Bebellion waa totally subdued, it waa the .duty of the Soath to conform to the »taation. This hu always been admitted all oyer the South to be a duty, but in what thar conformance consisted 1 Simply jn submitting to what they could not help, in remaining sullea whore they should have been cheerful in refoaing to assist in recdbstructien, when, if thoy had been sharp, they would have taken the lead in carrying out the necessary mea•ures, and thus had the control of their 'own affairs. The Constitutional amend mentwas offered to them as the sole requisite to restoration. It Wjis a splen did opportunity. .They failed to mark its significance, and what did they gain by that course? Nothing whatever. The
Reconstruction bill followed. They said that they accepted it, but they did not cheerfully assist in carrying out its pTO' visions. They failed to perceive that it offered aa opportunity. In consequence of their rejection of the amendment, negro suffrage was fastened upon them, was deemed necessary to insure restoration to give the elective franchise to the blacks. The prospect was bad enough and unpleasant, but mef uly calm in differ ence could not make jit better. On the contrary, even here was ah "opportunity If the white men had registered and pre pared themselves to act.as voters they might, in many districts and States, have kept at the head of affairs.
But they neglected these opportunities The consequence is, that the blacks are registered to a man, while so many of the whites have neglected to do that in several States the blacks can carry the Congressional elections and have control of the State Governments. How they wi .act in such cases perhaps the whites will discover but if they fear the consequeo ces, why did tbey neglect the opportunity? There was, and yet may be an opportuni ty for the Southern people worth as much and more to them than any other. It is to identify themselves with the party which can do the most to assist tbenoi and to benefit their interests. In the hands of tbe Republicans the destinies of the Southern States repose. Il the people of thoso Slates make them their friends there will be no danger of severity, and no denial of all that is just or material for their good. To join with the dominant party, the parly of the majority, which can assist them, instead of clinging to a party which deceived them before the war, encouraged them to rebel, and then left them in the lurch, would seem to be a matter of tact, and even of juBt revenge. The Democracy has done nothing for the South since the Rebellion, except to cause it to neglect the opportunities which it had of ministering to it its own advantage. If the South would join with tbe North those dreadful radicals would cease to be dangerous, because they would have no interests but with the South. This would be a tactical movement of vast moment, but it is an opportunity and will therefore be rejected.

DIFAVLTING COUNTY TREASURERS. Of the ninety-two County Treasurers in the State four have this year become defaulters. The Treasurers of Allon, De Kulb, Tipton and Harrison. The aggregate loss to the several counties is more than one hundred thousand dollars, cf which a small portion will be recovered by arrests, and suits against principal* and sureties. The State loses only in one case, that of the Treasurer of Harrison County, and in that only $657. Tbe County, however, suffers badly, being a loss to the amout of $35,000. The Treas urer after gathering up the greenbacks and papers made a desperate effort to fade out on horseback, but the authorities overhauled him in durance. Tipton county by her misplaced confidence loses about $10,00 Dekalb $20,000 and AHjn $35,000.
Tbe defalcation cf the Treasurer of DeKalb is said to have been caused by the robbery of bis safe in February last, by which he lost $18,000. He il believed to be an honest man and upright, and his friends are confident that ho would not prove recreant to his trust if ho were not the victim of misfor.une. The Treasurer of Allen couuty, it is said, is also an honest man, but, not wishing to attend to the business himself, entrusted it, to others, and lo9t. If there is any extenuation in favor of the Treasurer ot Harrison and Tipton counties it has not come to light.

The rote received by Governor J$|ker, as shown by the record in the office of tbe Secretary of State, was 150,802,— larger than that received by any one oh the State ticket, except Governor Morton. In making his statement of the vote received Mister Lozier has doubtless relied too implicitly on the comic almanac from which he selected his argumehts in the recent debate between himself and tbe Rev. B. F. Foster, and with such limited resources at his command he should not be judged or censured too severely. ., ....
ANOTHER CORNER STONE.
The corner.stone of the Second Universaiist Church of this city was laid yesterday by the Masonic Fraternity, with the usual impressive ceremonies of that Order. Grand Secretary Hacker, acting as Grand Master, delivered a very beautiful address appropriate to the occasion. The First Church is also about erecting a house of worship that wili meet the demands ot the society and be an ornament to tbe it

Fishing in White River and tributary streams this season is said to be remarkably good Amateurs have their own spon-eatchifig sun-fish, goggle-eyes and suckers, but professionals who can handle the rod and reel with dexterity, affect to throw the minnow only for bass and redeyes—never failing to bring the latter home with them. Several of the enthusi astic Waltons hate caught some very fine eels, the sarpeats in some instances meas uring over three feet in length. Alii nows are generally used for bait, especial ly for bass, and it is not deemed an in fringement of tho fish law to catch them with the Bein.
The health of the city is reported to' be as good as could be expected at this season of tho year. Flux and fevers prevail to some extent, but the number of fatal cases is comparatively lew. J. C. B.v
Habits of New York Millionaires. The Boston Journal's New York correspondent writes
A. T. Siowurt works probably more liours than any mechanic or laboring man in tbe State. His vast business is in his own handB. He consults nobody as to buying or selling. He has mauy partners, but they are partners in tbe profits and not in tho management of the business. His system is oxacting but efficient. His men are all timid. Ii they are late, if they overruo the time allowed for iunch, if they sit down during business hours, if tbey misdirect a bundle, if they eat in »be store, they are flood. No person is allowed to tako a bundle into the store unless the "walking gentleman tnarkes it. No bundle leaves the store without being examined. Mr. Stewart is about tho first man down in the morning. He takes an early breakfast, and in a one horse coupe rides the store. He iriindulges in a leisurely dinner at a public house at 5 o'clock then returns to bis den and continues his labors until every item of business in the store is finished. Pleasure seekers going home from the theatre often dee tbe twinklo of Mr. Stewart's light in b4s-coflnting room, showing that the great millionaire is hard at tbe task.— But it is his recreation. He finds his pleasure in work, and aBks nothing more.
Yanderbilt is a gigantic speculator.— Like Frederick the great ho takes his leisure to mass his troops, and in an unexpected moment throws himself upon bis foe, sure of victory. He has the Harlem and Hudson reads. Ho is after the Central and means to control the Drio. Ho takes his leisure in tho morning and divides it between his breakfast his cigar and his horses. He spends a great deal of time ia his stables. He has a trotting track in his yard, so that he does not have to go far tc try his favorites. At ten precisely,be enters his up town office. At twelve he rides to the Harlem, and then over to the Hudson railroad The rest of the day be gives to business and rides. He seldom appears at the Stock Board. He buys through other hands, because be can do it better.
Daniel Drew is a very quiet man, of plain simple habits, seldom speaks, and in his down town office in Broad street would be taken fur a rustic farmer or a New Jersey trader who was not hright enough to Sharply invest bis money.
Clafiin, who is trading so close on tbe ^eel8 ot Stewart,ia the dry goods trade was a small trader in Worcester. Ho bought goods in very small quantities and was uoted for his own bundles. Like Stewart he manages his owe business. Hu found his complicated trade wearing upon him, and like a wise man, as hu is, be purchased a little place up the river. He leaves bis store at four every afternoon, drives up his owu team, vud spends tbe evening in the quiet of bis own family.

One of the citizens of New York was a hatter. He earned a very good living at tbe business. His wifi made vests tor a fashionable tailor. She made them very w«41 and by her industry added very much to the comfort of the household. By una of those sudden turns of fortune which overtake men in this city, the man found himself iu possession ot quite a turn of monoy. He abandoned his hatting and bis wife gave up making vests. He bought a house in an up-town neighborhood. His wife proposed an entre into good society by giving a large party. The hatting and tailoring acquaintances were to oe ignored. Xney nad no others. Iiiese were to be made through the party. Had these people understood the way of doing things in New York they would have gome to Brown of Grace Church, paid him a handsome fee, And he wou.d bave slocked their parlors with all the company desirable. Instead of this they took tho directory, selected 500 names, among whom were some of the most prominent'Df our citizens, and sent out invitations right and left for an evening named.
