THE last temi-annual report of tho Freed men's Schools ehows an increase of 40,232 pupils, the whole number now being 130,735. The Bureau expended for the six monthg $220,854 in education.— About two-fiftba of the teachera are negroee. -'M

Taxation And Coontf Affairs, The purchase of fair grounds for the u«e of the Vigo Agricultural Society has been complained of in some parts of the county. The county has paid $2,000 on the purchase and is to pay two thorn*and dollars per annum until the whole debt is paid The grounds cost $8,900 and contains 50 acres. The county has leased the grounds to the Agricultural Society for twenty years, the Society holding an annual fair and keeping the grounds and fences in good repair, and to heve the fencing in good repair at the expiration of the lease. The Agricultural Society consists of such of our citizens as choose to become members. They make their own improvements, and b$ve already expended for that purpose about ten thousand dollars.

Our Agricultural Society had secured., tbeholiling of fie S»ate Fair in Vigo county, and had obligated herself to prepare the Fair Grounds, and pay to the State Agricultural Society fifteen hundred dollars. After aome efforts to raise funds to muke improvements, purchase grounds and raise tho fifteen hundred cellars, it became obvious to our Society that they had got a big thing on their bands—quite too large for individual enterprise. In the meantime petitions had been'fn circulation throughout the county, praying the Board of Commissioners to purchase Fair Grounds for the Society. This petition was signed by eight hundred persons in the county, embracing our wealthiest tax payers, and men of all political parties. It was the stipngeat petition ever pre seated to the Commissioners of Vigocouaty. It represented at least half of the taxable wealth of our county. Those who presented the petitioa represented that a vory dccidod,'unanimity prevailed in favor of the purchase. Not a single remonstrance, oither verbal or writteu, was made against it. We had reason to believo, and did believe, you wanted us to make the purchase. It was a movement in the interest ot the farmer, and wo sympathised in it. Tho property belongs to tho county and is worth what we paid for it. A tax xf two cents on tho hundred dollars or twenty cents on, the.thousand dollars will pay the debt in lest than four "years, or sooner than it becomes due.

Tho aid we gave to the city of Terra Hade in behalf of th^ State Ncra a School will complete the list, so far as 1 know, of what may be termed allowances outside of thu ordinary expenses of the county, t*\wit: The Fair Grounds and Normal School. Hi.

Tho city of Terre Haute, for the pur poaocf securing this school within the city, gave fllty thousand dollars in cash, and in real estate about twenty-five thous aud dollars. This was certainly it very liboral donation. But tba object to be accompli h.d wus as. important as the dona lioa was liberal. Torre Haute deserves all praise for this noble act. It was a step in the right direction. The chief design of tho school is to make better scholars of our Common School teachers, ard to thoroughly instruct them in the art of teaching. Our best Common School teachers generally Had employ in the city Tho Normal School will increase the supply of competent teachers. Our own children will have additional .facilities to number one leaci ers. The city is already a large market for our products. Jhis school will add lo that market. Students froui distance will pay out considerable sums for board and the like, most of which will eventually ranch the pockets of the farmers. Tho real estate donated by tho city to the Normal School was in debt to the School Fund about $4,800. The city requested the Board of Commissioners to assume payment of this debt to tho school fund, for reasons aforesaid which we did. The county has borrowed tie money of the School Fund at 7 per* cent, inturost and can take such time as she chooses to pay the ptincipal in.— When the county se©3 proper to pay this debt, vh ch sho can do at any time, th# debt wi.l b- puid out of the county Treasury. Now on the tax duplicate tho city and ivwnship of Harrison is assessed in round number* at $0,000,000, while all tho other townships make up but $6,000,*

C'viuequontly the city and townHarrison will pay considerable ovolf tone-half of this debt. Individually I would hav« liked to have seon tho donations of Vigo county a little more lib* eral. But she was not in a condition at this time to mako it. This donation in tho cause ot education, although small, is •till subject to a trifling diminution and 1 am ft 1 rr ast ashamed to publish it.

Our Agricultural Society had become embarrassed for means to fit up the Fair Grounds and pay the $1500. She had exhausted all the resources of private subscriptions and was still short about two thousand dollars In this emergency we said to Iho city, make up two thousand dollars to otir Agricultural Socioty and we mil assume your debt to the School Fund, all of whi.h was done. The foregoing refers to allowances about which I am informed some complaints bare been made. In my next I will refer to tome of our efforts to reduce the expenses of the county.

A Widow lady in Louisville, Kentucky Sobbed of $46,000 One Year Ago—The Guilty Party Goe9 to

Chicago and Operates in Stocks— Arrest of the Robber—He Is Held to Ball in tbe Sum of $50,000. [From the Chicago Time*. Sept. 25.] Chicago would seem to be in high fav or with that class of criminals whose transactions in other cities render their absence tberoirom peculiarly desirable 'though why this locality should be chosen as tbe one offering tbe most perfect security to fugitives from justice, does not clearly ap* pear, unless, perhaps, that its vust extent affords excellent advantages in thamatter of escaping detection. Whatever may be tbe motives influencing thc-ir choice, certxin.it is that our city has of late beun the scene »f tbe sojourn and ultimate apprehension of a romarkabln number of stupendous rascals from abroad.

Tbo police authorities or this city on yesterday succeeded in effecting the arrest of tha perpetrator of robbery, involving the amount of $48,000, in Louisville, Ky. About one year ago, tbe residence of Mrs. Jane Rytfd, a wealthy widow lady residing o:i Walnut street, Louisville, was entered and her safe robbed of canal and railroad bonds, bank stock, promissory notes, and presenting, in ail, a money value of about $46,000. a tour through Europe at tbe time of the robbery, her residence beiny left in chirga of trusty servants. The affair created an intense excitement in Louisville, occur, ring us it did in the heart of tbe city, and involving so large an amount. Every possible means were employed by tn* po lice authorities to secure the perpetrator of the gigantic robbery, but without success tha thief had planned and executed the operation with such consummate dexterity as to elude all efforts for his appre* hension, and in the course of a few wefiks the matter bad ceased to cccupy public attention. The public authorities of every principal city in the United States were notified of the occurrence, and it was confidently expected that the daring villain would soon be brought, to justice.

On September.6,1866, tbe dajfollowing that on which were colebrated the ceremonies connected with the laying of the corner-stone of the Douglas monument, a man entered tbe ban kin grouse of A. C. Badger & Co., in tbia city, and offered for sale a quantity of Louisville canal bonds. Mr. Badger declined purchasing unless he could be assured ot the fact that the seller was in honest possessicn of the bonds. At this, the man, who gave his'name as Frank Riley, appeared considerably hurt, alleging that it was an unjust imputation upon his well-known business and responsibility. But the banker firmly refused to en* ter into the transaction undor any other than the conditions imposed. Riley, who had represented himself as a wealthy citizen ot Louisville, Ky, then loft the bank, and af era short absence returned, ac-coup-nied by a gentleman connected with tbe uditorial stuff of the Louisville Journal, who was present in the city in hia newspaper capacity, attendant upon tcorner-stone ceremonies. Tho Louisville editor strongly recommended iriond Mr. Riley as a ge^tioman of wealth and of most unimpeachable busir.«ss integrity. He would not only vouch for him, himseif, but would bring Pre-: 'ent Joinson in pe son as a r.ferencc, nicsssary. These strong recommendation.!* being deemed sufficient, Mr. Badger purchased $1,000 worth of the canal bonds, paying therefor $2,000 in cash. A few days had (lapsed, and. tha President and suite had icit the city, when, wishing to convert the bonds into cash, Mr. Badger forwarded them by express to a Louisville banker, to be sold. He received by telegraph a dispatch to the effect thai the bonds he desired sold were a portion of thoeo stolen a month or so previous, from Ms. Reaj, Mr. Badger then proceeded lo Louisville, where an attachment was served upon him by tbe rightful owners for the recovery of the bonds. Returning to this city, he at ouce pi need the matter in the hands of the pclicfo authorities, who have ever since been on tho lookout for the man Riley, who, it was ascertained, bad operated among thu pawnbrokers' shops of this city, under the name of Wallace, buying unredeemed diamonds and jewelry. On Monday morning Deputy Superintendent Nuison became siuisfled that Itiley alias Wallace, was in the city, and at once placed the detectives oa tho watch for uito. Djriug..the day detective Kelly found, at a pawnbroker's on Clark street, a bundle of rotes and papers, which,upon examination, proved be the very oues question—the missing bonds. These were taken to Mr. Badger, who at once pronounced them tbe documents he had seen in possession of Riley The latter had, it seams, got short of ready money, and had loft the paper* with the pawnbroker as security' for an insignificant advance. The papers were as foiiows: forty shares of $100 each, of Joliet, Chicago and Bock Island Railroad stock four sharos of Louisville and Nashville Railroad stock fifty shares of Joliet and Chicago Railroad stock eight shares of tbe Bank of Louisville ten shares of the Bank of Kentucky, and about $30,00 in promisary notes—The whole amounting to $40,000

It Was ascertained that Riley, alias Wallace, was stopping at Briggs House No 3, where, on inquiry, it transpired that he had paid his bill in the morning announcing his intention to leave the city that night. To prevent this, men were stationed at each of the railway depots On yesterday rning, word coming to to the Central S ation that the man had been seen on the street, Detective Ellis was at once sent. He found bis man sauntering along State street, between Madison and Washington, lecognizing him easily by a large mole on his right cheek. Ellis approached within few feet of the object of his search when tbe latter, recognizing bim, dodged under a sidewalk, closely followed by the officer, who pursued him into an alley, and brought him to a stand by threatening to shoot him. Ho was then taken to tbe Central station and searched, the following Utter, and other papers, being found upon his person: "EXECUTIVE MANSION,

The letter is unquestionably genuine, and is considerably worn, as though from frequent handling—a fact which Riley explains in tbe statement that be had been compelled constantly to exhibit the letter, everybody being anxious to see Andrew Johnson's signatnre. Daring his stay in the city he operated under the name of .Lynch.

Frank Riley, Wallace, alias Lynch, was examined yesterday srffcernoon, when the above facts were elicited. The prisoner neither denies or admits the charge^ but challenges the right of the court to try his ca e, the offence having been committed in another State, and de-

mauds that he be taken to KeBtueky for trial. For the purpose of working upthe case in many particulars which aa- yet have not been developed, the prisoner was held for further examination ten days hence in the enormona bail of $50,000 His now confined in tbe county jail, to await his final examination and probable transfer to the authoriesof the State of Kentucky, upon proper requisition.

INTERESTING REMINISCENCES

[From the Dayton, Ohio, Journal.] Thirty years ago, this summer, among man arrived at the old Swaynie House, on First street, and engaged lodgings for the night. He was from Franklin coun* ty, Pennsylvania, on his way to find suitable location in the West. On the way from Springfield he had the misfortune to break down his sulky and he had swapped the wreck for a saddle, and a trifle "boot and slinging bis portmanteau across his saddle, andmounting his horse, he journeyed on. TJocle Alex, the land lord, who was aUo a Pennsvlvanian, took an interest in his guest, and gave him all the valuable information about locations he was possessed of and he also gave him the best the hotel afforded. In the morning the young traveler made an early start, taking the State road toward Eaton. About an hour afterward he returned with a troubled brow. He had lost over $300 in Harrisburg bank notes —all the money which he possessed in the world, except about ten dollars which he had in bis -pocket book. He had placed the notes in one of his drawers legs, and when the strings were tied about his ankles, the monoy was safe enough but be bad broken his drawers' string, by sorne means, and, as he wore a pair of low shoes, the money had rolled out upon the ground somewhere. Uncle Alex, went with him a couple of miles, and assisted bim in the search for the lost treasure, but they could not finp it. They found tbe drawers' string at ,tbe curb-stono where the young man mounted horse the strain of getting upon his horse had torn it at the tie, and it had certainly loosened and let the money out al most immediately afterward. A young man a canal boatman —who crossed the street just after the traveler had left tbe hotel, was seen to stoop down and pick up something. And, although he professed to know nothing of the matter, and nev' er saw anything of the money, he immediately quit work, was Jtush, and, it is said, he has never worked any since. The traveler's plans were frustrated by this misfortune, and he concluded to make the most of avbad bargain and settle down to work. Loarning that he was acquainted with Augbinbaugb, and others from "Old Franklin,'- Uncle Alex. Swaynle went with him to see them and, understanding from them that the young man's family were O. K., when they got back to the hotel, Uncle Alex, who bad been very favorably impressed with the young Penn sylvanian, determined to loan bim enough money to continue his journey, as be had intended so he inquired of him how muoh money he would need to carry on his plan and on learning that from $150 to $200 would reach, he promptly loaned tbe young man the larger amount The grateful Pennsylvanian drew an order on his brother for the'hmount, and after expressing his heartfelt gratitude to bis ben efact.or, he continued on his journey.— Uncle Alex. Swaynie received the money fr»m Pennsylvania a few weoks after ward. And on his way back to the East, the young man himself called upon Mr! Swaynie renew his thanks—as he did on many occasions afterward—for his kindness to a stranger. Soon after the lictlo episode we have briofly related, the V'wng Pennsylvanian settled down in Southern Indiana, where, by' his upright life and respectable abilities, distinguished himself among his fellow-citizens, and beoame one among Indiana's noted men* especially endearing himself to the peopie by bis devotion tbe Union upon the battle field. That young strauger is Governor Conrad Baker, of Indiana, who ad' dressed our oitiiens on Tuesday night.
