Vallandigham is "still oil the ram--page" in Ohio. Ho continues his fulmi. nations against the party of the Union, and sneers at everything savoring of loy* alty. Kecently, at a Democratic meeting, he remarked that he never, iabis boyhood^ heard, the words "loyal men" associated "with anything honorable. No doubt he is correct. It is not likely that he was ever in a company where he could hear 1'loyal men" spoken of with respect. Although a native of Ohio, hi* natural instincts took bim into the society of those who held thorough contempt for freedom, and thrust forward slavery as the idol before whose shrine th»y demanded that all men shouW fall down in Worship. His proclamation that he is a Buckeye is not flattering to the people of Ohio, while* the assertion that "Robert 35. Lee and Stonewall Jackson are great moo," adding that "no loycil wretch shall throttle him and prevent his proclaiming their greatness," will hardly have the effect to win many voters to the Democratic rapks. Vallandigham might be a dangerous political character did he not utter his treasonable sentiments so frankly.
As it is, they can effect none but those already known a? enemies of their country. When we take into consideration that in connection with himso.f, the Democratsof Ohio have putforward Pendleton, Morgan, Cox and other men pf their ilk, as canvassers before the people of that State, it is very easy to foretell the result at the ballot box. Traitors may find sympathy among the ignorant voters of Ohio, but they will stand no more chance of success than did iheir allies in the Rebellion. A moro certain mode of insuring defeat could not have been dovised than that of calling upon Vallandigham, Cox and Pendleton to stump the State for the Democracy. Surely, the party is in great strait when it is compelled to fall back upon theso men mon obnoxious all through the war by reason of their aviation with the causo of treason.
The course Maryland is pursuing shows just what all the Rebel Territories would bo doing had they been admitted under the Johnson policy. There is not the least occasion for the military preparations that have been going on in that State. Why are we not in Indiana organizing a standing army of 50j000 men, and drilling them on Sundays? The truth is that the Rebels that have control of Maryland anticipate the possibility of sending ten or twenty thousand men into the field against Congress, the law-making power else why organize, arm, equip and drill with such industry, and When the Stalo cannot afford the expense, but is actually bankrupted by it? There can bo no duubt that woro the South under the control of the late Rebels thejy would organizo and drill as Maryland is doing For what purposo? They havq not yet given up the idea of dividing t£e Union nor will they give it up until the Congressional policy is fixed upon them in such a way that they cannot break over or through it. Tho course of the Returned and tho stay-at-home Rebels of Maryland should warn tho people of the necessity of giving Congress such powerful support thattbo dark hopes of the traitors sliflll Is. blasted forever.
Hon. Geokoe S. Boutwicll, of Massachusetts, has written a letter in rejation to tho power of the President, whjch lays down some principles which are jaroiliur, but which cannot too frequently'be kept boforo the people at a time wheq Executive usurpation is bold and assuming* Air. Boutwell Bays that, it is true'that by tho Constitution tho Executive power is vested in the President of thejUnited States, but what that power is tjhe Constitution shows. Whatever authority that instrument gives him expressly, he has but whore the Constitution fe silent, his authority ceases, One of his duties is "to see that tho laws are faithfully executed that is, ho is to see. that the laws are faithfully executed by the officers whose duties are defined but of himself he has 110 power to execute a single law. Wher* ever ho has such authority, it h^s been s, ecially conferred by statute. Cbngress authority to say what officers sbaM fexecute tho laws, and when the Presideui "sees'' that they have c-mplied with their obligations hi? authority censes. Thq PresiJ dent is, by the Constitution Comniander-in-Chlef of tho army and navy, but the same instrument Congress has authority "to make rules for the government of the land anddaval forcos." Theae rule* may be as minute as Congress chooses to make thorn, and all that the President can do is to see that the directions are faitfully carriod out.
He may susdond civil oflicers who are unfaithful to the laws as passed by Congress Ho may suspend officers of tho army and navy, and provide' fur their trial by court martial, and therein he sees that the laws are faithfully executed. He cannot disobey a law on the plea that it is unconstitutional. He has a rlgfetto present his objections when a law which ho considers unconstitutional is presented to him. But, if Congress overrule® him, and passes the law by the constiiutioni two-thirds, it is constitutional uritil reversed by the judicial decree, and he is bound to obey it. If the President may, for any reason, set aside a statute,'or any provision of a statute, duly passed «cooiding to the Constitution, whether by the President's approval or over an Executive voto, then is our government no longer a government of lawt, bftt it bocomos a government of a single man
Mr. Boutwell has enunciated these views for the benefit of persons who have criticised his speech in Congress at the last session. His opinions seem to b® well considered, and it will be difficult to set aside the force of his logic. -v

It is not the time of day for one man to intimidate more than two hundred men, acting as the Congress of the United States, the representatives of the people., Johnson htfN^en condemned by the large majority of the loyal people, and now for him to, attempt, by bravado, to drive that body from what it may consider to be its duty, and thus to*insult the law making power, i# a degree of impudence that needs a severe rebuke. It is true, that the President does not say anything to commit himself. Washington organs are saying it for bim, and it is virtually as if he should say it himself.
A Romantic Case—Seduction, Perjury and Ffual Marriage.
rfThe Hoyt seduction case, which has engaged the attention of the Court of Sessions, Judge! Robertson presiding, sinco MoLday, was yesterday brought to a sudden and somewhat romantic termination by the marriage of the "high contracting parties'' in court. The priiatipr, Jas. H. libit, a young man of ii respectable standirtg, was indicted fur this siduction of aMiss Liw under prom's of marriage, and having rofused ttin only atonement— marriage—for tho injury ha had done her, wrae placed »n '-rial upon .tbecriininal charge. One of the points relied upon by the prisoner to secure an acquittal, was a belief in his ability to prov.s the previous unchmste character of tht girl. For this purposo he introduced a witness named Alfred Haight, who testified to criminal acts, but when, however, ho camo to bo subjected to cross-examination, he so contradicted himself as to satisfy ail present that he was telling a wicked and deliberate falsehood. Meantime, while these whisperings and negotuitions, conducted with sobs and tears, were going on, the vast audience in the court room remained silent and interested spectators of the scene. Scarcely a person in the crowded assembly at first approved the union i^ulr when it was at last known that the young girl had consented to rescue the object"of her heart's youtlhful affections from, prison, all sadden Jy reversed their judgment—love won the victory over reason—and hearty app'au?e greeted tho appearance of Riv. Dr. Baldwin, who had been sent for to perform the marriage ceremony. The young man, a prisonor but a moment before, walked over to his bride, and a few words passed between them the Reverend Doctor took bis position on ihe right of Judge Robertson, fttd the young couple was the first to break tho stillne-s of the solemn scene He remarked that the conclusion ef tb. trial could not but be regarded as fortunate for all tho parties concerned.
It would 6oem from the evidence in tho case, that the defendant had been misled by "the falsehood of certain parties, and had mistni-ted the integrity and fidelity of the yioung lady. A witnpss had been produced here tending to confirm such an impression, but he has corao into court and made a full and froe retraction of his evidence in regard the virtue and character of the bomplainant and the defendant has become satisfied that be has been misled, and desires to make al! the reparation in his power by a public per formaneo'of the ceremony of marriage.— It is within the province of the law to suspend the proceedings of the trial by the mut?iage of the parties, and they are now so suspended. Rev. Dr. Baldwin then married tho parties. The scene was most impressive. During the wholo of the solemn service the utmost quiet reigned all hearts seemed deeply touched by the spectacle, and tears coursed down many a quivoring cheek. Then the prisson gates were oponed—the parties left the court room arm in arm, and the mar-, riage altar became again the tribunal of hu-uiaii justice.—New York Times.

A Clerical Sensation—Tho Ministers Visit the Theatre Incog htaey are Arrested as Suspicious Character.*.
The Black Crook IrresUtabie. For several days past there has Iwn a great dpnl of go?sip in all grades of So oiety regarding the visit of two clergymen to our theatro to see the noted play of the Black Crook. It was ht first believed to be a weak invention of tho enemy," but thi facts have at last leaked out, and wo now propose to lay them before our readel's without exaggeration. Tho accounts already published, we are assured by those fully acquainted with the particulars, wore erronoous in mauy respocts. From Mr. Calvert, the treasurer of the theatre, we learn the following, which is tho correct version of the affair:
On Wednesday, a clergyman of our city, well known to Mr. Calvert, called at the box office of tho theatre, und expressed to Mr. C. a strong desire to see the great play of tho Black Crook, but felt apprehensive of public sentiment in the event of his being seen in such a place. Mr. C. iuformed him that he would permit him to occupy the. box office in front, and would open the inside door, through which ho could get a full view of all tbe charms in the last sceno. That he could come in at about ten o'clock, and the gas would be lowered in the office, so that no one could observe him, after which be could slip out of the front door without the slightest danger of his being discovered. The clergyman accepted the offer, and itvwa&*understood that he should attend on that night. Mr. Calvert waited for him to come, and bad all things arranged, but he itd not make his appearance. On lh« following day, however, (Thurday) the infatuated clergyman call* ed at thii offic again, in company *ith a distinguished minister from a staler State, whom he introduced to Mr. Calvert, stating that he had never in bis life seen tbe inside of a theatre, and like himself, was vary muoh afflicted with "Black Crook on tbe brain." Night came,'and so did tfc* clergymen, but instead of carrying oat the programme arranged, ihey appeared at the door in disguise, both having whiskers worthy the face of "Black Donald." They got a little boy to purchase two tickets for tbe second tier, on which they passed in. The doorkeeper at onee saw through their disguise, and beyond that he "smelt a rat." After watching them closely for some time, he sent word to officers Gallagher and Seay that he had two suspicious characters up stairs, whom would be well to arrest. The officers accordingly went up stairs, and found two gentlemen setting in tbe second tier, apparently very much absorbed in the play. They were tapped on the shoulders by the officers,/find politely informed that they were under arrest, and Ht the same time one of the officers pulled the large whiss kers from the face of one of them. Tbey were terribly alarmed, and the greatdrops of sweat stood on their forheads larger than green peas.
The Louisville clergyman, as soon as he recovered from his consternation, made a "clean breast of it." He told the officers that they were ministers, and had come to gratify their curiosity, and assumed their disguise to conceal their true characters For the train of their statement they re« ferred the officers to Mr. Calvert. The affair went no further, the officers being entirely satisfied that no harm had been done or was intended. The to gentlomen came down to tbe office, and tbe one from abroad grew courageous. He said, since ii had gone so far, und they were exposed, he would tako a seat in the dress circle and "brave it out," and he did so, sitting until the curtain dropped on the closing scene. Our Louisvilie divine had got ''enough in his," after his Hrrest, and left rather depressed in mind. He entirely abandoned all hope of redemption, ana was under the impression that it would terminate bis ministerial oareer in our city.
In conclusion, we would state that it is but justice to tbe clergymen: of our city that tbe namos of the parties be given to tho public. As to public sentimerft, we itjclino to tho belief that the bold clergyman who "bearded the lion in his den' will be fully exculpated on every tuind.
