long as existing arrangeare niaintained. Tho Debaiie aven goes the length of affirming th*' official intimation of this decision is to be communicated to Berlin. The Berliners, on the other hand, are thoroughly roused, and talk of French dictation, and prophesy meetings between the South and North, while the French papers will have it that peace is guaranteed by a defensive alliance too powerful to be attacked. Tho Russian papers affirm that such an alliance would menace Europe, while Napoleon himself, the one man who clearly knows what be means, says: "It is only weak*govern ments which seek in foreign complica* tion a diversion from embarrassments at home," but adds there aro "black spots on the horizon, and while holding aloft the national banner, we should not allow ourselves to be drawn on by tempestuous impulses, however patriotic they may be.
The drift of all this seems to us clear. Napoleon is not going of bi3 own mere motion to attack Prussia he is even wiN ling to recognize, so far as his people will allow him accomplished facts, but he proposes to make tb9 Treuty of Prague, that is, the division of Germany, part of the ublic law of Europe to ratify it if possile through a Congress—hints of which •will, we believe, shortly appear or through a well understood, though informal, menace that will uphold tho treaty with the sword. The Austrian Government coincides in this policy, and tho object o£ both powers is first to compel Prussia to pause and reject Southern adhesions and secondly, to. put her in the wrong before the world. She is to be represented as the attacking party, the unscrupulous and ambitious power, aiming at universal dominion, which, not contont with one immense aggrandizement, immediately contemplates another.
As ft third and smaller,but still important result, all the elements of resistance in the South, such as the Courts, the U1tramontanes, and the old officers, are to .be formally advised that they can reiy upon very powerful and very determined protectorates, while the popular party is made to feel that a unionist policy involves great, and it may be, insuperable difficulties.
This is clearly as Napoleon says, a policy of pacification, if Prussia will but yield, or if the Southern populations will but accept their isolated and therefore powerless position. The latter result would do just as well as the former, for it can never be Prussian interest to force Bavaria or Wurlomburg to merge themselves. in the Northern Confederation against their will. Not to mention the danger of insurrection,, the Prussian system of administration, which is exclusively rigid, but singularly devoid of the •••checks" less confident Governments find indispensable—official accounts are trusted, for oxamplo, in Prussia as they are nowhere else, not oven in England— could not be worked at all by unwilling employes, or among a decidedly hostile German population.
If, therefore, the Southern States really wish for no union, and, encouraged by ."this support,' recede from Prussia, the game is won, and French diplomacy will have gained a triumph, which may almost compensate for its failuro to antici* pate Sadowa. But is such a record on which the new policy mainly depends, at all likely, likely unough for politicians to count it among reasonable probabilities
It is quite conceivable that Napoleon may believe it is. He is fully aware of the"doep dread which Courts entertain of Prussia, he has had long and painful experience of tho solid power still possessed by Ultramontane feeling, he perhaps overestimates the Southern dislike of the Northern exactness and rigidity of administration, and he has shown himself all his life utterly unable to reckon up the physical force of a strong popular sontiment. He could not calculate it in England, and was thunderstruck at the explosion produced by the Conspiracy Bill he could not estimate it in America, where he, as it were, betted his crown upon Northern feebleness and he may not, probably doe& not, understand it in Germany. If this is his calculation, he is, we believe, wrong not because Bavarians or Wurtemburgerj are already as heavily taxed by the introduction of the Prussian Army system .as they would be if they submitted to Prussia not because th«y weary of their very happy, though tranquil, political life, but because great races in times of commotion are always governed by ideas, and tho dominant idea of Germany is to form a great and peaceful Stato, too powerful to be attacked, tuo united to waste force in intestine divisions, able at last to livo a free, and stately, and peaceful life.
This is the German dream, and Germans will no more surrender it than the Americans will surrender theirs, of the grand and peaceful republic which is to covet a continent, to be the home of oppressed mankind, and to destroy by its example, every political idol with head of brass and feet of clay. They will not have to fight for their droam, when all iB said half as hard as the Americans had, and all the chatter about their material interest is little to the purpose a6 the sinister talk was in the midst of the American Civil War. Nations fight for their dreams, not for their stomachs, and the South Germans will no more consent to abandon their hope because France may overrun them, than France would sacrifice her unity bocause she might otherwise bavo to expel the Cossack. Tho utmost that Napoleon will secure from the South by his great menace will be a momentary pause.
Will he secure more from the North? Will the half dozen men, that is, who govern Prussia, think the willing absorption of'South Germany into their empire worth a war with France and Austria combined? We think they will, for three distinct reasons. One is, that the idea draws them on, just, as it draws the humblest German, is as attractive to them as ever the American idea was to Mr. Lincoln or Mr. Seward. Hohenzollern heads do not turn them, it would be the idea of finishing the long straggle of two hundred years, and of completing Frederick's work, by the permanent acquisition of the eld imperial crown. Tho second is that honor would be involved in the a©» ceptance or rejection of such a challenge, and Continental statesman aro still essentially duellists, still ready to incur for the point of .honor dangers they dislike and risks they disapprove.
Prussia would bo dishonored if when the road was open, she refused to become German through admitted fear of France. Tho reason of her headship would cease to be, and tho great fabric erected with such patience, and cemented with so much blood, would begin visibly to crumble away. And the third is, that she would not be inevitably compelled to fight
France and the Austrian Emplri 6geth-. er It is possible to paralyze Auslffc 21tdgelher by,alienating her German subjects till her resistance is like that of the Venetian troops at Sadowa, almost nominal It is possible, if that cannot be done to orfor Hungary such terms as would d/vid* the Empire in two, and so leare France only in the field, and it »s possible to fight Austria through Russian arms. Tho price to be paid would be high but Prussia does not want Galacia for herself, and though she does want Bo-hemia-the Czechs must be Germans or corpses—the Carpathians would make a clear a defensible, and a natural boundary to the East. With a Russian army in Galicia, Austria could do nothing except try to expel it, and the only enemy would be the one whose challenge Prussia, for her own honor, could not refuse, lhe time of the conflict is of course uncertain for the South has not made up its mind, but on the day it does Prussia must accept her destiny, and Napoleon either accept a great war, or confess himself before raris a v»nqtiished politician.
We have said nothing of Eng.anda part in the matter, which seems so greatly to afflict Continental politicians, for we do not believe it will be a great one. Lord Stanley will try, we greatly fear, to upbold the treaty of Prague by moral force but if he imagines that Englishmen will wage a Crimean war in order that Napoleon mav seize the Rhine land, or Bavaria remain outside of Germany, he has, almost for tho first time in his !i!e, misunderstood English ten por. Englishmen have had enough and to spmo of allied wars, with Napoleon to tnaue peace, and write bulletins for theiu himself together.

REMOVAL OF THEIR BODIES. The Washington Star, of Thursday says:
The body of J. Wilkes Booth, the principle of the conspirators, who was killed in the attempt to capture him at Gairitt's Farm, near Port Royal, on tho Rappahannock river, on thu 26th of April, 1865, was buried in what was known as the wareroom of the Penitentiary building— that portion between the part used as a dwelling by the warden and the prison proper—atid, in this connection, it seems to be the proper time now to give thu following particulars, heretofore unpublished concerning the secret interment of tho remains.
The body of Booth, with Harold and the captors, Lieutenant Colonel Conger, Lieutenant L. B. Baker, Lieutenant E. P. Dougherty, and a detachment of the Sixteenth New York Cavalry, arrived at the_ Navy Yard at half-past two o'clock on* the morning of the 27th of April, when the body of J. Wilkes Booth was placed on the monitor Aloutauk, on which others charged with being concerned in thecon*spiracy were confined, and Harold was assigned to quarters on board. No visitors were allowed on board the monitor, but during the day large numbers of persons visited the Yard and saw the body froTi the wharf, it being laid on a carpenter's bench, neur tho turret of the vessel.
Surgeon-Generai Barnes, Surgeon Todd of the Monitor, and one or two army surgeons, made a post mortem examination of the body, and removed two of the vertebra between which the ball that caused the death had passed. We can positively assert that this wa3 the only portion of the body removed, and that the various reports put in circulation at the timethat his head was taken off, his heart taken out, &c.—were entirely unfounded.— A pine "box had been made previously, in which to bury the remains but this was not used, and about two o'clock on the day of its arrival up tho river, the body was wrapped ins gray army blanket, and placed in a boat, in whioh was an officer of the Monitor, with four sailors, (general Baker and two detectives.
The boat proceeded down stream, and finally stopped at the lower arsenal wharf, on which the body was placed, after which the boat returned to the monitor, leaving Gen. Baker and his assistants in the arsenal grounds. Seme few persons employed at the arsenal saw the body lying there during the evening but a report being put out that it was the body of a Boldier who had been drownodf bat little attention was paid to it. Two men, who had occasion to mova the bod3', hav-. ing got some blood on their Ijandp came near spreading the report that it was Booth's body, but being admonished to quietly wash the blood off and keep their mouths shut, they did so, and few persons became aware mat the body was other than that of a drowned soldier, as had been reported.
The body remained on the wharf until after nightfall, when preparations were made for the interment. Secretary Stanton, Gen. Dyer, Chief of Ordnance, and Col. Benton, cosrraandant of tho post, were on the ground, as well as Gen. Baker and his detectives. Three men of tt.e laborers' gang were sent for, and tbey were first first directed to dig a grave in one of the penitentiary cells, but after taking up the brick flooring they came to the granite foundation laid ic cement, and they pronounced the work impracticable. A spot was then selected in tho wareroom, five or six feet south of tho iron door opening into the prison from the Warden's Department, and they were directed to dig the grave to the depth of about ten feet.
The grave being ready, the body, encased in an ammunition box, or arms case, was brought in by four of the ordinance men, in charge of a sergeant, lowered into the grave, and it was filled, the brick flooring being mostly replaced, and the surplus earth removed to another portion of the room, The burial having been accomplished, the windows were boarded up and the door made secure, Secretary Stanton taking the key with him. This key was kept at tho War Department until a few weeks ago, when it was returned to the arsenal officers.
A telegraphic dispatch is as follows: On Tuesday,in accordance with orders reeeived at tho Washington Arsenal by General Ramsay, Commandant of the Post from General Grant, Secretary of War, the "bodies of the assassination conspirators, and also the body of Henry Wirz, the Andersonville jailor, were removed from their graves and reinterred in another portion of the grounds. This removal was rendered necessary in consequence of tbe projected improvement of the arsenal grounds, the contractor for tho removal of the old Penitentiary building being about to commence work. On receipt of the order on Tuesday, laborers were at once set about tho work, which was soon accomplished, takingthem from the graves above mentioned, and carry them to number one warehouse, where a trench was dug a few feet from the north wall. In this trench the bodies were placed, and as sccresy had been enjoined, but few persons were aware that tho removal had been made. Notwithstanding tho length of time that the bodies have been buried, tbe boxes containing them wore so heavy, and tho oior fr«m them so offensive, as to indicate that decomposition had taken place very slowly, a fact due probably to the nature of the soil. It would seem from this action that the Government does not intend to give up the bodies to tbe relatives. The bodies of Booth, Payne, Harold, Adzerodt, Wirz, and Mrs. Surratt, now rest in a common grave, where their ashes will be mingled.

Rev. F. O. Morris writes to the London' Morning Herald from Nunburuholm Rectory, Hey ton, York, to direct attention to the scarcity of birds' nests this season. He says: "This rectory is thickly surrounded by trees, and in other years birds of various kinds, being always unmolested and undisturbed, have built their nests and reared their young in numbers—green fiache
eg in every other, black birds only too many—the black cap* the garden wmrblfer, tbfe thrush, the mistletoe thrush, the wren, the spotted fly-c*tcher, the willow Warbler, the chaffinch, the dunnock, tne ox-eye, and on one occasion the gold-en-crested wren robins, starlings swallows, martins, and sparrows, of course, wagtails the partridge, too, within half a doaen yards of the house, tho white throat, till some bushes in which tbey built were cut down, and-just outside the fence, the chiff-chaff, thojf low hammer and the white-ehat. "This year I do not believe a Vmgle greenfinch has built here, nor mo\-ethan one pair of robins, one or perh'^pg two of fly-catchers, one of ox-eye?, one of black caps, one of wrens, on*, of blackbirds, also a pair of redstarts, the first tbat ever built so near. I have only seen one young thrush in the grounds com* paratively few sparrows, and no others except martins, starlings and swallows.—
One pair of the last named built on a rafter in thp stable, but though I had tbe door left open all night that tbey might have their exits and their -entrances, and though the birds roosted close by tho nest every night, no eggs were laid until September. "The south side and east end of our ancient little church Used to give many a "coi^n of vantage" to the "temple-haunt-ing martlet," but this year not a single pair has domiciled there. Of the several pairs which likewise used to bui.d over tiie windows in the front of the house, this year, being disturbed by tho painters, none returned to it again, but in the back of the house there aro seven nests. Our fruit, of which we have had the most extraordinary quantity lover saw, was well protected witn nets, but there has scarce been a black-bird to run to the blockade. In the winter we had one with a white luil in the garden, looking like some for* eign bird, but the very hard weather we bad took him away, and we have seen nothing ofbim since."
