entific Corps engaged for several months in surveying the route through Alaska for telegraph to Behring Straits, reports that the prospect for coal is very slim, though there is plenty of wood for many generations. JHe discovered but a single thin nam of coal in all his explorations in that region. Still, there may be coal fa the interior but whether there is or sot, there need be no apprehemton as to the prosperity of that region, provided the other elements of human comfort are abundant.

The fact Is, that no further reduction is possible until Congress,authorises it. The law fixes the number of regiments, the maximum and minimum number of pri* vatesln eaoh, and the number, grade and rank of its officers. The only discretionary power which the General of the army haa in the matter is, therefore, in the r« duetion or inorease of private soldiers.
Having dona all in his power to cut down the expenses of the War Department, it remains for Congress to author iae the reduction of regiments, which it will undoubtedly do at an early day. Everybody knows that the United States does not need a large standing army, and General Grant, so far from being censura ble for his oourse, deserves and enjoys the profound gratitude of every (Intelligent citiaen. He has already diminished the cost of the military service nearly fifteen millions per annum, and as soon as he can lawfully,'*he will still further reduce

very eurious ideas on flnanoial mattersThree or four days sinee he introduced a bill by whioh the whole subject is to be oloeed out on the 4th of July,18«9,in a resumption of specie payments by both the Government and the banks.
The first section simply enjoins the Secretary of the Treasury to pay gold on all greenbacks that shall be presented for payment from and after the 4th of July, 1869.
The second aeetion provide* that until the last of January, 1869, the Secretary shall within thirty days after the 1st of July and the 1st ef January, sell all surplus gold that may be it

above $76,000,000. The third section provides that the banks shall keep on hand 20 per sent, of their capital In gold.
Section fourth requires the banks to pay coin on the notes of the denomination of five dollars and under from and after the said 4th of July, and on notes of a higher denomination they may pay either eein or greenbacks.
The fifth seotiea provides that suoh banks *hall fail to comply with the requirements of the bill shall be closed up, and other banks may be authorized in their stead.

This would secure, by the 4 th of uly, 1869, a eontraction of $76,000,000, leaving over $300,000,000 of greenbacks and fractional currency still in circulation. With this amount outstanding, the Government must pay specie—and that, too, when the Secretary is required to sell all coin out of the treasury above $75,000,000, down to the l6t of January, 18891
On the 4th of the following July, with good luck, there may be $100,000,000 of coin in the treasury with which to begin specie payments on the greenbacks of all denominations, while the banks are to pay coin only on the small notes The treasury would be drained of coin as speedily after the 4th as it could be counted out. Mr. Morrill seems to have anticipated the immediate suspension of the Government, in providing for the safety of the banks in the fourth section, allowing them to redeem their notes above the denomination of five dollars in legal tenders! 11

Some Facts About Urcus People. "Anthony Ogilvy," writing in a late number of Once a Week, an article entitled "Astley's Redivivus," talks thus pleasantly of circus performances and performers:
People wonder why it is that when the horse and rider are sweeping round the ring at full speed, and inclining at an angle which seems to threaten to send them both living into the sawdust, the horse doesn't fail into the ring altogether, and the man tumble when he is jumping on the horse's baok. We shall try to explain tho mystery. No doubt many even of our younger readers know that there are two meohanical forces—the centrifugal and tho centripotal, the first being a tendency to fly from the center, the second atenden cy to seek it. A horse galloping reund the ring is forced to incline inwards, and the greater its speed, the greater must be the inclination but whatever the latter may be, the horse could not maintain it for a moment if at rest. Were it to be brought to a sudden standstill it would at once fall inwards. If it tried to gallop round the ring and to keep upright at the same timo, its impetus would drive it outside the circle. But it is upheld by the antagonism of the two forces, although when going round it is inclined many degrees beyond its cen ter of gravity. As concerns the man, no matter how he may leap he is sure to come down upon the animal's back, for the motion of the horse is commanicated to the rider.
If any of our readers have thought of starting an amateur circus, and want to teach a horse the common triek of picking up a hundkerchief, let them proceed as follows: Spread on the sawdust a white cloth containing a liberal supply of oats, lead the animal round the ring, and let him take some of the oats. This is lesson No. 1 its object being to fix in the horse's mind a connection between the cloth and the oats. The march round the oirole being once or twice repeated, he steps at the handkerchief as a matter of oourse.— By dint of practice, say in a couple ef weeks, he will learn to stop as readily ia a trot or a gallop as in a walk. After time the handkerchief must be doubled over and tied in a knot the animal shakes it to get at the grain, but not succeeding, lifts it from the ground, which is just the thing wanted. When the horse has done this a few times, and finds that, though he can shake nothing out, he will receive a hundful of oats as a reward, he may be trusted to perform in publio. The last step of all, the persuading the hone to carry the handkerchief to its ownert easily done. Of his own accord he will hold the cloth till it is taken from his mouth, and there will be little difficulty in coaxing him to walk a few paces when, he knows that be will get a handful of! oats or a carrot for his obedience If the animal bo mettlesome or high-spirited, a different course must be followed at start* ing. A smart hour's gallop round the ring twice a day, and an occasional short allowance of oats, will soon bring him to his senses. To teach a horse to Area pistol, let the firearm be fixed to a post, and apiece of white cloth being attached to the trigger, the animal will seiie it in his mouth, and pull it with the hope of a reward from bis master,

Take along whip, ana, the music plays, gently touch him with it, using the '|Jik, jik," of the groom as you go oi: The horse being tied to the posts, can moove neither backward nor forward, but he will be induced to lift his legs, and thoreby gains the rudimentary movement of his lesson. After a while the teacher must mount on his back, the horse still being fastened by the reins. Just whan he is to raise his leg, a gentle pull must be given to the rein at the proper side, to help the movement. In course of timej the reins must be loosened, and the horse, if tolerably ready, will soon learn to mark time, quick or slow, in answer to a mere jerk of the bridle. The rider must then dismount, and, coming before the horse, teach him to dance or keep time, with a wave of the hand, or by a pat on the foot which he is wanted to lift.
It has long been supposed that the spotted horses used in a circus area hereditary breed, cultivated expressly for exhibition. This is a mistake. It is said, too, that performing horses are dyed or painted.— This is scarcely ever the case, though artisically colored steeds have been palmed off upon the country folks who have no faith in horses of an ordinary hue. A|cir cus proprietor with money can easily get horses of all sorts, as he or his agent are always on tho move, and have every opportunity to find what they want. How ever, the animals that "they pick up through they may be useful for ordinary purposes, have to undergo along training before they can be introduced to the pub lie aa "prancing steeds" or "fiery coursers of the desert."
Of the performances in the arena, the equestrian sccnes are more popular than the acrobatic feats, which seem to be full of pain to the performer, and often frighten the spectators. A good many, if sot most, of the clown's jokes are extemporized on tho spot, the "cue" being givtn te the "ring-master" as he walks with him after the horse. In every equestrian act there are at least two pauses, each seena being divided into three parts, and it ia during these intervals that the down haa an opportunity to exercise his wit, or, in professional language, to "crack his wheeae."
Circus people, as a rule, have been familiar with the sawdust almost from their birth. Their fathers and mothers have been in the business before them, and their experiences often date back to when they were only about two years old.— They must be regularly bred to the work, and have to serve a term of gratuitous labor varying in length from fourteen years to twenty-one. AH who enter a circus are engaged for the "general utility," and, besides performing, have te bold garters, poles, &c.,at the entrances. Now a-days cir-cusses are conducted on what is called the "sensation" plan—introduced by Van Amburgh—and there is scarcely one that cannot boast of its "lion tamer," or "queen of the lions."

About 6 o'clock in the evening, a car was passing down Federal street, filled with ladies, and, when near the railroad crossing, the lamp used for lighting the car exploded with a loud report, scattering fragments of the lamp and burning oil throughout the car ana upon this passengers. A general rush was made for the doors, but' the horses having taken fright at the explosion, which was only increased by the screams of ibe lady passengers ana the glare of the bnrnihg oil behind them, became unruly, and for a time biffled all efforts of the driver to ph'eek them. They were finally* stopped, and the' frightened passengers' Were not long in getting out, bnt by this time the danger was all over, as the oil had been consumed, and what little fire remained was easily extinguished.
