'•THE Dominion of Canada" baa not yet settled down into the peace and qaiet of honest industry. The whole country swarmiDg with office-holders appointed in England, and the only desire of the na. tivea seem to be to turn out the foreigners and install themselves in the vacated berthe. Ottawa, tbrj new Capital, is the site of abundant water privileges, but no effort has yet be made to build up manufactories. The people are dreaming pf a railroad to the Pacific, but make no effort to carry out the project. The overthrow of the Hudson's Bay Company by opening the western territory to a largo emigration, {might instill soaeactiTi:y in the •od Provinces, but at pre.-ent the only excitement teems to be the arrival of an

E glibh regiment. The presence of officers a.d sol'iit-ra in gf*at number# at one place, in time of peac, has a most injurious effect upon social life. Tiie idleness of the red-coated private makes the swarthy \abi»rer diic»ntented with his lot. The puriy of annfXHtion is principally cotnp. tid oi French Republicans, who do not receive any »bre of the government patronuge. Toe consolidation of the Pcor incet may for time postpoae the concousidcrution of tbU question, but within a few years Canada will cut loose from England and gravitate toward the United States.

TUB fund which tbe Treasurer of the United States denominates von«iJj9£% mobey" it continually being Increased Ty smull remittances, but there are' no in Etai.ces on record of large sums being sent to that Worthy olftcer. It is shrewdly buiicvi-tf that thu money cut of which the United Stiiiud have bean defruuded, my within the lust ten yeans, amounts to u..ilions of dollars instead uf thou andi, which all that the Treasurer hut now on hand amount* to but the donations to ilr-Spinner are or' but small sums, and bearing very ciroi giy upon tbe q.iest.on oi« good luitb in ttieeo comrijutiuus is the fact that it is frequently avowed thai th* persons who restore the m^ney can bffjia to do it. A "SOCIETY for the Suppression of Gambling" is among the novelties of New Yoi'it. The mom tiers proclaim that thej huvo entered upon a crusado against furo, leno, blutf* and all other gambling games, down to three-card 111 on to and the thimble.rig. They have surely entered upon a very extensive business, and if they s:iccecd in extending tbe popular passion for testing the operations of chance they wilt bo among the greatest reformers of the ago. But they will have also to toform human seutiment in such a manner as to reach the consuiences of all Qlasaes, and they must carry out a more extensive reform than that which depends upon tbe operations of the professional gambler.— Tbe latter preys upon the weakness ol mankind, and, if the moral principles were not feeble and avarice strong, the gambler's business would fail for want ot food. Tboro is much gambling in this world which is not carried on at the fash ionable "bell." It prevails in business, where great risks are taken in .tbe ordi cary jH-rtitit.ns of trade. It flouriabeton the lock exchange, where thousands are duily piled upon risks which depend entireiy on ihe chances.'1 It must prevail in every community in which the predominant pusu is to get rich. Many who would tbrink Irotn the fashionable silicon, ui:d would not risk a paany or card.-, gutiibio every day in their business. When they win, tbejr call tho beBefttutbe re.-uliot w'edom. When they lose,"it is merely, tlu* result ol' unpropiiious vauset. -t tbo world be so reformed that all risks will to considered dishonest, and there will be an end of gambling but uuvf that spirit is univur«a), all the efforts ol' all tbo anti-gambling societies in thd world will be of no avail.

THE opponents of reconstruction are complaining most bitterly that usder the Rets o! Congress a flood of ignorant voters will overwhelm society in the South, and it the same time are busily engng shutting up all the avenues of instruction.— A le.ter from an intelligent colored sol dier, re. eived by General HAWMJJS, iteks for a otipplv of books by which tne irtedmeii may learn t« judge for themseives, hiiJ ibus be ub to obiuin political know ledo without having recourse to «.ral i.tloru.utiou. TuicPresident is getting variously involved. He teems, in connection with General Sousteau, to bavo iot«rf«red with the execution of the law in Louisiana, in such way aa io incur the penalties prescribed. He seems alto to have ruu against tbe Supreme Court in a very awkward manner, in relation to tbe enfonMne^ of itadecrMts and be is fn such conflict with General Grant as appears to make some decided move of the General necessary, in order to the vindication of bis own diguity. During tbe spring and summer of 1863, the city of L"iii-vlile was lined witn spiei, mala nnd female, who were opera ti' fijn the interest qf thg United States government. The appeared like young men of eighteen or twenty years of age, and dressed in ths latest style:?, twisting tbeir tancy canes and smoking cigars like young olooda oi, the first water. With the exception of, perbaps, three or tour civilians, then range of acquaintances was confined to the officers iben on duty at this po.-t. If we mistake nvt »hn was playing apart in (he Seven Sisters' when it .-urred to the Provost il ir-hal thai she wou be just the "trick" for a spy. Ii is accor.iiniy propose! to her, and sh "accepted tbe thu situation in good faith,' agreeing to abide by and follow out the instructions laidduwn. In one th scenes a- b*nquut occurs, at which each of the performers gave a toast, in whict. they aimed to make a "local hit." It Was understood that this actress should advance to thef ot-lights and drink "tbe health of Jeff Davis and the Southern Confederacy" when she was to be instinuneously arrested by the Provost Aiar sbal, who was on hand with his guardtor that purpose.. The programing was carried out to tbo letter and the re suit was a great sensation. Tbe audi-nee in their bewilderment could scarcely be lieve their ears, eyes or senses, and as slip was a favorite on the Louisville board-, the sympathy for the supposed rash young lady was deep and earnest, although her frit-nds were powerless to help her, or save their, pet from the impending doom. On the following dty, this incident (not set down in the programme), was the topic of conversation, and manywere tbe expressions of sympathy for this act of madness in the very teeth of the blue coats and bristling bayonets. It will be recollected that at that timo the theatres were under tbe supervision of a provost guard, who were ready to "snatch'' tbe first one wno committed, by act or word, a breach of loyalty. Tbe newspapers recorded tne arrest or° the fair actress and in due time it was announced thatshe wag to be sent through the lines for dis( loyalty to the government. This wa considered a lenient sentence, but it wa? generally supposed that she was deemed a monomaniac by -tbe military authorities. Of course, no persons but himself and two or three the military were supposed to be in the secret, or bad any idea that it wiu all premeditated on their part.

When the day for her departure arrived, she was Conducted to the outposts with he usual baggage allowed in such cases, in which were stowed away copies of the papers containing accounts of the affair The guards who conducted her to the line of Dixie w«r4 no doubt ignorant of tbe fact that she was on her mission as a Federal sp£. TDS ruse succeeded admirably, an she nad scarcely penetrated this Conv fjdoralo llnef until tb« much-abused y5ung lady was reooiVed wi.h open amis by a detachment of the "enemy" as a martyr tj tbeir cause. H^r career the South with the armies of Qener«k Bragg, Morgan .and other?,! and her triumphant r(\(SptionOn the Kichmond boa ids as the Nuftr-together with her subsequent detion, cdnvictioo. and sentence of death as a Federal fepy, are all matters ofyetlowe&>4t b&tory. A Walloon View of Sanrifie. Mr. Henry Cox well, the English aersnau1., writer the following description of & superb vi«w of sunrise as seen from 414 Oulloon ExprtBa: "The wenther being extremely mild, I anchoied my balloon for the nignt, which was an ufftir of no great difficulty. Ar tor partaking of refreshments, it was decided that two gentlemen should return to Norwood with Mr». Woodgate ana .Miss Hagart, and at 4:10

A. M.,

the morning be-

1 1 cold and chearte*-, we ascended trom 0 Dawson's tarm, tbe ternperaturu being as iow as 40° Fahrenheit, wh.le the bar-oineit-r si00J at 29.70. **Tue surrounding country was thickly wooded piuturerque, but a gray mist bung over the land, and a stranger to the coun* try would have declared that numerous pieces of water were spread beneath, but this was for tbe most part an illusion it was fog hanging over valleys and lowlands, and these lifted a little iater, when the aspect of tbe landscape as well es that of the heavens became changed by the' .un bursting forth and drawing up the night vapors in cloud wreatos and round* od torm*. At 4:20 the earth was almost totally eclipsed by a bluish veil of thicfef mist whicti terminated at three thousand two hundred feel elevation "Tne uppor bowi-shaped contour of this oloud-iuttiS was very marked and singular the rim, over which was the blue sky, formed a perfect circle, without the least irregularity of outline, but just beneath tbirj was a break, through wLtch hedgerows and bouses could be clearly discerned. -This vast basin of vapor bad one per* vriding dark color until 4:33, wben the sun rose over the eastern ridge, and effected fuch rspid and magic changes as only the glorious king of day is capable of pro* ducing.

In my last view of sunrise which I witnessed while engaged in a rill pursuits in the year 18b2, there were mountainous ranges of clouds grandly lighted up with golden, purple aau orange tints but this nme it was a totally different scene, for woen the sun shed hirdaxztiog lustre two thirds of the cloud circle appeared deeply dyed with gray, while the eastern portion assumed such pure and spotless grandeur, so white and chase, so gradually toned throughout a long vista leading to the sun, that our attention was directed for a considerable time to this beautiful Appearance, and Captain Woodgate ex* piussed bitiiself surpiised and eiichanted.

As tbe sun roto tne transformation was indeed extraordinary the heat rays sepa* rated the continuous strata, and it mounted in fantastic shapes and gave place td cumuli, which rolied across the delds as if they brushed the earth in tbeir transit. Tbe crisp upper air soon provoked a long* ng for breakfast. I promised my con* pai.i 10 revicit terra tirma, and ascend again afterwards to an elevation equal to that of Mont Blanc. Accordingly we cast aoout for a meadow near ilorton station, on the Brighton railway, and again secured the 'JKxproes' wtiiie we visited a hotel for our cotfee."
