appointment shall be subject to the advice and consent of the Senate in regard to confirmation, seems to have been rendered

necessary by the course of Mr. Stanberry, in conferring all his powers during his absence upon Binckley. The latter has been a convenient instrument and whenever a biased opinion was needed by the President, which was too mean even for

Mr. Stanberry to make out, he could ea2r ily slip away from Washington for a fe^ days, and leave the job to Binckley. If, as seems to be the practice of this Administration, a deputy or Assistant AttorneyGeneral, is to have all the right and authority of tbe principal officer, and ii the opinions of the subordinate are to be accepted as binding upon all other officers of government, care should be taken to prevent that important office from being occupied by any one but. a thoroughly competent, high-minded and learned law yer. They have announced frequentt ly, of late, notwithstanding repeat ed discussions of the Supreme Court of the United States thai the bonds of tbe Government cannot be taxed by State or municipal authority, that such securities

either be taxed or repudiated. As there is no power to tax them under the Constitution, according to the decisions of the highest tribunal in the country, it is but fair to suppose that the

favor repudiation at

once and unconditionally. To give force and practicability to their ideas upon this subject, they have not scrupled to refuse to pay the tax on a certain sum of green backs amounting to $31,600 which was assessed against them. They denounco men who own bonds beoause they do not pay taxes on them, while they, themselves repudiate the taxation on the money in their vaults, hiatoad of paying it as other citixens did, who have not put themselves torth as the poor man's champion against the "bonded aristocracy." The proprie tors of that paper sued out an injunction against the Tax Collector, and tbe case was decided in one of the Cincinnati Courts a few days sinee, adversely to tbe right of the State to assess a tax on greenbacks as money. So the proprietors of this purely Democratic sheet are relieved of paying a tax upon the thirty thousand dollars in their pockets and still continue their senseless clamor for the taxation of Foderal |bonds. If the bonds they own had been assessed and placed upon the tax duplicate, as were the greenbacks, they would have plead their exemption from taxation under tbe Constitution and laws, while at the same time bitterly and unjustly traducing others of their fellow citizens for owning what the

Ad*' .using Incident in the Life of a New Zealand Missionary—An Encounter

With a Naked Sarage—A Character. The English papers report the death of A character who, with all his faults, must regarded as a great man, singularly suited to tbe wants of the country, for a long lime the leader of the mission,jand through whese spirit of enterprise it main ly was that this island was fully occupied by, miafionaries. .Henry. Williams^ late Archdeacon of Paihai, was originally an officer in her Majesty's service, and occupied tbe post of Lieutenant on board, the Thames. He devoted bis life to tbelbannibal barbarians of New Zealand, where he landed in 1823. Other missionaries had been before Henry Williams, but from this time the mission assumed^ the aspect of a consolidated and steadily ad vanoipg ^ork, flii skill in navigation, his coolness, and his courage enabled him to Visit in- his boat Hill part# of tbe island. Wherever a war was, there he was found in the midst of the hostile'parties allaying their resentment and promoting peace.-~ The natives could not comprehend (jiiViitianity, but they fell that there must be something- noble in. those infinences that eoald impel those men to undertake those journeys and endure such hardships for their good. These men were most useful and faithful, and manfully withstood their own relatives when $ they made a deseent for plunder. On one occasion the missionary, in the middle of his sermon on the SundayL had trf throw 'off fcfs surplice and sally forth with the congregation to rescue his goods, which were being swept away by a "tau"—hostile band. Many and amusing were the scenes which on those occasions o^cuvrpd.g ffijhi&apujit naked savage, be* daubedwitb red ochre, encountered Henry Williams in the attack just referred to. Henry was then in the vigor of manhood, and possessed—what in those days was of the .utmost importance to a missionary-— great physical power. Tohi's object was to carry off his spoil, Henry's to eject him from the inclosure without hurt or any sign of blood—the sure signal of a deadly assault- It w^s therefore, a case of wresting and dragging, and the endurance and power of the European prevailed. On another occasion, a irative had made his way into the missionary's bed-room, and w^ bastening a^ay. with a blanket, when bis wifej coming out of another door, espied him. yhe rushed after him. caught him by his long -hair, shut. to the door— herself at one side', the natite at the other— and held'him there iintil her husband} al so a powerful man, came and ejected him by the same process. These are tneirath iletic triumphei Instances of the reverse, however, are not few, and we could tell of the missionary's teeth being knocked in with a blow of the first for having rashly walked .across a wajii tapa (sacred place), of another tripped up and laid on the flat of his back, and, of a third, whose geoda ,he had produced for barter—for food only cpuldhoob^ined by barter in those days— tikeli away by violence and he left alone with his energetio remonstrances. As might be expected from his previous life, he was not a scholar, and troubled himself little with books. Before the advent also of the settler his light paled. In tbo controversies of those early days it is inot now the fit time to enter. The same dogged, independent spirit reigned conspicuously throughout, and there are few now who will not admit that if he brought down upon himself the ill opinion of the colonists, it was because of the strong ruling love for tbe race for whom he had done and suffered so much. He departed this life in peace, on the 16th. of July,, at the ripe age of 75 veears. So deep was the respect in which he was held by the hatitea that th«3 contending "hopas," at Waimate, agreed to suspend hostilities un til after the burial of tbe venerable mis. tidnary.

A Fight With an Eagle.

Giving it up in dispair he started for his home, and when a short distance from the stream, a large bald eagle came sailing over and pounced upon the duck, Vith which he was making off, when Our young sportsman .fired at the kingly thief, breaking his wing and oasuing him to fall to the earth. Now eommcnccd a fight the like of which we have never been before called upon to record. As soon as Mr. H. approached £he fallen bird, the latter made repeated and furious springs toward him, jumping six or eight met each time, and evincing the most determined courage. Mr. H. Repeatedly struck bim on the back of the head with a stout stick, but as soon as the stunning effects of tbe blow were over the brave bird renewed the oombat So desperately did he give battle that it was found necessary to shoot him a second time, which-* was doae. Ere death had closed his career and when the breech of the gun was placed to his breast the dying bird give one last final stroke with his talons, sinking them into the gunstock fall/ a quarter of an inch. Coal is not a material belonging exclusively to past geological periods, 'but is in process ot formation now, aa may be prov^ ed by an examination of (he"brown coal," well known in Burojfeknfi freqrfeAtly'met with here. Thin slices, whicn allow the light to pass "through tbem, sbc^ to the naked eye the original vegetable structure* It is universally acknolwledged 'that'this "brown coal," or lignite, is an undeveloped coai, not yet subjected to the changes of years which would transform it into pure bituminous or anthracite, .coal. To be, sure, time is required to change the disin/ tegrated porous mas? ot vegetable vflb^r% roots, and tendrils, leaves and lingum to hard, brilliant, laminated, or' •eryitaliiwd' coal. But nature works slowly. .Wefind it difficult to understand her procesaes or to comprehend her infinite' patience, which watches through unnumbered years and countless aged for the sloW and grid ual progression of het agencies. But irii certain that her transforming processes have not suffered an abatement of their original power by the discoveries of man. They still go on, and will as long as (his globe and the universe endure.

"With the bituminous coal it is worse still. The grate, with a hot fire, yields and falls in pellicles, melted from the mass, untH in a- short time the most important portions of the contrivances are Ueeleis. To" withstand !the concentrated heat they must be made of extraordinary thickness.

In reducing ores* .also, and especially in. fusing iren, these components of coal are !tbe cause of much trouble. They are foreign bodies, which have become incorporated with the original vegetable mass, and hold, chemically or mechanically sua. pended, sulphur, silicon, and other elements, which are detrimental to the metal.
