IT is said that a bill will shortly be introduced into the Senate in fchich it will be endeavored to revise our consular and diplomatic syetem, and cut down the ex. penses of that branch of tho service.— There is room for retrenchment in this mattery and if Congress wonld take hold of the subject with serious intentions to give it all the effect possible, something very handsome might be done towards the reduction of our expenses to three hundred millions annually, as proposed by Mr. Hooper's bill. Our diplomatic situations are very comfortable, but in many instances they are useless. We pay heavy sums to ministers and consuls, who are either not wanted or tyhose duties might be discharged by officer? of less rank, at much less cost to tho nation. A vigilant and close overhauling of tne diplomatic and consular list, with an unsparing excision of all excressen'ce^ would be important, and do much good. While we are upon this topic of retrenchment, let us eudoavor to discharge our duty in the matter without fear, favor or affection.
