The Coanty Jail.
A fow days since we alluded to the condition of the County Jail and made the suggestion that either a now one should be erected, if the county finandfea were in' condition,to do so or if not-that some improvements should be made to the present building. This suggestion wu made on no party ground, but upon mere* ly charitable and humanitarian princi-. plea. The

in some very low and unwarranted strictures upon our article. We do sot-ad-vocate the building of a now county prig-, on unless the state of our county finances will admit of it. If the treasury will not permit the erection of a new jail then we argued that during the next year, the county should expend some money to ira* prove the present one so that prisoners may have air and exercise, that women may be kept separated from men, and in sane persons may have the comforts of life and that children of years may be kept from associations with hardened felons and scoundrels. These things are all we ask. In a population such as ojir city and county now hae they are only such demands as are right and proper Many persons from malice or accident may be compelled to spend days in. a county prison, many b«ys are sent there for trifling offences and it sometimes happens that men and women who become insane are tent there for safe keeping, and from no fault or crime whatever,— Humanity simply requires that, there should be some refom in the construction and management of our oounty prisons This is the whole case. If the managers of the

City Prisoners Total S28 41 Probably not more these prisoners have been cqimctqd ofj any crime, yet they have suffered untold, hardships from the manner and inponveaionco of their imprisonment. !This matter ought to have the attention of our county officials and some remedy be fqund. Tlie Grand Jurors of the eonnty, are by law required to inspect and report up on the condition of the county jiil.— They are specially charged by law, Jwith this duty and are by law also charged: with the duty of making all proper suggestions in regard to it after due consultation and examination.

These igentlemen mado a thorough examination of the jail and, on Tuesday, May 28, 1167, made the following report and recommendations to the Court. We quota frodi the record, as follows, to-wit":
"Come now the Grand Jury offered and moved to present the following report to the county jail, which is ordered of record and is as follows, to wit "To the Hon. R. W. Thompson, Judge of the Circuit Court of Vigo Ckunty, Ind. "The Grand Jurors now in session In Torre Haute, Vigo county,- Indiana^ this 28th day of May, 1867, beg leave to'sub^ mit the following report in regard tip the county jail. We went in company With the sheriff of the oounty and found the same in as good condition as could be expected but we are of opinion that) said jail could be vastly improved by somjB-al-terations. In the first place it lacks |von-, tilation. We find that in time of wet woather the floors and walls are cotered with water, that in our opinion is tVery unhealthy. We also are of the opinion that there should be a change in the iconstruotion of the building to enable ia separation ot the prisoners, as we think there is a distinction in the grades of prisoners by tho grades of crimes committed, we also think that in many instances by their being together they concert plans to evade prosecution. We also think that it is domoralising to keep females a)l in the same apartment with men, afe we found them on this examination add in many instances when very young, men and boys, that get in there for some trifling crime, they will become more depraved than when they were committed"We will recommend to your honjor to appoint a committee of good practicable men, in connection with some good mechanic, to make a report of the necessary changes for the remedy of the presentevils tnat now present themselves to the Grand Jury. We recommend a thorough renovation of the whole of the inside, by whilom-ashing walls, cells and ceilings the joints in the walls where the mortar has been dug out should first be closed with cement 3d.
