engage attentton^lind to" "ftnfuse an audience. tThe.. high expectations, however, warranted by toeelaborate and persistent laudations of the. London pressj re-eahoed in our own papers,-have been completely disappointed. Mr*. Dickens does hot Com pare, as a reader of his own waitings, with several Of our own- elocutionists, or with his fellow Englishman, Professor SiddOns, formerly of ColunibiajDollege. The latter, in thereading'of Pichuaek especially, is pM-eminently superior to Mr. Dickens.

One critic in a Boston paper and one in NeW'York, have mildly suggested that Mr. Pickets has ^"slight tendency to use the rising inflection whore the falling inflection would be more appropriate." This reminds us: of^he reckless anatomist, who, several hundred years .after the death of Galen, ventured to so far question that augiist aulhprity as^to suggest that the direct connection wfiict he had ^described between the fwo sides of the human heart was "not visible to the naked eye." More men than Lotfdon apd New York critics have been intimidated by a great reputation. MrrDickensnot only has a "slight tendency'rlb usethV^wrong'lafiection in thd purely-^narrative part of his reading, but he does jt constantly—at the vCoaclusion oFuactfand every sentence. He invariably injures his finest descriptions by thjfl unneoeSBgry and dieagieeablo habit. His reading, in fact, is "sing-song"—no other word so noarly expresses tho idea*exCepl in the dramatic portions of the toit*" In his reading' of the Christmas Carol, the drat few sentences are the first shock to the listener's expectations.— He is disappointed at a lack of naturalness. The monotonous termination^ of tho sentences with that peculiar inflection which must be hoard to be understood, growB wearisome. When Old Scrot^e speaks, we recognize, for tho first time, something of that dramatic force of which we have heard. Bob Crachett, too, has his own voice ind satisfies tho audience. Scrooge's nephew is an absolute failure. A schoolboy could read the part better than Mr.Dickens dooa. The effect of the iuperb«ghost sc^no with Old- 3Iarloy is ruined by that inevitable infioCtioa, doming at the end of each clause ns regularly as the ticking of a clock. So of all the narrative portien-ef the Carol, the exquisite domestic scenes,: the merry-making, the scenes of terror—all are marred by that one over present fault. Nor does the reader in any instance show that remarkable spirit, that irresistible, nervous, sparkling, vivacity and vigor, of which we have read so much. He shows a lack of it, on the contrary, every where. There is considerable movement, but no strong, wgil-de-flned surprises. His transitions from one character to another are often marked because two characters come together which are so entirely unlike each other that the distinction is easy. But there are none of the more delicate distinctions in, bis reading at all. One ha» far b6tier jdea ef the Christmas Carol by reading it at home than-after hearing Mr. Diakens read it. Even In the Bhrtti voice of Tiny Tjm there of steadied effoTt, too much exaggertion for tha listoner to feel the full sadn^ of the littl& fellow's childish tones, as he feels it when he sees it in print.

In the reading of Piokunck, as we have already.8aid,_Profes89r Siddons is far su perior to Mr. Dickens! The Buzfuz speech of the latter is not good, and we need no greater proof of it than the foe} that the audience is not convulsed by its reading. Now and then a general latigh follows a particular point "chops and tomato-, sauce" for instance—but the richest of its hutaor is lost, The reader has too much of the low comedy in his reading, and too little of that delicate, indescribable humor With which" the speech is overflowing.— Any one Who has heard the Sam Woller of either BfciMy or ^Siddona hardly BO much a* smiles at that of Dickens, which ha^ nothing whatever of the exquisite personality of the sharacter, as we have all read it over and over again. There is something amusing in the voice of the albeit it iS^verv-flw^ront-Sfhat we

This, we believe, is the verdict xSr nine-tenths -Of -hii hearers in New York. His audiences are by no means enthusiastic, after the first round of applause as he trips upv
