Why Emigration Avoids tbe South. Southern politicians profess to be anxious to have people from the Northern States and from Europe settle in the South, and one reason is to secure a numerical supremacy over the blacks in all the Southern States. The Nation, discussing this matter, sensibly says:

Other things being iequttl, people would far sooner settle in Virginia and North Carolina than in Minnesota or Iowa. They would be in a. more genial climatc, nearer the markets and the. seabord, and within easier reach" of the great centres of civilization.

Why then does rot white immigration flow into the South? Why is .there the least danger that the negroes will be able to outvote their white neighbors in any district for more thun a single y^ar? If Southern mcsii would only answer this question candidly they would-have solved the problem which at this moment most troubles tbem. Strangers do net "Want to settle in Virginia, not because they ate afraid of the blacks, for they avoided it before anybody ever dreamed of seeing emancipation in our day, but because they are afraid of the whites because they fear they could not get justice from white Judges because they are afraid of moles* tation from their white neighbors because they do not like dueling and street fights because they like to be able to take what publications they please and live as they please. Every nowni and then there reaches us from the South a solemn protest that lifej and property there are as secure as they are anywhere, and that a man has only to be discreet in his conversation in public alaces to enjoy as much peace as in Massachusetts. But here lies the kerne of the whole difficulty. Men no not like to be discreet in their conversatian in public places. The liborty of being indiscreet is the great charm of Northern society, It forms one of the great attractions of the Northern States to people from all parts of the world. People crowd here from Germany and Ireland in immence numbers, mainly no doubt, in seal-ch of cheap land and high wages and freedom from conscription, but also in search of a place in which they can read and talk any non« sense they please in which they can say 'dreadful things" and make "incendiary speeches," revile dignities and titles, preach "dangerous doctrines," try odious social experiments, without any man's making them afraid. It is a pity, no doubt, that human nature should be animated by so intense a desire, that it should not love the aneieot ways and the ancient cedes but we hpve to deal with it as it is, and not as it ought to be Whenever the time comes in which a man may main* tain against all comers on a Virginia cross-roads the the thesis that a negro is better than a white man, that tbe rebellion was sej on foot by anti-Christ, or that all is not coraplnte unless hals the guests aro colored, with exciting either horror or indignation, the bug-bear of negro ascendency will be forever gone, because the whites lrom all parts of the world will pour into the State.

Fearful Adventure with a Mad Dog. A gentleman contributes the following bit of unplousant experience to an English paper: '-When I went to Hampstead, I saw my dog Prince, covered with mud, and rnnning furiously, and biting at everything. I saw him bite at least a dozen dogs, two boys and a man. Of course I was exceedingly alarmed, being persuaded that he was mad,- I tried every effort to stop him, or kill him, but in vain. At length he sprang up at a boy and seized him by tbe breast happily I was near him and knocked him off with my whip,. He set off toward London, and 1 rode by bis side, waiting for some opportunity of Stopping him. I continually spoke to him, but he paid no regard to coaxing ol* scolding. Yoy may suppose I was serriouely alarmed, dreading the mischief he might do, haying seen him do so rnuce in a fiew preceeding minutes. "I was terrified at the idea of his getting into Camden Town and London and at length considering if there ever was an occasion that justified a risk of life this was it, I determined to catch him myself. Happily he ran up to Pryor's and I threw myself from my horse upon him, and caught him by tbe neck, he bit at me and struggled^ but without effect, and I succeeded in securing him without his bitting me. "I'was afraid that the foam which was pouring from his mouth in furious effdtts to bite me, might get in into some scratch *nd do me injury, so with great difficulty I( held him with one hand, while I put the other in my pocket, and lorced on my glove, then I did the same with my other hand, and at last the gardener opened the door, saying, "What do you want?7' "I've brought you a mad dog," replied I, and telling him to get a strong ciiain, walked into the yard, carrying the dog by his neck. I was determined not to kill him, as I thought if he should prove not to be mad, it would be soch a satisfaction to {be three persons whom ha had bitten. "I made the gardener (who was in a terrible fright) secure the collar around his neck and fix the other end of the chain to a tree, and then walking to its fortherest
