Under this head I propose to ditcuss several matters of interest to our people.

But tbe Executive Committee having arranged for simultaneous speaking throughout the county on the 7th of October, this pleasure will be denied me at least between this and the election. I made a short speech on last Saturday at Hartford to a very attentive but somewhat
tired audience. I ..know the topics which the people wish to hear most prominently discussed at this time. They relate to the burden and pressure of taxation, National, State and County, and they wish to know how this burden may be diminished or lessen ened, and what reiorms are needed for

From mixing with the poople I learn they wish to know more of our local transactions than they yet have had an opportunity of finding out. They have heard a gocd many reports, and wish to know whether they are true or faWc. am not posted as to the various reporU in circulation but there is one prominent report which I have seen in print, and that is the report of the late Democratic County Convention of Vigo, charging County extravagance upon its officials whom they call radicals, although this charge may have been made for Bunkum, and no particular act or acta specified of •xtravagauce. Still I am not willing that the Republicans of Vigo should be held responsible for a charge which the Commissioners of your County think they can easily refute. With a view, therefore, of giving the people the infor
mation thpy desire, and of showing that the Commissioners have not made ^record that Vigo county need not be ashamed of, I will commence with one of our lendin items ^of expense, the new poor house of Vigo County. This building will be ready for the o«cupants about the last of the ensuing November. Its exact cost cannot,be estimated till finished) but wtU range between thirty and thirty-five thousand dollars. Its capacity will be about one hundred and thirty persons, but will bfl fiblo to accommodate, in cases of necessity, about one hundred and seventy-five, there being tlio usual proportion of children.
Previous to my appointment as CommissionerTthe lata Benjamin McKeen and Frederick Markle, with Mr. Brown, as Commissioners, purchased and paid for a farm of one hundred and sixty acres of Dr. Chppengor for ten thousand dollar?, on which they designed to erect suitable buildings for the poor. Benjamin McKeon had just been re-elected by a large vote, thus sanctioning the purchase of the property. Tho old Poor House was full to overflowing. The poor were crowded together in small rooms. The keeper said that the applicants Were generally in bad condition, and their crowded state made it difficult to keep them olear of vermin. Wo had widows with thoir children who had been in the Poor House, but had loft in the hope of sustaining themselves but found they were unable to do so come to the office and ask for food ami shelter for themselves and children, saying, with tears of anguishi thoy would see their" children Btarve before their eyes before they would go back to the poor house. The poor house be* came so crowded that ve directed the Township Trustees not to send any more there but to make temporary provision for them elsewhere. We wore obliged to pay rent for their shelter, varying from two to ten dollara: per month. Two colored females are now being provided for in the city of Terre Hauto at an ex» pense of from four to live dollars per week each. One of thom froze both her feet and ancles last Winter, making an amputation necessary. The township Trustee has been unable to provide for them at a loss expeneo. Our poor expenses ior tho last yoar in round numbers was fourloeu thousand dollars, of this sum about three thousand five hundred dollars only paid the expense# of the paupers at your poor house, while near ten thousand five hundred dollars was disbursed by your township Trustees tor the poor sheltered and provided for throughout your county outside of the poor house.
With facts of this character before us and with the vdviuu and concurrence of leading men of both political parties we undertook the building a new poor hone on the grounds purchased for that purpose by our predecessors.
We made our plan of the building, and had that plun, with specifications pre
pared with a view of letting out the work by the job and receiving bids for the game. Tho plan and specifications were examined by several mechanics. On consultation with mechanics in whom we had coufidcnce. we concluded to employ a boss workman, place one of the Board in charge, and do the work ourselves, and if there was any profit to lav# it to the county, it wa- generally thought that wc would get a better job of work. One good mechanic, not now a resident of the county, said that a party losing money on a job would not be so particular about the quality of the work.. We suppose this remark is true in regard to business in general. The numerous frauds brought to light by vexatious litigation about job work would s*eai to justify it. Contractore, besides making suitable allowances for profits, put in an item to guard against contingencies" Any change that we might think of advantage could be more easily provided for, without having to pay too large a bill for extras. ing. This change saved the county considerable money in the struoture, and will save considerable money per annum in heating the building. We adopted the plan of heatlcg by steam. This we considered economy in fuel and a saving in repairs of the heating apparatus. It oosts more in the start, but we thought would be eccnomy in the end.
Great improvement* are being made in the hiating of public buildings in the last few years. Greet expense has been incurred in the different assylums in tearing out old heating afparatuses and putting in other= of different style. We took considerable pains to avoid making any: serious mistake in ibis matter. The danger from fire so far as iho hea'.ing of
the rooms is concerned.is entirely obviated. The 6team is made in a separate building and the beat communicated by 'pipes. Hot and cold water is provided at a trifling expense in a wash room with suitable tubs for washing the inmates and keeping them more cleanly.
This house, of course, lost considerable money, but the time Lai comn when something must bd done Lo most the emergency. Our poor exponas? were boing Urgoly increased for want of a shelter-

Without this building tbev would probably le hugely increased the coming winter. We have lost, now, three crops in succession. Many who are depending on tLoir labor for their daily broad, will find it difficult to get employ for season.

AN ATROCIOUS MPKDEK.
Young Eu.llsh Physician Decoyed to St. Paul, and Murdered in Cold Blood.

Saturday forenoon, a man named Geo. Ii. Van Solen wns arrested at the Wheeler House, in this city, by Detectivo Sam Ellis, at the instance of Chief ot Police, Mcllrath, of St. Paul, Minn., on the charge of the murder of Dr. H. Hancourt. near this city, in the month of August, 1865. For over eigtit months Melirath has been engaged upon his case, and his investigations have revealed one of the mo3t coolly planned and perpetrated crimes on record.
Van Solen had known Dr. Hancourt, who was a young English physician of rare attainments, and who had come to this country, in St. Louis, in the year 1864. At that time Van Solen was in the government service, being employed a3 hospital steward in St. Louis. Here be made Hancourt's acquaintance, and probably laid the plans which he afterwards carried out. In tho spring of 1865 ho was in St. Paul, and by means of a decoy letter, offering Hancourt the position of surgeon to a bogus expedition to Lake Superior, and the British Possf ssions, he induced Hancourt to go to St. Paul, taking with him a large supply of medicines, surgical instruments, personal effects aDd quite an amount of money.— After the arrival of Hancourt in St. Paul, he mysteriously disappeared, and from the subsequent investigation, it seems almost certain that he was taken down the river a few miles by Van Solen, and murdered in cold blood. The only object of the awful crime was-to obtain possession of the effects he had bought and the money which he was known to have.
What first excited suspicions of foul play was the receipt of letters by the mother'of Harcourt in England one from berjson, informing her of his appointment and inclosing the decoy letter, and, afterward, a letter In answer to her anxious inquiries for him, from Van Solen himself, both of which were in exactly the sume handwriting. It was also found that after the disappearance of Haroourt, his friends in St. Louis had received letters, purporting to come from him, and dated "in the woods," all of which were traced directly to Van Solen.
With these facts to work upon, Mcll-r-ith has for months boon at work at the CHse, endeavoring to ferret out the hiding place of Vun Solen, and at last, after tracking him from place to place, learned that he was in this city. Saturday morning, that officer arrived hero, and giving Ellis a photograph of tho supposed murderer, and the information that he was probably in some second-class hotel in tho city, the Chicago detectives started on the seal oh. Ia less than an hour he had found him ut the hotel named, where ht» was employed in tho capacity of nightwatch muti.' Since his arrest, ho has admitted that he wrote the decoy letter spoken of, and it is now almost certain that he it guilty of this horrible crime.— OSlcer Mcllrath starts to-day for Si. Paul with his prisoner, having brought with him a requisition from the Governor of Minnesota.

A Sensation in High Lire In Toronto —mo Young Couple Spend Their Honeymoon iu Milwaukee.
We are not among the number of those who encourage-in the young a disposition to disobey parental wishes, especially in a matter which coneerns-them through life. An incident, howaver, but recently occurred, which almost persuade* us to ad. vocate such a course. We will relate it, as it will interest our readers.
One of tho must beautiful and accomplished young ladies in Toronto, Canada West, was Miss a niece of the Hon. Postmaster General of the Caoadas. Her parents were peculiarly independent—if a fortune of several hundred thousand would make ihetn so—and were, besides, highly connected. For the past four or dve years, their daughter has been in attendance upon school in neighboring city, where she has stored up her mind with useful knowledge.
During one of her visits to bar home in Toronto, she met a young man about her own age, the son of a prominent banker there.Having met, they loved, and having loved, their first impulse was to testify their love by wedding, as to them there seemed to be no reasoaable objection. In the happiness of their new found affection, they applied to the parents of the young lady for their consent to the union—no obstacle being interposed on the other aide of the house. What was their dismay to meet with a positive, unequivocal refusal. The parents deelared that such a connection could never take place that although the young man bore an unexceptioable character, be was the son of a banker, and himself a banker, while they were people of quality. No prayers or entreaties, on the part of the young fblks Availed anything—they were
inexorable. They had reeolvei^that tbrf daughter should marry anothefc—a law* yer of great wealth and good blood—hut a man whom the young lady utterly de* tasted.

A Subterranean Distillery Seized. {"From tbe Yonogitowa (')hl.) Register, 19th.] On last Friday Judge James Brownlee, of Polanu, United States assessor of internal revenue, received information of a concealed till in Springfield township. He Bont for Collector Mygatt and on Saturday afternoon tbe two proceeded in search. About a mile north of Petersburg, in a ravine, on the oast side of the road from Poland to Petersburg, they und a wooden smoko stack, indicating the locality underneath. They then went '. the mouth of a coal bank not far off, nnd here other indications were presented in tbe foim of still slops^and the appear ance of their having been fed out. Procuring the «id of a person familiar with the mine, Judge Brownlee entered, and, after traveling some two hundred yards, part of the way on his hands and knees, through the low passages, he came upon the distillery. A large excavation had beau made, and every thing was in cornplate order. Fire WRS under the boiler and vessels were filled with hot liquid, but no living soul was near, and they had seen no one from their entrance into the mine. Among the artioles found, were a steam boiler, fourteen mash hogsheads, two still, two condensers and copper worms, thermometer, and a barrel of whisky. The Judge destroyed a portion of the apparatus, placed a gaard over the remainder, and rolled the barrel of whiss ky out of the mine and carried it to Poland.
The distillery was found in the coal bank of Jobn Eckart, and it is reported that John Eckart & Co. are tbe owners. The opening of the bank is in the side of a ravine about one hundred yards from the road, and tbe smoke stack is in another ravine at a further distance from the road. The smoke had been seen by neighbors for the last three or four months, and when remarks or inquiries were made the owners accounted for it by saying they were coking coal. Tbe distillery upparatus is of a capacity to make from forty to fifty gallons of whfaky daily, and cost about one thousand dollars.

last term at the seminary, when she had spent the latter years of her life. All the quality of Toronto was present, among them the previously mentioned lawyer, destined by her parents to wed the heroine of our story. Dancing bad commenced, and the gayety was at its height, when a servant handed a note to the belle of the party. Hastily excusing herself to the lawyer, to whom she was engaged for the next set, she hurried to ber room, changed her clothe -, and packing a few articles necessary for her journey, left the house, and was received into the arms of her young lover. Together the two proceeded to a carriage not far off drove to the railway station, embarked oa board the cars, and were soon speeding away to Kingston. Arriving at that point, they lost no time, but, procuring the aid of a clergyman, were soon made one flesh. They were now joined together in bonds which* no man can put asunder, and their minds were at last at rest. Taking the next train for the States, they crossed the border and came direotly to this city, where they bad friends. For a couple of weeks they remained among their friends here, ovidently taking the greatest enjoyment in each other's society. All who saw them could not help remarking the deep affection they seemed to entertain for each other, and all unite in wishing them a long life of happiness and prosperity. We unite with their friends in hoping that they may never regret the step they have taken. They returned to Toronto .n Saturday, and the husband will take his station onoe more behind his lather's counter. Ja iy&
