THE

Virginia Constitutional Conveiv

tion has baenin session several days with' out making any headway. The are absorbed in trying to devise some plan to prevent obstructionists from persecu.. ting their negro employes for political reasons. The subject was brought up by a black delegate's offering a resolution for the appointment of a committee of fivi 1© nvestigate what can be done to put a stop to intimidation of loyal men who are not landholders, who voted the Republican ticket, and who are distressed therefor by disloyal landholders. After coniid* _prable rambling debate the subject was postponed and the Convention adjourned. Wo apprehend the Convention will And it impracticable to incorporate any such prohibitive foature.iato the new Constitution. The attempt shows a misconception of the nature and designs of organic law. A. Constitution should be the em bodiraent of fundamental principles and an outline or framework of the machinery of Government. To make it a code of laws is to subvert it. In this case some negroes have just cause of complaint against their employers, but the present

Convention can apply no specific rerfedy yet if it pursues the even tenor of its way, and lets the subject enCirely alone, as direct issue, it will put an effertual check upon the evil in question. If the late slaveholders find that the negroea. and their white friends appreciate their delegated authority and use it wisely, and if above all reconstruction upon the basil of, a well-devised Constitution shall have become a fixed fact, then they will be coriV vinsod that any petty spite againsj^ the colored people would be to their own disadvantage. This consideration should persuade the Convention to dismiss en? tirely the subject over which it has stum-' bled thus far in its session and address! ititself to the legitimate work of framing a Constitution that shall be a worthy system of Government, and foundation jfor the legislation of the State. Its membera, have wasted too much time already ip is futile endeavor to do by direct ftekss what can best be effected indirectly.

The great law of supply and demand regulates the relations of labor and cApital. The landowner can no more get! on without the landless laborer than the latter can without the former. Neitftwil absolutely dependent upon the other, iy6t neither can have any prosperity while making war upon the other. White: la borers will not immigrate to VirginiA in any considerable numbers under existing circumstances, and the land must either be idle or be cultivated in the maili by blacks, and with all their folly the fro-, priotors of the soil will not pay taxei oh' unproductive land merely to spite the radical negroes While the Conven tion is impeded by this labor question a "conservative" Convention Msemble^ In Richmond. The character of the Con vention may be inferred from the jlact that R. M. T. Hunter, at whose house!the traitors in Congress perfected their treason plo(,

was

the leading spirit. A series of

resolutions, six in all, were adopted, jset ting forth the position of those represent ed. The substance of these resolution is that the late ruling classes are determined Sf possible, to maintain political supra macy by the organization of a "v^hite man's party." One of the resolutions adopted authorized the "CeatiAl -Ctam mitlee" to take steps for testing the £on» stitutionality of the Reconstruction jacts in the United States Supreme Court. The Convention seems to forget that the Re construction acts have already beep|6ub» jected to that test, and that it is absuijd to think of repenting the process. We jidge from the speech of Hunter that the "con servatives" prefer military rule to rejjon struction upon the present plan. If the majority of the people are of the sfeme way of thinking, then, according to the law, they can be accommodated but if us is probable, the objoction to reconBtruc

aristocracy, now in a hopeless minority the good work will go on unimpeded by tho obstacles thrown in its way by the obstructionists.

THE

THE

enemies of the loyal governments

in the South make the most reckless statements as to the financial condition -of their Treasuries. Fortunately, these false' hoods ara hardly uttered before Bwift refu tation comes. A few days ago, some lover of the old slave-holding regime published a most doleful account of the otter bankruptcy of Tennessee—no money in the Treasury, and no taxds/soming in till next July and the question was asked, what £wouid the bondholders do When their coupons were presented and, not paid? The answer conges too quicker to allow these wicked statements to affect the object of the concocter—that is, to depreciate the price of the loan in the foar. ket for the Treasurer of the State ot Tennessee has already remitted the ffcnds to New York, and, on January 14, the interest then due will|be paid at the Fourth National Bank of that city.

Mobile Daily Times under .pre

tense of publishing an "apology" for (previous abusive language, indulge* in an outbreak of scurrillity much more worthy of punishment. The curses, both loud and deep, heaped upon the heads of the commanding officers in the South, pass all endurance. Of course these uewspapers would not publish anything disagreeable to their subscribers, and the sentiments so vigorously expressed in their columns must be considered as prevailing ty the community where they circulate. -Villains, vagabonds, thieves and renegades are epithets scattered abroad in profusion, and applied to Union officers who honestly endeavor to temper the severity of the law. What inducements for leniency can there be when such are its rewards 1 t-

THE Journal

was so thoroughly! dis

gusted with the proceedings of the butternut convention laat Saturday that it did not even condescend to say that "the crowd was large and enthusiastic* and that Hon. B. W. Hanna made one of his ablest speeches," 4c. The failure to make such a statement is ominous of defeat next fall.

There is understood to be a large majority of the whfte^peo^le'whb, ifthey did [not actually take part in the rebellion, at lpast strongly sympathized tvith it, and arej exceedingly hostile .to the policy of Congress ind to conferring'- ahy Wgh» eii, ith^ {colored race. If the question was submitted to the people of Indiana whether allfpO* litical power should be conferred uponjthe colored citizens of the District of Column bii I have no^oubt that each State would decide in favor of it by a very" large majority-., -.

It may be said that -tnis is lrfeorrtistent I grant it, and I regret, under the ciraimstances, that the fact is so but stall I think no inference can be drawn agdinst the policy of Congress either in regaiid to thil Distrit^ oV ln regard jo thej^du^h from Hhe recent elections. It is well known that they turned entirely qpon other questions.

The Senator said, -Uwit the ..time had passed #hen^the epitMtls wHch Bad" been applied toward the Democracy of the Northr-if the Senator^ will accept that statement ttf itMjould not fee longer 4«ed I think the Senator will find himself xnis taken. I think the popular hatred ofithis rebellion and the hatred of those who "aid ed the rebellion in the North, is ju^t strong as it ever was and the idea »thi this feeling has passed away and subsided Will be found to be a mistake. It may sometimes sleep while the people have their minds diverted to some other Questions they may turn aside incidentally, and for a time even act with the c^her party but, sir, in ten years fi'om this time that feeling will be strooger than it it to day, and twenty years hence,.in my opinion, it will be overwhelming and the next generation will entertain it far rhore

to the present purpose. The Senator's position may be stated briefly thus: The Senator acted with the Democratic party qf Indianatand the Nortlj he was add is a prominbnt and distinguished leader} If that party was in favor of the prosecigiofl* oPtbe war-imd ef putting down the rebellion,'and in favor of the adoption ofi the measures necessary for that, end. .then the Senator was ihliavefc 6f Chat ®e p»rty was not, then the Senator was not, becatteo he-Was and is in»harfhony-witll his party. .Mr.^rosidehCf
