The matter of impeachment is still one of public discussion it i»atoo one which threatens to consume much of the atten* tion ef Congress for some time to come. If it were practicable and judicious at all hitherto, it is certainly not so now. The country, in our judgment, demands the attention and labors of Congress in another direction. The financial policy of the Government must be determined upon and settled. "Whether the present policy shall prevail, or whether a modified one shall be established for the future is some thing which Congress cannot neglect without great detriment to the public interest, and without bringing upon itself the odium of the country. The questions of taxation, internal revenue, and o&er minor matters of high public concern,are certainly enough to engage the attention of that body, without indulging in an effort to impeach the President, unless, in», deed he had committed higher crimes and greater misdemeanors, than it seems so fur, ho has committed during the termjhe has occupied the position of Chief Ma^istrate of the nation. A majority of ^he Judiciary Committee are in favor of iia peaching Mr. Johnson.
It is hardly proper to do Kelsey thq inv. ustiee to suppose that ho desires Congress' to pass a goneral law for Mr. Johnsbn's spccial punishment, which will at once mako criminal, acts which, when cpmluittcd, wore not so, try the chargoi for these criminalized ,*ots before a tribunal which, when they were committed, had no cxistenco,'authorise punishment injadvance of any verdict of guilt, and j)ro vide a sentence which at the time ofithe commission of the acts sought to be pun. iahed, was wholly unknown in the history of jurisprudence either in this country or England. Such an act, if attempted to be applied to the case of President Johnson, would be so clearly ex post facto and unconstitutional that it would be safe to assume that Mr. Kelsey's bill is design, en for a general act for use in future Similar cases. While it is difficult to see the fitness of this bill as reported, to meqt all the emergencies demanded in a general law, it must be conceded that some law should be passed defining at what period the power to arrest attaches in impeachment cases, and what tribunal may exercise it. But at the same time, we believe
Congress should let the impeachment'subject drop so far as an actual arraignment of the President is concerned, and address itself to the consideration of subjects of higher moment to the whole country.— The term of Mr. Johnson Is fast wearing out, and he is already so hampered by Congressional enactments, that, were he so inclined, he could not ihflict any seri, ous wrong upon the country.

Woodbridge, a gopd, and an unflinching Republican, and also Messrs. Marshall and, fildrige fnterttfin the same opinion. Next week the House will consider the reports, and we may Expect a lively discussion thereon, with l|ut little profit to the public Interests generial.ly. Congress, however, owes something to itself in the perfomance of its duty! in this respect as well as to the country. Mr. Kelaey has introduced a bill dpclkr. ing the effect of an impeachment, aiid defining the meaning of ttie words "high crimes and misdemeanors" as used in the power of impeachment. This bill may be viewedj either as a partisan expedient to meet an exigency, or general law to bear on the case ?f Andrew Johnson or as provisions, the necessity of which has been suggested by the supposed difficulties attending the impeachpent of the present President, but Which are designed for use only on another and future occasion. If they are intended to bear, on the case of President Johnson, they must be considered, we thintf, as clearly ex-post facto, and as such will offend the moral sense of the people, as well as the legal sense of lawyers and urists. It is not merely a new rerhe* dy for a grievance that existed before, or a new mode Of applying a temedy that existed before, that Mr. Kelsey's bill is intended to'supply. It establishes a new mode of prosecution, which is neither a trial before the Senate nor on impeachment by the House, but which results in a joint resolution of both Houses, a mode of prosecution wholly unknown to the Con. stitution, and therefore void. It establishes anew sentence, which is neither one of guilty, nor of innocent, or of. any particular crime, but is simply a sentence that the officer be suspended. It would be an anomaly in jurisprudence to .allow a tribunal to suspend an officer w&om it had not first pronounced to be guilty ©f,a crime. It is not certain, indeed, that the act defining impeachable offenses does not* create into crimes, for the first time, the. acts which it aims to punish. For if the' acts which it declares to be criminal, are already criminal, then^they are made so by the operation of Mr. Kelsey's bill as reportod by the Eastern papers.

To the left was seen an immense isolated structure resembling a Clipitol ifownfe* "with a lofty dome. 'Another castellated structure resembled a cathedral with numerous towers and spires. Then there was seen a shaft about seyenty feet in height, reminding the "beholder of the leaning tower of Pisa. Adjoining it was seen a column like the Obelisk of Luxor in Place Du Concorde. Sometimes a portion of the fairy city appeared bathed in a fl'Xd iff white, while the other portion looked dark and desolate. On nearing these remarkable freaks of nature, the outside resembled the works of a fortress commanding all the approaches of an ene* ifajr *A dumber of small doiB#JwiBre observed partially carved out of the lower strata, all bearing a curious similarity. The lines of stratification in the isolated structures correspond precisely with those jnjhe bluff beyond, out of. whichdhey have been carved. The bluff facing north has an elevation above the prairie of the baiin of from 600 to 700 feet. Th& rocks are fast wearing down by the agency of the winjlf and. the talus at the foot has reached nearly" two thirds the height of the escarpment.
In time the blufls will be blown away, and nothing but the rolling swell in the vast illimitable prairie will be left to mark the site of the present bluff.' We saw an illustration of this a few miles further on, where a parallel] range of bluffs has been entirely degraded by the winds, with the exception of a few low domes that, rise above the sands like monum^qts^^ the past. MO-NI-KA, "SPOTTED TAIL'S" DAUGHTER.
In the Soldiers' Cemetery at Laramie, on a terrace overlooking the garrison, 'ma/b& seen, at a distanceof a mile, three large boxes covered with bright scarlet cloth, and supported by square cedar posts about twelve feet high. One of the boxes, as mentioned in a previous letter, contains the body of "Pink," an Indian woman, well-known during her life time for her attachment to the whites. In another, rest the remains of a young child of the Ogalalla tribe. .The'xentre coffin contains 'the body of Mo-ni-ka, the daughter of Pugulashka (Spotted Tail), a well-known chief among the Sioux. This girl, was a firm friend of the whites, and when her father left the vicinity of the fort, according to the decision of his band, to go upon the .war path, she became mel*nchply and told her father she could not stfmvef a war with her best friends. Though far away from her early associations, she could not forget those who had been so kind to her. Her father tried every ex pedient to induce her to mingle with her young companions, offering her costly presents if she would marry one of his

Maynadier, suggested that the girl should be buried in the cemetery, and, after introduction, tho Chaplain Rev. A. Wright (formerly Superintendent of Refugees at St. Louis) said he would officiate upon the (fccasion, to which the chief consented with great satisfaction,
The scaffold was erected,' the coffin was prepared, and near sunset a processioii of three hundred Indians and all the officers and soldiers of the post marched to the solemn music of the band to the place of sepulture. The body was placed in the box with all Mo-ni-ka's wearing appdrel, jewelry, &c., and some oi«tho officers .deposited beautifully worked gauntlet gloves, moccaains and suchlike articles to mako her comfortable on her journey to the fair hunting grounds, and to adorn her properly when she arrived there. The box was then nailed up and covered With a beautiful scarlet blanket, the gift of Col. Bullock. The Chaplain then performed the service adapted to the circumstances, which was interpreted to the Indians, land at the close of every sentence the ejaculation "ugh" was uttered. The two spotted, ponies belonging to Mo-ni-ka, which were killed immediately after her death, and had been brought with the body, were now nailed to the posts of the scaffold, that she "might have her favorite animals to ride in the beautiful grounds whither the Indians believed,she had^ gone. BURIED IN TBS KB.
In the old cotton wood trees along Deer creek, branch of the Laramie Jtak, we saw some ten ,or twelye skeletons of Indians who had been "grafted" according to the Sioux custom. The bodies were wrapped in blankets and buffalo robes, and deposited in a sort of trough composed of poles, the ends of which were Hastened to the limbs of the tree. One was the corpse of an Indian girl. The body was wrapped in a bundle of cerements, composed of an antelope skin, a plaid shawl, several kinds of colored prints, and over all was a buffalo skin tied around with thongs of bull'hide. The moccasins were exposed exhibiting shrunken feet. The face appeared not unpleasant, although" the flesh had dried up. The air here has a mummyfying influence, well adapted to embalming purposes. These open air graves are a mile and a half from the post. Bodies buried in the light aands along the creek would soon be a feast -for the wolves.
