THE nureconstrncted rebels are hard lot
work, attempting to bring to life the organization of the so*called Confederate States, the existence of which was terminated by the surrender of April 9, 1966# Of course, the open avowal of'tlio "plot would at once attract public attention bud frustrate the objects of the schemers consequently, the design is hidden under a name rendered sacred through Its adoption in 1782 by the soldiers of the Beroiu tion. Although the mode of action is carefully concealed, yet from the publiihr ed programme, it is not very difficult to conjecture that the formation of a gov ernment hostile to the United States, is now actively engaging the attention of the rebellious leaders of the South. Tjie cry is "Organise I Organize I" and a Social Congress ia to be established, with Senators and Representaves from each State, like the national Congress at Washington. Thoy are also to bo simi lar to the State Legislatures. At the present moment there is a demand for a provisional
general State Organisation)
until the now confederacy can be put ia operation.
TWO-THIRDS of the President's message is devoted to the difference beCVeen himself and Congress in respect |o recon struction. He holds Coagrees to bo all wrong in this subject, while he, Mr. Johnson, is all right. The pivot on which his argument turns is the assertion that the ten Southern territories were never out of the Union, and are, of course, still in the Union. Hence they are entitled to all the constitutional rights of States, t»nd the reconstruction acts of Congress area glaring usurpation, tantamount tc the destruction of the Union, and, there^ tore, of the constitution. This argument would be good, provided the premised were true. If they are States in the' Union, it is evident that Congress is totally wrong. But does it thence follow that the ProsidentTs 'totally right in i« plan of reconBtructien Did he not appoint Provisional Governors What right had he to usurp the Gubernatorial control of a State Did he not dictate to Conventions and Legislatures organised under his order the measures they should adopt in order to socure representation in Congress According to his own theory he was a gross usurper, and he most effectually impeaches himself. Congress, on the contrary, holds that thoy are not States in the Cf»w»- -that-wa hrve~sn absolute territorial jurisdiction over the land and the people, and that States can be organized out of that torritory under the direction of Congress. That body does not, as does the President, convict itself of usurpation.
T*E resolution introduced in the United states Senate by Mr .Chandler,in reference to the neutrality to be exercised by this conn try in the war between Great Britain and Abyssinia,will seem, in the eyes of tha English people, to be & bad joke, provided they do not interpret it to be a menace.— If they know as much of Mr. Chandler's Anglophobia as we do in this coilntry, tfe»y will probably scent mischief in it.-— The sting of the resolution is in the feet that it is, with the alteration of names, nearly a copy of the prcclama&ion issued by the Queen at the commencement of our Rebellion, but it is, by no means, copy of all that document. The British Government, on that occasion, promised •'strict and impartial neutrality between the said contending parties," and promised, by implication, to each belligerent the iaxnt) rights, privileges and Immunities, both upon land and water. How this was observed, we all know. The neutral. itv was shown in building, equipping and .sending forth, under the British flag, full itrmed privateers, upon which, at some convenient point, at least three marine leagues from British shore, was performed the faroeof pulling down the cross of St, George, and hoisting the Stars and Bare". Britons may "pooh pooh" the idea of offering belligerent rights to Abyssiniai equal to those guarantied to Great BrJttfn. The State is also paying sis per cent, interest to the Common School Fund,o n: bonds for $3,367,082 15, issued in accord-' ance with tbe act approved March 7, 1857, entitled "'an act to consolidate certain bonds, stocks and accounts of tlie School Fund into one nonnegoViable bond, and making other provision in relation there to. Tbe interest on them, amounting to $202,024 92 per annum, is distributed to the several counties in the StatO for the support of schools, making a%t*rV consid erable addition to the already liberal amount annually expended for free education through tbe fostering care of the State. •On the first day of July last the State Treasury placed in the hands of the Agent of State, at New York, $1,184,000, for tbe redemption of all the outstanding 2$ per cent, stocks.
During the fiscal year the total reduc tion of tbe principal of the outstanding debt, by the purcnase and cancellation of interest-bearing stocks, has amounted to $1,320,089.

During the two years term of office of Hon. J. C. Walker, as State Agent at New York, from January, 1863, to 1865, he applied ten thousand dollars of the funds sent htm for the redemption of the State stocks and the payment of interest on the State debt, to the payment of his salary and office expenses, instead of sending his vouchers for that amount to the State Auditor, and having his account audited and paid by warrant on the Treasury according t? law, As he left the-country to avoid arrest for being one of (he chiefs of the treasonable society self-styled "Sons of Liberty,' such vouchers could not be obtained treat him until bis return to Indianapolis, "titer the close of tbe war. As soon h, the vouchers were obtained tbe Auduor of State, in December, 1866, drew -varrant in favor of said Walker for fj.jOO on account of: "Salary of State Ag^r and about $5,000 on account of "Expenses of Agency," taking bis receipt therefor, and passed them into the Treasury to balance the disordered accounts. This makes it ap» pear that the above accounts had been drawn upon during the prese&t fiscal year for $6,250 cjK-b, instead of $1,250 each.

A delegate State Convention of the Union party oi Indiana will be held Indianapolis on Thursday the 20th day of February, 186S, at 10 o'clock A. m. of said day (tbe 22d, the usual day for holding such Convention, falling upon Saturday) for the selection of candidates for the State offices,'for designating candidates for Presidential Electors, ana the appointment of delegates to tbe National (Jnion Oonven. tion, and the transaction of such other business a may come before the Convention.
It is recommended that the vote cast in each of the counties, in the year 1866, for Colonel Trussler for Secretary of State constitute the basis of representation, ancl that each connty be entitled in convention to one delegate for every one hundred votes, and an additional one for every frac tion over fifty votes so cast.
Our friends are requested to hold thjsir County Conventions at an early day, and cause the names of the delegates, with post office address, to be forwarded to the Chairman of the State Central Commit tee, at Indianapolis, without delay.
The Committee Booms will be open for the reception oi delegates on Tuesday prior to the meeting, and until the adjournment of the Convention.
