Four years of unavailing struggle, marked by blood and suffering, saw the end of the attempt, in armies overthrown, cities at the mercy of the conqueror, and a popu« lation liable, under the terms of. the laws which they had broken, to the severest penalties. Had the people who had won the victory been vindictive, they would have shown by wholesome and wide spread examples tbe terrors of the laws which had been so lightly disregarded. They would have carried fear into every Southern^ family, and would have stripped the proud oligarchs of the South of the wealth which had made them arrogant- But milder sentiments prevailed. After the battlo was won Congress required of the South nothing „_but an adoption of the

Fourteenth Amendment to the Constitution. It inculcated nothing which Had not already been established by the sword it asked nothing which had not already been acknowledged. The history of the world can show no instance in which a rebellious people whose lives were forfeited to the law, were treated with so much lenity after they were conquered. Nothing was imposed upon them that was not already established by the result of the war, and their future was within their awn control. The slaves who had been made free by the war were to remain free the debt contracted by rebellion, unlawful in origin and maintenance, already depreciated to worthlesBnesB, was never 10 be revived the debt due by the government was to remain sacred. speech to tbe Conservative Convention, boldly proclaimed that, sooner than do justice to what he calls "an alien and an inferior race," he would prefer "the rule of the bayonet." In neither desire will he be accomodated. If the race having the majority refuse to perform their duties, tho inferior race must be enfran chised, and when governments according to the desires of Congress are formed, the rule of the bayonet will cease.

The Journal differs In opinion in this espect, from most of the principal and influential democrats of this oity. Two days since we heard a democrat high in the confidence of his party alledge on the street, that there are but few counties in the State if any at all in a better financial condition than Vigo, and that the Journal had acted a mean part in abusing and tra during, such Commissioners as were Mo Keen, Markle, Pegg and Barbour. The Journal Editor only wants another oppor» tunity to draw $1,600 or $1,700 from the coanty for printing blanks at extortionate prices. With another such a haul from from peoples money he could well afford to abuse every body else for not 4Se* ing more economical.

The export oyster trade of this city is one of its largest industrial interests, and by it the city is benefited to a degree that is understood by bat few. The business of canning Chesapeake Bay oysteraand 8ednfeg4heh/ to all parts of *tM West, ipijugvratpd abgut tpn ^yeanu sfittct, and soon grew to a maximum that for the past four years it hair retained with but .a slight tf&aitioc. Of this, number,. 2,895,000 bushels aro taken .in Maryland waters and 966,000 bushels in Virginia Patera. "Next to Baltimore, the largest number of oysters are taken to* Sew York, that city receiving an annual avprage of 1,050,000 bush&Is. Pail- Hafen, Connecticut, receives 700,000 bushels. Philadelphia 400,000, and Boston 350,000 bushels.

In addition to these sailing vessels .there are over fifteen hundred oanoes engaged in tonging for oysters in the inlets of Chesapeake Bay, and its tributaries. There are two modes in which oysters are packed here for transportation to inland localities. By the 'first method tho oysters, after being shucked^are washed until every particle of sediment is removed from them/'a&d the natural juice of the oyster entirely drawn. They aro then. ra"kp4_jq yir»tight cans, each of which hold? quart of oysters, and the cuns placed upright in. a .box in which the^e is Just space for .tfco rows of them, and tf long bloek of ioo, which is saitod 16 fit exactly into the space left, between the cins. All remaining, interstices.aro tl^Sn filled' with sawdust, the box ^artfully nailed op, and the oysters are how read# for transportation to all the principal cities of the West How long they will keep fresh when thus p'ackef depends eu: tirely upon the state of the weather. At present they are being sent asforaA Methph«, l,300 miias dUtai|- When a few days or warm weather happen, arid th6rci is a danger of the oysters spoiling in the cars, the agents, who are employed !n all the Western cities by the packers here, open the boxes which hold the cans and place fresh blocks of ice therein so that the oysters are sent fresh as far West as Denver and Santa Fe.

This mode of packing will not, however, answer When the oysters are required to be transported to warm countries, or to undergo a voyage on shipboard. "For such Use tjhe oysters are steamed in tho shell and then taken out, washed clean, and packed in cans that are sealed BO ns to be perfectly air-tight. Oysters thus preserved may be kept pure for ah almost indefinite length of time, so that the cans are only kept air-tight They are^ when put up in this manner, sent all over the world, but,the largest-trade trom^this port is to the West India Inlands.'

The packing and ex|idrtation so far this season indicates that the trade of this year will equal and perhaps surpass that of any of the past three yeark' The yield of oysters «nd tho price remains the same.

There are at present aboul thirty packing houses in the city, employing $ome forty-five hundred shuckers or openers of oysters, of whom the larger number are colored men and women. Over ten. thousand people are interested in the oyster trade in wis city, these figures including the shuckers, passers, tinners, box-mak-ers, wagoners and the employers in the different packing houses. Of the 3^60,000 bushels of oysters annually brought to this city, 1,876,000 bushels are packed raw, 1,000,000 bushels are preserved by steaming and packed, and 626,000 bushels aroused in the shell for tho city and surroUnding country, consumption. It is thought that the aggregate of the' season that has just opened will show a decrease in the number of bushels packed steamed and a corresponding increase in tho num» ber of bushel? packed raw.

The packing-house in this city which does the largest business in oyster? packed new is at this present time employing 300 shuckers who open about 2,000 bushels daily. It is estimated that during the busiest season the various packing houses in the city open: an aggregate of 40,000 daily. Of this large amount by far tbe greater part is distributed among" the cities of St Louis, Chicago, Cincinnati and Louisville. The remainder goes to the smaller Western cities and towns, many boxes going far west as Denver and Santa Fe.

The trade is an immense one, .and it brings a very large amount of mon^y'mto Baltimore, besides giving employment to so many persons and vessels.

Tbe South.

The South is not so thoroughly reconstructed that it will not bear more watching. The Memphis Appeal, of the 1st, expresses the sentiments of thousands of ex-rebels when it says: "The people of the South will have the right, at any future time, to throw off the governments about to be imposed upon them by force and fraud united, and to annihilate the constitutions which are not their act and deed. They may, they will, for a time, submit to thete governments and these constitutions, but they are built on tbe sand and cannot endure. If they were even to accept tbcm by their votes, and make them their own. shameful work, they would not thereby irrevocably cede away their liberties, and their, right to govern themselves and the inferior race that is encamped, a mere horde of foreign barbarians, alien in blood, in the land which belongs to the only race that has ever proven itself competent to the task of self-government."
