Debt ana Taxation—The Only Tree Policy. .......— [From the liow Tcrk Tlmep.

The letter of Seaator Morton, which

we

publish in this morning's Time®, contrast* mcst favorably with ree6Bt outgivings Republican and Democratic, on tbe the subject of finance. Mr. Pendleton and GeneraljBtitler have, touched it only to disturb and alarm. Both had suggested methods of dealing with the national dabc which directly affect the faith of tbe Government toward the public creditor. Mr. Pendleton's proposition is to substU tule for debt as represented by bonds, debt represented by currency literally to flood the country with greenbacks, and ruin all interests by unMmited inflation General Butler does not go quite" so far as that. "Without railing the question of currency, he insists upon a rigid adhearance to the letter of the bond, which, with certain exceptions, be reads as parable in legal tender paper, not gold. Radical and Democrat, Messrs. Butler and Pendleton are thus working in the direction of practical repudiation and we alreaay see the mischievous result of their teaching in more -than one Western journal— Tht»i, separately, or together, tfeey .will produeo

any

strong impression we do

Bet believe. Wendell Phillips sajs truly thi»t any party winch shall commit itself to repudiation in any form will be crushed out of existence by tbe American people. i'ui. :vil is neverthaloss wrought by tbe bias which the discission of the debt, ajiurl. from taxation, imparts to the popular conception of fltm.jce, and especiah'y bv'tho Liiiiapprehenjion ta which those icbas give riso in Europe. it satisfactory, ib.cn, to turn frdm the empirical planr of financial "relief which Meaers. Pendleton and Under hiiVi respectively promulgated tir'the" cleur statement Hnd wholesome reasoning of Senator Morton. Tbe former* limiu their nostrums to the debt, leaving untouched the twmar of taiutton, except ns it i.» involved in tbe payment qf interest on bonds. Mr. Morton, on'the contrary, addrcites iiiineelf to tbe question of taxation, placing that it debt in a sec jiic'flry position. This is tho proper reiatu-n of thO' two quo^ticra. Tho debt, laigots it is, iB r.ot in excess of our regt urccs, and ere i.t reach maturity will ht.vu dwindled almost nto irifignifiuanco, coin urcd With tbe rapid grojvth of tbe country in population, productive industry tmd-uvaittblo weakO. Bill ilia'proem. tiixatu is oppressive, exhaustive, nlst unendurable. It ropret&ts production, cripples inda try, embarrasses trade, and foster's discontent in a degrw whieii no statesman can .oveilook. "he mere politician exhausts his finaiicial i.'rtpucity When he invents plan fo the reduction of tho national, debt. The dent iu his bugheftr, and ha is Hot sorupulotis in tho cio.co of metitiB for reducing i'.B wnomit. Mr. PendletonVipodn is that of infinite dilution, after tho manner ho.noopntiiy—tbe bonded debt bsiog lost eight of in an ocean i,f worthless paper And thete ure otbera, dilftirio^ with Mr, Pendleton in ull thing who would keep the taxation Screw *!n constant operation simply with a view to tba paying off of dobt. One would beggar the patient by filling his pockets wun rags the others wmld tux tho patient to death for the B3tit taction of his croditora. Both moth* ode belong to tbe quackery of finance. Bo.h Knticiputo danger where none exist', »nd overlook tbe danger that lies before us.

All tho hsuM of repudiation orantl ro puliation are averted by the opinions to wh'ch Mr. Morton gives expression. Mr. "Wells presented a view substantially the same in his last report to the Treasury, and it is one that must commend itself to the judgement of those who study the ex igbneies of tbe times ratherthan theory or speculation. So far as the debt is concern e:), no necessity exists' for immediate actior, i-ave in regard to inconsiderable amounts. Long time will elapse before tbe absolute maturity of tbe great body of outstanding obligations, and it is the part noithor of economy or patriotism to anticipate their payment. In tho Interval between to-day and the dates when tbe various forms of bonded indebtedness will become duo, wo may hope that the question of paying in paper or gold will be settled by tbe gradual return to a spacie basis. To tntke that topic an element in political warfare, us General Butler proposes, is simply gratuitous folly. Tbe difficulty ho cdmbats need never come, if we but Duller tbe subject to rest until tbe adjustment becomas an actual duty. Just now there is no excuse for any disou&sion whatever concerning it. Only give up the notion of disahnrgiag th« dcbt before the creditors dream of presenting tho bonds for payment grtiwth and prosperity will mako tho mutter easy when that tiuie arrives.

Mr. ilorton appears to consider the pending mcmsur*- for landing the debt, uniuci. Sury and impracticable Its convenient to the holders of the iionds, and its tendenny to strengthen their value ubvojyl, urc points which deserve eareful eoR.Muuration. Nor is it improbable that thut Ilia holders would jounseiwo a long daio bond, payable abroad if necessary, with uli the advantages in the market winch would: nccruo "iwtn fixedness and increased facilities of negotiation. Thiis, hw. ever, is point which *doos not affect th»t general scope of Mr. '"Mejton's «t%4niTii.

Tho immediate benefit resulting froftu this aspect of the national debt is tho enlarged power acquired for revising, read-j'lMi-rf atid reducing the ayetenref P«?dci:u xn'.iun. One of tho pleas upon \v:.:.li the pryionl burdens- ar«5 'maintained is. Uiui i!i« Ttcasory should bo enab.'ou bct-quiro the means of steadily dj:hc debt. Ti.f pr.^at syiio:n of taxation will not be r.'ilcd lus.ch longer. The nectssitieo wi-. i'h gave it. birth excused-its rude nc.-s aini ev.n palliuted its injasticc. But the ti:: is over when thfie e»n be urged In juHii'ic-^o.i oi a sy#tani which violates au sound principles of ifcal economy, imposes burdens to which tbe strength of iho country ij uaequil. Siaoplifleation ai'.l reduction can not be safely postponed. Tb» former will no doubt fuouit.iied by the results of Mr. Wells' Eurfpe.m inv.utigationi' and the latter may be viitriui tost mo«t satisfactory extent if the vijw pretsed by Mr. Morton with so much force be adopted.

The Income Tax or Great Britain. (Firm AUiton.] A paper laid before parliament, ju«» bsfore ti cU«e of the session givn tba annual statiftics of the income tax of the United Kingdom for the twelve-month oiidlng «.a ho 5tb of April, 1866. These „A^uroa-are-tot oBly interesting in themselves as giyijtijfnn. approximate:""-«ititoale of the wealth of Great Briuin, Out-" as forming a- basis of comparison with the similar tax now annually levied in this country. It appears tiat tba total amount of income charged with tax in the year ending April, 1866, w&i jw&lly £115,000,000. Of this sum riaa^ffi^iffiiatrter, ormore Shan £27(000,000 was furnished by incomes of lass than £300 year. Moreover, sjnee all returns below £200 a year are subject to an abatement of £60 in assessment, the real amount 4 such modest incomes is considerably larger than these figures would indicate. Looking at the other end of tbe social scale, we find a total sum of thirtytwo millions furnished by incomes above &0,600 a year. The larger sum total, or eighteen millions, is retained by persons who enjoy incomes of between £10,000 and £50,000 a year. But they are closely pressed by tbe incomes under £200, which amount to seventeen millions. And the »mguiit next in magnitude is contributed by the fortunate possessors of more than £50,000 a year. They furniih thirteen n.il!ionsof income for taxation, and it may be uoted that since they are just 133 in hamber,'they seem to enjoy an average income cf £100,000 a year, we notice that tho great resources of the income tax lie in the small incomes under £500 a year, and in the large incomes above £5,00'J. If we iook only to the number of persons who pay tax, Ihu btnitiior {r* of course, vastly more important.

Out of 347,110 tax paye. no loss than 238,786 are taxed incvrn.gs less /ban £200 it year 313,180 on incomes less than £iUn, while the incomes £1,090 include

Comparing tho figures of the return be^ fore us with tbo-e oi ib»t for the twelve months ending Afiri!ffJl850, wo find tho rato of tax iri tlife'year ericiirig in 1866 les^, hirving been reduced from 64 to 4J, but thaji^l amoudt reoeivetf-under

Thu remainder of tba return relata^ to Ireland, and the figures can hardly considered satisfaulory.. Tho whole tvOabunt of income charged wi tax was just five millions and a quarter, against onp hundred and foatl ea iiiiilions ucrots the chttrinei. Tiia incre^ic, however.be twfieu 1862 mid. 18S6. was very rapid, amounting to nearly 12 per cent. In ordor to form an idea of Dcxter'i superiority over all other trotting horses, it is only ntoestary to itate that duriug Flora Temple's entire career on the turt oho trotted only four or five beats in less time than 2:22, while Dexter has trotted in less than two years twenty-seven heats in 2 22 or quicker. The horse that has ranked next to Dex or on the turf, during tbe past two year.-,is Lady Thorn, and she has never made oven one heat in 2:22, while Dexler has trotted, as horsemen say, "away down" in 2:17$,...,.

Tiio Uoottlng-Stoiio at Barre, Mas»a chusetts. A correspondent of the Boston Advertiser says ''In tbe northern part of this town of Barre is a natural curiosity of the first order, mentioned, perhaps, in some forgotten old books of New England antiquities and called, indiscriminately, Gr^uio Bock tind Booking Stone in comcom parlance .and on tho local maps. It is cei taiaiy eniiUpd to the lormer name. Porcbixfc on u' high ledge, which lifts it above tho neighboring trees, passengers along moro than one road in its vicinity may notice its close resemblance to a cradle—a cradle, too, of tho old fashioned joft. wbioh may supposed to date back to the time of .Noah. One rook forms the body of the cradle, aud upon one end of thid, high up uUt of human rouch, is balanced tho other" lesser rock which supplies fio top of tho crudlo. How tho huge map got up so high, and why it was left t'here, is a question which must remain unanswered, unloBS Professor Agassis, provoked by rny unscieutifio description, come up here and soivo ttie problem ty a classical explanation. have never visitfld the roca with a tape measure arid cannot give you its dimensions with any pretense 'to Siccatucy but it is a prodigious mass ot' granite, and by it-einguKr fonuation quiw awe inspiring to the bohoidur who looks up at it from its base. Tradition says that it used to deserve literally us popular title of rockiog-stoae, boing swayed by the wind or tho hand iu gaiitie motion, such as might have rocliud some giant antediluvian to sleep but that cort-»in Puritan Vandals thinking thaj v.nythin^lhat rocked might be tipped over, anil "Sent perhaps on destroying what might boa witness to souio iatid. ^eicllUfi^,• theory of creation, hitched all tba oxen ip-town to it to pull if over,— Tho grim old phenomenon resisted all their hauling and prying but, possibly, in grief at their irreverence, has never rockvtd since."

Autumnal Diseases.

There are chiefly diarrhea, dysentery, and various grades of fevers, from slight "creeps" to congestive cnill-, for fever is the reaction of cold

DOSS

but when there

is tiot power e«ough in tbe syuem to roact from the old stage death is cortain, as in to gestive chill, in which the biood becomes 30 cold, so thick and so impure that it ceases to circulate, becomes stagnant, and the mat hinery of life stops forever. Hundreds of thousands die every autumn of tbe three form3 of disease men tioned bat Dot one need die, they are audible disease their causes being kuowu, and all that is required is to bring a moderate amount of intelligence to bear in avoiding those causes. A baby will avoid patting iu —finger in the candle a second time it remains only to grown-up stupid people to expose themselves to the causes of disease year after year, and thus recklessly imperil health and even life itself.

The cause of autumnal diseases is an emanation from the surface of the earth in those localities where are found in combination heat, moisture and vegetable matter, *Uoh as leaves, wood, etc for the heat of eighty degrees combined with

moisture induces decay, and from this ds^. caying substance something arises whieh, if breathed or otherwise takin into the system, induces the disease mentioned sooner or later.

What this emancipation is, has hitherto been merely a conjecture, because it was impalpable, so like thin air, that the atmosphere which contained it, when subjected to chemical analysis, yielded nothing beyond tbe constituents of pure air. Bat within a year or two it has been ascertained .h if a quantity of air of ft miasmatic locality Is bottled up and ii conveyed to a sleeping apartment, tbe person who breathes it will, in a short time, have more or lees decided symptoms of fever and ague and on examining his saliva or the inside of his mouth a living, moving thing is clearly visible with misoropio aid. Observation and experiment have shown incontrovertibly that there are two ways of escaping the ill effects of having these iiving things introduced in the systems, persons must avoid living in localities where tbe land is rich, flat and moist, or they must drain those lands but it is possible to live in such places, and have reasonably good health simply by keeping in the house of mornings, with a brisk biazing Ure until breakfast is eaten, and take supper at ..sundown, because it has been found that these emanations an more poisonous at sunrise and sunset, and if the stomach is excited to action by tbe process of digestion, the emanation is rendered innoxuous, perhaps from the fact, in part, that the juices of the stomaoh at the time of digestion are of a ohaiacter to destroy the liie of these living things but tba lact remains tbe same whether this supposition is true or not.

A practical use may be made of this £ui jeel in the light of theeo facts, in reference to breathing nigbt air. "Very many advocalo the raising of windoWi in sleeping apartments summer and winter all the year 'round the theory seems a good one, but experience will not corroborate it.— Persons living on water courses where the ••bottom land ," as tbey are callcd, are rich, luxuriant and damp, will save health, and life itseli, by keeping all outside doors and windows opening into chambers closed from sundown to sunrise during the three autumji months, in fever and ague or intermittent localities.—HalCa

She was buried in the adjacent cemetery, and tho husbttNd returned to bis desolate borne—but not to forget the loved one. She was present with him by day in spirit and in his Rreams at .night. One peculiarity in bis dreams, and one that nauDted him, being repeated night after night, was this, that the spirit

came to his bedside and told him that the undertaker had not removed from her face the square piece of muslin or napkia which bad been used to cover her face aftnr death, but had screwed down her eoffln 1 with it upts hor that she could not breathe in hor grave, bat was ntunreston account of it. Ho tried to drive the dream away, but it bided with hint tyy ni^ht and troubled him by day.

In despair bo sought the undertaker, Mr Dickey, who tol biin that .tbe napkin had not been temoved, but urged him to lorget the circumstanee, as it eould not be any possible annoyauee to inanimate clay. While the gentleman frankly acknowledged this, he could net avoid the apparition, and eoatinued stress upon his mind began to tell upon his health.— At length he determined to have the body disinterred, and visited the undertaker for that purpose Here he was met with the s&ma advice and persuasion, and eonvinood once more of his folly tho haunted man returned to his home. That night, more vivid than ever, more te.-ribly real than boforo, she came to bis bedside and upbraided him for tbe want of affection, and would not leavo him Qhtil he promised to remove the cause of all her suffering.— Tbe next nigbt, with a friend, he repaired to the sexton, who was prevailed upon to accompany them, and there, by tbe light of the moon, the body was lifted from its narrow bed, tbe coffin lid was unscrewed, and the napkin removed from the faee of the corpse.
