Mr. Well# has shown, in his recent roport to the Secretary of the Treattiry, that for Eomo timo before the original ux of three ccnt* was plaeod upon cotton, it was worth over forty cents a pputid, and lhat afterwards it went down to twenty-fire cents. The ability of the article to bear a tax is redcced according to the doproMion in price. Add to that the fact that the foreign competition against cotton is now so great as to dispenso with tho neeasiity of purchasing a large portion of it in Bnglfend, and wo luxe a roascn why erery facility should be giron to tho abolition of the tax as injurious to eotton growors, and iaexpo* dient.

COMPTROLLER'S REPORT

XJlO following is an extract from the repert of the Oomptrollei' of tho Currency relative to the failures of National Banks. Since the organixation of the first National bank, June 30th, 1867. 10 National banking associations have failed their aggregate capital Is $1,8to,000 their aggregate liabilities and circulation $1,187,960j Deposits .and other liabilities to tlie public $3,372,290 total $4,100,100. The circulation will be paid in full, so tho public will suffer no loss from that source, and the bonds deposited as sefctirities for the tia'rno would to-day realise'a surplus of some $250,000 that would be.applied to the payment of general creditors.

A careful estiiriate of the assets leads to the conclusion they will realize a sum sufficient to pay .70 per cent to creditors, leaving total ultimate loss sustained by the public through their failure about $1,100,000. The fafliiresof National banks whi6h havd thus far occurred, may in ev•ery instance, be directly traced to the dishonWty or incompetency of bank officers, and the habitual violation of the present j^evifeiorffrof the law under which they were organized.

Government deposits are not included i£.tb» *bdvo mentioned item of deposits awl ether liabilities to the public, the only loss 'to'the' Government will result from theV,failure o^ the Merchants' National ^anir, Washington, Which has been investigated by a Congressional Committee. ThrjbBlirBate of tho total of tho ultimate loss 'SuStained ^y the people does not includft.amount* which may be recovered fromsC&ckhijldl^ra.or potisonal liability^
